The article considers problems of innovative development in agricultural entrepreneurship. The presented comparative analysis of agriculture in the USA, European countries and Ukraine allows making conclusions on its anticipated innovativeness. The findings are based on the analysis of the following criteria: contribution of the agrarian sector to the GDP; focus on efficiency of agribusiness; value of export of agricultural products; types and rates of lending; tools for creating current assets; ways for supporting the agricultural sector. Special aspects of creating innovative models for agribusiness in Ukraine over the transition period are determined. It is stressed that American and European models cannot be implemented in their pure form in Ukraine. The point that Ukraine’s model of innovative development for agribusiness is oligarchic and corrupt is proven. The model is based on the mini- mum aid from the state. An innovative role of administering VAT is examined, which enables agricultural producers to accumulate 20 per cent of sold output on special accounts with the aim of buying new machinery, mechanization and technology. The special regime of taxation for agricultural producers, its advantages and disadvantages are considered. Further ways for improvement of administering VAT, aimed at maintaining its innovative essence are suggested.

The article presents the author's vision of the actuality and factors of development of the Ukrainian economy agrarian sector; it outlines the differences and the influence of the variance and variability of these factors. The role of the concept of sustainable development in relation to the tendencies of adaptation and self-management of structural and functional elements of the agrarian system is indicated. The separate trends of the agrarian sector development in Ukraine in the form of variant are considered. The peculiarities of structural distribution of agrarian production in Ukraine are established. The importance of agricultural producers choosing as a factor of branch and structural changes, the role of partnership with stakeholders are noted. The complexity of modeling of production and socioeconomic processes in agrarian sector of the national economy in conditions of uncertainty and risk, which should be based on the games theory, simulation models, fuzzy set theory, neural networks, are shown. Predictable scenarios of agrarian development are suggested. The strategies of further development of the national economy agrarian sector are proposed.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

Based on the analysis of foreign experience ( The USA experience), the importance of creat-ing and using mechanisms of the innovation adaptation in agrarian sector to accelerate its innova-tive development is shown.

The aim of this paper is to analyze the relationship between financial market development and agricultural sector in Uzbekistan. Research tries to answer these questions an empirical way and tries to clear questions in a role of financial development as also other variables in agrarian sector. Results of this research show that the financial market in agrarian sector has some weak places.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector. The article substantiates the directions of investment activity of the small and medium enterprises of the agrarian sector of Ukraine. The role of the small and medium sized enterprises is well-grounded in modern economic conditions and the need to intensify their investment activities is shown. The current situation with the development of such enterprises is analyzed and the specific measures to stimulate the investment activity are indicated. It is proved that the investment activity of small and medium-sized agrarian enterprises should be intensified. It is obvious that the large agrarian enterprises possess more abilities in attracting investments in particular in implementing the new technologies. However, these are the small and medium sized agrarian enterprises able to reach both economic and social goals and serve as an elevator for the youth in the villages. Also the food security function is implemented by the small and medium-sized agrarian enterprises. The analysis of the data on the development of small and medium-sized agrarian enterprises in Ukraine shows the importance of them for the economic growth and the development of the national economy. Their development was unfortunately negatively affected by the fast spread of the corona virus in the world and the following quarantine restrictions. The data on the development of small and medium agrarian enterprises in Ukraine and in Germany has been presented in order to compare and to use the positive German experience in domestic conditions. In current conditions it is necessary to implement urgent measures to support the small and medium enterprises, i.e. to reduce the tax burden, to provide access to markets, in particular by stimulating the export activities of small and medium enterprises, to increase the level of digitalization of them. Presently there are public programs for support of the small and medium agrarian enterprises introduced by the Government. If these measures prove to be effective there are positive anticipations concerning the renewal and intensification of the development of small and medium enterprises in Ukraine.

