The active development of globalization and the formation of the information society contribute to the transformation of approaches to innovative activities. The purpose of the article is to consider the formation of an open innovation model in the modern information space. The latest approaches to the openness of knowledge, the creation of platforms for the development of open science, the tendency to increase the openness of research processes are reflected in the concept of open innovation. The model of open innovation provides a new cycle of creation and implementation of an innovative product. This model involves the active use of information about innovative products from the outside, increasing the availability of such information. The open innovation model determines not only the active use of external sources of innovation, but also provides for the increase in the openness of their own developments and the willingness of companies to the fact that at any stage innovation can go beyond the company and be implemented by other business structures. In the EU countries, the concept of open innovation is reflected in the principles defined in the European policy for knowledge transfer and open innovation. The new paradigm of innovations "Open Innovation 2.0" of the EU is the basis for the formation of their model in Ukraine. "Open Innovation 2.0" is based on the model of four spirals, where government, industry, academia and citizens work together to create the future together and carry out structural changes. Knowledge transfer, ecosystem approach, development of structures and mechanisms for exchange of information and experience are identified as the main tools for the development of open innovation. It is defined in the article that the active participation of the country in the European Open Science Cloud and the European Cloud Initiative are important stages in the development of the open innovation model in Ukraine. The European Open Science Cloud is Europe's virtual environment for all researchers to store, manage, analyze and reuse data for research, innovative and educational tasks. The European Open Science Cloud and the European Cloud Initiative are elements of integration into the European Research Area as a basis for access to new knowledge and increasing their openness. The development of the information society in Ukraine contributes to the formation of conditions for the implementation of the main components of the open innovation model defined by the European policy of knowledge transfer and open innovation. The transition to a new perception of innovation, the use of all opportunities to obtain new knowledge in the open scientific space, active participation in the system formation processes for open knowledge transfer in the EU can create a solid foundation for innovative changes in the national economy.

The growing importance of innovations in the economy has turned them into a more important factor in production and consumption, structural changes, economic dynamics, competitiveness, and social development. This has gained a paradigm importance and has led to the emergence of an innovative model of economic development, the peculiarities of which being the topic that the article is concerned with. Taking into account the dependence of innovations on the generation and dissemination of new knowledge, the article emphasizes the critical importance of the productivity of science and the quality of education. This is confirmed by global trends and finds a manifestation in the development strategies of the countries and companies. In this context, a modern understanding of innovations and the basis of their emergence, which is connected with knowledge and creativity, has been closer defined. The authors characterize the main features of innovation, in particular: cumulativeness, chain character, integration of practical and theoretical knowledge, duration of «maturation» and emergence of innovation, uncertainty, collectivity, uneven appearance in time and concentration in space, propensity towards conflict. A vision of the process of developing innovations by stages covered by system management is proposed. The main models of emergence of innovation together with the model of innovation process (the model of extraction through demand (market); the model of «needs seekers»; the model of «readers of market information»; the model of technological nudging; the cyclical model of innovations; the model of open innovations; the chain and interactive model of innovation process; the innovative model of «funnel»; the network model of innovation) are described. A number of features of the innovative model of economic development are allocated: recognition of innovation as the most important factor of economic growth; constant interaction of production, science and market, focused on the development of innovations; defining role of human capital; structural changes in the system of social production; domination of the innovative nature of competition in the modern economy; development of innovative entrepreneurship. On the basis of the formation of an innovative model of development, the growing role of science and education, the modern economy is characterized as an economy of knowledge; the main points of its concept are considered. An increase in the influence of education in the innovation model of the economy in terms of generating and disseminating new knowledge in order to intensify innovation is substantiated.

