The article considers the impact of the COVID-19 pandemic on the regulatory activities of the National Bank of Ukraine. The interdependence of the banking and economic systems and the impact of their inefficient interaction on banking in general and each individual commercial bank in particular are analyzed. It is established that before the onset of the pandemic crisis in the world, the banking system of Ukraine was characterized as stress-resistant, taking into account the reforms of liquidity and recapitalization. The stability of the banking system is affected by economic pressures caused by the spread of coronavirus and lower oil prices. According to one of the world’s three reputable rating agencies, Fitch Ratings, the level of pressure on banks depends on the depth and duration of the economic downturn, specific risks to the national economy and external finances (for example, tourism revenues or remittances), national government measures and individual banks. The implementation of anti-crisis measures developed by the National Bank of Ukraine as tools to increase financial and economic security in the country as a whole, and financial institutions in terms of increasing banking risks caused by the outbreak of the COVID-19 pandemic. The spread of this infection also has negative consequences for the economy and financial system of Ukraine. Therefore, the National Bank of Ukraine has introduced a system of anti-crisis measures during quarantine in the country. The NBU covers information about events in the economy through its own website, social media pages, and the media. These measures are implemented to mitigate the impact of coronavirus disease on citizens and businesses, and to ensure the quality and smooth operation of the financial system. The banking system continues to operate, without imposing any restrictions on the operation of banks and their operations. As a result of the study, a system of measures of national support for the banking sector by the National Bank of Ukraine and the International Monetary Fund was proposed through the prism of a number of guidelines and regulatory points, which are supporting instruments rather than control and regulatory ones.

Today, the phenomenon of the shadow economy is widespread and has negative consequences for the economic development of the countries of the world. It is known that many factors influence the level of the shadow economy and one of these factors is money laundering. The purpose of the article is to analyze the primary and state financial monitoring as a tool for the unshadowing of the Ukrainian banking system. At the end of 2018, the Ministry of Economic Development, Trade and Agriculture of Ukraine is setting the level of the shadow economy at 30% of official GDP, the lowest in the last ten years. The authors investigate the impact of financial monitoring on the level of the shadow economy, identifying major threats to the country's economic security and analyzing the proportion of reports of suspicious transactions from banks in the overall message structure. It is found that about 99% of all reports to the State Financial Monitoring Service of Ukraine about suspected financial transactions come from banks. The essence of the primary financial monitoring, its main shortcomings are revealed, namely the imperfection of the legislative framework, the lack of highly qualified employees in the field of financial monitoring and the formation of clear requirements for the banks as the subjects of the primary financial monitoring. The contents of the most common money laundering schemes through the banking sector are disclosed, such as withdrawal of capital abroad, corruption schemes, schemes involving individuals, fraudulent transactions within the bank, counterfeiting of documents on the value of collateral or granting it, and falsification of the company's decision to obtain a loan. The article also reflects the main violations of banks in the field of financial monitoring for the years 2018-2019, analyzes the shortcomings of the state financial monitoring and proposes to improve the effectiveness of financial monitoring in banks in order to shade the banking sector. This study uses the DEA (Data Envelopment Analysis) method to estimate the technical efficiency index of 34 Vietnamese commercial banks in the period 2007-2015, and then it analyzes the impact of income diversification on the operational efficiency of Vietnamese commercial banks through a censored regression model - the Tobit regression model. Research results indicate that income diversification has positive effects on the operational efficiency of Vietnamese commercial banks in the research period. Based on study results, in this research some recommendations forpolicy are given to enhance the operational efficiency of Vietnam’s commercial banking system.

Instilment, on a European level, of a state incompatible with the state of stability on a macroeconomic level and in the financial-banking system lead to continuous growth of vulnerability of European economies, situated at the verge of an outburst of sovereign debt crises. In this context, the current papers main objective is to produce a study regarding the vulnerability of European economies faced with potential outburst of sovereign debt crisis, which implies quantitative analysis of the impact of sovereign debt on the sensitivity of the European Unions economies. The paper also entails the following specific objectives: completing an introduction in the current European economic context, conceptualization of the notion of “sovereign debt crisis, presenting the methodology and obtained empirical results, as well as exposition of the conclusions.

Subject. The article focuses on market strategies of the Russian enterprises operating in the ferrous metallurgy. Objectives. The study is to analyze corporate strategies the leading ferrous metal manufacturers use in the Russian Federation, such as NLMK Group, Severstal, Magnitogorsk Iron & Steel Works, EVRAZ Group. Methods. The study interprets public financial statements and methods of the logic, intuitive and comparative analysis. Results. We analyze market strategies of the Russian metal manufacturers, determine their development priorities and competitive advantages and weaknesses. We describe the impact of various threats and measures metallurgical companies undertake to eliminate them. Conclusions and Relevance. We sorted out possible threats and exposures of the Russian metallurgic companies' economic security and traced the dynamics of their significance for 2015 to 2019. Key threats relate to policies, economy, external and internal market, regulations and laws, production, distribution and financial management, consumption, IT, social welfare and environment.

Subject. This article deals with the issues related to the national economic security of the State in today's conditions. Objectives. The article aims to develop a set of special measures for additional business support to reduce the impact of restrictions imposed against the background of quarantine and the pandemic spread, and which would help prevent collapse of business entities. Methods. For the study, I used the methods of theoretical, systems, logical, and comparative analyses, and tabular and graphical visualization techniques. Results. The article proposes possible measures to support business aimed at reducing the costs of business entities due to the restrictions caused by the pandemic, that complement and explain the activities proposed by the President and Government of the Russian Federation, taking into account the regional and municipal levels. Conclusions. The uncertain current situation requires constant adjustment and adaptation of public policy in accordance with specific circumstances. Ensuring the country's economic security and sustainability associates with creation of a business organization system that connects public administration tools and business support and development opportunities under the changed environment.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.

AbstractUsing publicly-available average monthly groundwater level data in 478 sub-basins and 30 basins in Iran, we quantify country-wide groundwater depletion in Iran. Natural and anthropogenic elements affecting the dynamics of groundwater storage are taken into account and quantified during the period of 2002–2015. We estimate that the total groundwater depletion in Iran to be ~ 74 km3 during this period with highly localized and variable rates of change at basin and sub-basin scales. The impact of depletion in Iran’s groundwater reserves is already manifested by extreme overdrafts in ~ 77% of Iran’s land area, a growing soil salinity across the entire country, and increasing frequency and extent of land subsidence in Iran’s planes. While meteorological/hydrological droughts act as triggers and intensify the rate of depletion in country-wide groundwater storage, basin-scale groundwater depletions in Iran are mainly caused by extensive human water withdrawals. We warn that continuation of unsustainable groundwater management in Iran can lead to potentially irreversible impacts on land and environment, threatening country’s water, food, socio-economic security.