The article deals with the relationship between economic development and environmental security.With regard to agricultural land use, ensuring environmental security involves optimizing the organization of land use and land use process on the basis of environmental restrictions on environmental pollution and agricultural products. First of all, according to environmental constraints, the possibilities of exploitation of natural resources and taking into account the peculiarities of agroecosystems (natural and climatic conditions, water resources, terrain, land and soil structure, land erosion, etc.) are determined to address food security. On their basis, ecologically balanced operation of agroecosystems is carried out through the formation of ecologically safe land uses, which provide for the optimization of economic activity of agricultural producers, taking into account environmental constraints. The article clarifies the essence and significance of ecologically safe agricultural land use in agriculture, proposes an approach to defining the essence of ecologically safe agricultural land use as a process of land use in the agricultural sector of the economy, which prevents the danger to human health, degradation of land resources, as well as their resilience to environmental threats and risks. The role of ecologically safe agrarian land use in ensuring sustainable development of rural areas and directions of influence of interaction of ecological and economic components of safety of agrarian land use are defined.

AbstractPoland was among vocal critics of the acceleration and finalization of CAI talks by the end of 2020. Among the reasons were doubts about the timing and political circumstances in the EU such as the role of Germany as a driving force for CAI due to its economic dependence on China, and Commission mandate for talks that was granted several years ago in a very different situation both in China and Europe. Poland was also critical about bypassing the USA, in a sense of bringing CAI talks up to speed during the transition period, before Biden sworn. However, after finalization of the agreement, Polish government (as well as the biggest opposition party) presents a rather positive assessment of CAI and opts for ratification. Notwithstanding, all Polish MEPs have endorsed the European Parliament resolution to freeze ratification process.

Currently, the system of cooperative and integration ties between agricultural producers creates conditions for the appropriate agro-industrial production, expanding the sphere of competition, contributes to the sustainable and balanced development of industries and ensuring food security. The purpose of this study is to study the current state of agricultural cooperation, to identify its problems and prospects. Objectives – to achieve this goal, scientific views have been generalized, topical issues of functioning of small businesses have been identified, recommendations to improve their efficiency have been developed. Results – based on data showing a slight decrease in the share of agriculture in GDP compared to the 1990s, an increase in the number of privately owned enterprises over the past 20 years, a reduction of public enterprises, the need to enlarge agricultural entities and unite small farms into agricultural cooperatives for joint cooperation in production, processing and marketing activities is shown. The analysis also indicates that access to financial resources for production and processing of agricultural products is limited from the WTO permissible level. The prevailing forms of cooperation in agricultural sector and factors hindering its development are considered. The positive and negative directions of cooperation of small business entities at present stage have been identified. The foreign experience of creating agricultural cooperatives is presented on the example of France, Germany, and the USA. Conclusions: on the basis of the study, it was proposed to make changes in the activities of agr icultural cooperatives: to improve the system of their financial and loan support, to improve information and consulting services and scientific support, to strengthen the system of training personnel for agricultural cooperation.

The current trends in the development of innovative activities in Russia are far from fully meeting the expectations associated with improving the competitiveness of products and the quality of life of the population, with the provision of dynamic sustainable growth, and the formation of the innovative economy. The mixed nature of the Russian economy, the fundamentally different technological level and institutional conditions for the development of various sectors exclude the possibility of defining a single model of innovative development that is universal for all sectors. In the current conditions, the technical and technological level of the agrarian sector of the country's economy is the most catastrophically lagging behind the world's leading producers of agricultural products. Domestic agrarian production is 5 times more energy intensive and 4 times more metal consuming, and labor productivity is 8-10 times lower than in the USA, in the leading countries of the European Union and Canada. Not having eliminated this techno-technological backlog, without implementing the advanced development of certain specific areas of scientific research and technological developments in the field of agriculture, Russia's agrarian sector will finally lose its competitiveness and will not be able to ensure the country's food security. Thus, the need for a scientific justification of the theory, methodology and practice of the innovative development management of the agrarian sector of the regional economy in the context of large-scale economic and institutional transformations determines the urgency of the issue. Currently, most of the works of domestic researchers put emphasis on the problems of knowledge transfer, at the same time, the methodology for creating and commercializing competitive scientific knowledge through the formation of innovative agricultural clusters is beyond the scope of scientific research, and its management and economic mechanism has not been developed yet. Thus, the aim of this research is to develop proposals for optimization of the management mechanism for the innovative development of the region's agricultural sector (by the example of the Samara Region of the Russian Federation). The research used a set of methods of scientific knowledge used at both theoretical and empirical levels (conceptual modeling, synthesis and analysis, tabular and graphical interpretation of theoretical information and empirical data).