Open science is a powerful way to discover and disseminate new knowledge. But the very norms that animate open science can sometimes inhibit its subsequent commercialization. There exists a Valley of Death between the culmination of a scientific project, and the later commercial use of that science. While a fundamental knowledge of how a technology works may have been achieved, there is far too little known for businesses to invest in developing that knowledge further. And the best use of a new discovery often is unknown to those who first discover it. This is where open science must start to give way to Open Innovation. IMEC and CERN’s ATTRACT project provide two examples wherein a strong culture of open science co-exists with a thriving Open Innovation culture as well to traverse the Valley of Death

European Union (EU) is fostering the quintuple helix approach as it recognizes sustainable development and innovation as important development priorities. The quintuple helix represents a new framework which includes new knowledge, more stakeholders with sustainable development at its center. The EU has put in place different policy measures, regulations and funds to support designing and implementation of innovation strategies and sustainable development in all Member States. The objective of this paper is twofold as it includes identifying key features of helix innovation model and its evolution over time, and exploring EU efforts to transform to the quintuple helix system. The purpose of this paper is to explain the new context of development where innovation and sustainability should be considered as key elements. Using the example of the European Union, this paper studies policies and measures that the EU has put in place in order to support innovations as well as inclusive, smart and sustainable development, which are significant parts of the quintuple helix approach.

The purpose of the research was to investigate whether the companies involved in strategic business alliances (henceforth referred to as the SBA) have a higher level of open innovation and better business results in the metal industry in the EU country, namely Slovenia. The survey was carried out in 115 companies, where the aforementioned relations and their influence were studied applying appropriate statistical methods (e.g. the Mann-Whitney Test, Chi-Square statistics, t-test, etc.). The sample encompassed four clusters and R&D centres from metal-processing industry. The results showed that SBA have a significantly strong impact on companies’ open innovation as well as more efficient cooperation with universities and research institutions. Among the companies involved in SBA, the portion of innovations generated in cooperation with their business partners accounted for 57.7%, while those, not involved in SBA, the same indicator amounts to 19%. In addition, the results showed that the majority of business results, in companies involved in SBA, were above average, compared to the industry sector average values. The value added per employee within companies involved in the SBA was significantly higher than the industry average, as well as the profits; difference was more than threefold. It may be concluded that SBA represent an important bridge in the transformation from a closed innovation model to a model of open innovation, resulting in better business performance. Important implication for companies is related to the message that cooperation with competitors may bring value added to all companies involved.

Innovation Process Models With Emphasis on Open Innovation ModelThis article presents different models of innovation processes and focuses in particular on the open innovation. The empirical part is based on the findings on the innovation cooperation of enterprises in the EU and OECD (these data, among others, determine the open innovation). At the end of the article there is a case study of Nokia which implements the open innovation in its innovation activity. The aim of this article is to present the paradigm of the open innovation processes. This approach concentrates on sharing knowledge, i.e. making new solutions available to other units by means of e.g. license sale. The open innovation business model takes advantage of both internal and external sources of ideas without a fear that a company's own ideas when transferred to another organization will lead to the company's loss of profits coming from this idea. The formal framework of an organization is just a symbolic one and makes the flow of knowledge between the organization and its environment possible. The enterprises that adopt the open innovation strategy both enthusiastically develop ideas which were created by others as well as make their own ideas available to other organizations that find them more interesting.

Technological development of society is of unequal cyclic nature and is characterized by changing periods of economic growth, stagnation phases, and technological crises. The new wave of technological changes and new technological basis corresponding to the technological paradigm boost the role of innovations and displace the traditional factors of economic growth. Currently, intellectual and scientific-technical capacity are the main economic development resources. The use of innovation and new knowledge change the technological structure of the economy, increase the elements of the innovative economy, knowledge economy, and digital economy, i.e. the new technological paradigm is formed. The paper aims to research the basic determinants of technological paradigms’ forming and development, and determining their key features, as well as to analyze social transformations of the EU Member States and Ukraine. The paper focuses attention on the research of the features of social transformations. The structural transformations are analyzed based on the Bertelsmann Transformation Index that estimates the quality of democracy, market economy, and political governance. The transformation processes are assessed on the example of the EU Member States and Ukraine. The authors argue that social transformations and structural changes in the economy are related to the change of technological paradigms that boost the economic modernization and gradual progressive development of humanity in general. The nature and main determinants of 5 industrial and 2 post-industrial technological paradigms are outlined. Their general features and main areas of basic technologies implementation emerging in the realization of a certain technological paradigm are explained. The conclusions regarding the fact that innovative technologies and available scientific-technological resources define the main vector of economic development are made. The new emerging technological paradigm is of strategic importance for society development.

Abstract The European Observatory established the Health Systems and Policy Monitor (HSPM) network in 2008, bringing together an international group of high-profile institutions from Europe and beyond with high academic standing in health systems and policy analysis. An important step was taken in 2011, when the Bertelsmann Health Policy Monitor, a 20-country-project with already significant overlap with the current HSPM network, merged with the Observatory's network of national lead institutions. Today, the network includes 40 institutions from 31 countries, with members participating in a wide range of activities and collaborations, such as writing the Observatory's flagship health system reports (HiTs), keeping the health policy community up-to-date on health system developments via the HSPM web platform, and contributing their expertise to reports, studies and knowledge transfer exercises co-ordinated by the Observatory for a variety of audiences, including ministries of health and international organisations such as the World Health Organization and the European Commission. In addition, network members participate in an annual meeting, hosted in a different member country every year, coming together over two days to exchange knowledge and experiences about the various health system reforms happening in their countries. The aim of these meetings is to present, discuss and start comparative research collaborations of the members that can inform policymaking. As part of a collaboration with the journal Health Policy, researchers of the HSPM network have published more than 100 articles on cross-country comparisons of policies or on ongoing nation health reforms in a special section - the Health Reform Monitor - of the journal. This workshop aims to provide the audience with an overview of the network and its expanding range of activities. An introductory presentation will briefly introduce the origins of the network and discuss its current line of work. The second presentation will provide an overview of reform trends that are routinely collected during the annual meetings as part of the “reform roundup”. The third presentation will give an example of how the network has contributed to the European Commission's State of Health in the EU initiative, by performing a 'rapid response” that informed the companion report to the State of Health in the EU country health profiles 2019. The fourth presentation is a typical example of the kind of collaborative work that the network is undertaking, i.e. involving multiple countries on a topic of shared interest. The workshop will conclude with a debate with the audience about the conceptual and methodological challenges as well as opportunities and future directions of cross-country comparative research and the HSPM network in particular. Key messages The Health Systems and Policy Monitor Network provides detailed descriptions of health systems and provides up to date information on reforms and changes that are particularly policy relevant. The Health Systems and Policy Monitor Network increasingly engages in comparative health systems research and knowledge transfer activities.

Purpose This study aims to explore the extent to which inter-organizational hybrid governance manages the micro design for optimum reverse knowledge transfer in the open innovation context. The authors use two essential facets of micro design in hybrid governance: product adaptation and integration mechanism. Design/methodology/approach Data for this study were collected from franchisees through structured questionnaires in Indonesia. Findings Results indicated that product adaptation has a positive relationship with reverse knowledge transfer. This study also found that the formalization strengthens the relationship between product adaptation and reverse knowledge transfer. However, the socialization does not have a moderation effect. Research limitations/implications This research estimates the knowledge transfer from the agent’s side only. Therefore, further research is expected to estimate the reverse knowledge transfer in dyads (from agent and principal) to get a detailed understanding of reverse knowledge transfer. Practical implications This study offers guidelines to managers, especially in inter-organizational hybrid governance. The authors suggest reverse knowledge transfer as a form to manage the dispersed knowledge from their agents. Governing institutions should change their view that agents have diverse knowledgebase from experience adapting to local conditions and can improve their open innovation through reverse knowledge transfer. From the results, it is found that giving agents the flexibility to adapt products can boost reverse knowledge transfer to support open innovation. Originality/value This study provides an understanding of the utilization of external knowledge sourcing in the context of open innovation from agent to principal in hybrid governance through reverse knowledge transfer, which has thus far been empirically under-researched.
