Povzetek Varnost danes ni ogrožena le zaradi oboroženih konfliktov, temveč predvsem in vedno pogosteje zaradi kompleksnih kriz. Učinkovit odziv nanje zahteva od nacionalnovarnostnega sistema stalno prilagajanje in pripravljenost na nepredvidljivost varnostnih razmer s prožno strukturo, razvito koordinacijo in z zmogljivostmi, sposobnimi ukrepanja na podlagi sistemskih in jasnih pravil na področju kriznega upravljanja. Prispevek osvetljuje pomen kriznega upravljanja v sodobni družbi s poudarkom na obrambnem področju, na katerem na podlagi teoretičnih in praktičnih spoznanj daje predloge, ki bi lahko bili za Slovensko vojsko kakovosten izhodiščni okvir za razpravo pri oblikovanju nujnih odgovorov na sodobne izzive kriznega upravljanja. Slovenija, njen nacionalnovarnostni sistem kot tudi vse njegove sestavine, vključno s Slovensko vojsko, si ne smejo in ne morejo dovoliti, da krizo pričakajo nepripravljeni ter brez vnaprej izoblikovanega in delujočega celovitega koncepta na področju kriznega upravljanja. Abstract Today, security is not threatened only because of armed conflicts, but mostly and increasingly because of the complexity of crises. An effective response to those crises requires the national security system to constantly adapt and remain ready for the unpredictable nature of the security situation. This can be achieved with a flexible structure, well-developed coordination and capabilities apt to react on the basis of clear and system rules in the field of crisis management. The article highlights the importance of crisis management in the modern society with the emphasis on the field of defence. It provides theory- and practice-based suggestions, which could serve as a quality frame of reference for a discussion in the process of preparing crucial responses to the contemporary challenges of crisis management. Slovenia, its national security system along with its components, including the Slovenian Armed Forces, cannot and should not presume to enter a crisis unprepared and without a pre-framed, effective and comprehensive crisis-management concept. The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Large-scale failures of electric power systems (blackouts) have been the subject of intensive research in most countries for several years. This research aims primarily at seeking solutions to improve the reliability of the operation of power systems and the development of effective strategies to protect critical infrastructure from the effects of energy shortages and power cuts. In contrast, systematic research on crisis management and civil protection under conditions of prolonged blackout has been undertaken in Europe only recently, and these extremely important aspects of energy security have been delayed by the COVID-19 crisis. The ability of the Polish crisis management system to cope with the consequences of long-term, large-scale shortages and interruptions in the supply of electricity, as well as the consequences of possible failures in this field, has not been systematically examined to date. This issue is of growing strategic importance, not only from the point of view of security and defence policy, but also economic cooperation in Central and Eastern Europe. Poland’s infrastructural security must be considered in a broad regional and supra-regional context. A long-term lack of electricity in a large area of Poland would undermine the stability of the entire national security system, destabilising the region and supranational security systems. Apart from objective reasons, intentional attacks on the links of such a chain cannot be ruled out. Poland is the leader of this region, a frontline country in the NATO-Russia conflict, as well as a liaison state that provides the Baltic states—being EU and NATO members—with a land connection to Western Europe. In view of the growing risk of blackout, the importance of the problem and the existence of a cognitive gap in this field, we evaluated the Polish crisis management system in terms of its ability to respond to the effects of a sudden, long-term, large-scale blackout. Methodologically, we adopted a systems approach to security management. In order to estimate the consequences of a blackout, we used analogue forecasting tools and scenario analysis. By analysing previous crisis situations caused by blackouts and local conditions of vulnerability to such events, we formulated basic preparedness requirements that a modern crisis management system should meet in the face of the growing risk of blackouts. A review of strategic documents and crisis planning processes in public administration allowed us to identify deficits and weaknesses in the Polish crisis management system. On this basis we formulated recommendations whose implementation shall improve the ability of the national security system to face such challenges in the future.

Last year (2020), the Ministry of Defence of the Republic of Slovenia published a monograph by Brigadier General Branimir Furlan, Ph.D., titled Nacionalna (varnostna) strategija (National (security) strategy). It was published in the period following the adoption of the Resolution on the National Security Strategy of the Republic of Slovenia (ReSNV-2) in 2019, and at the time when the process of military strategic consideration and the drafting of a Military Strategy proposal in the Slovenian Armed Forces began. The authors of the latter used the monograph as help and support. The monograph will certainly also be a useful tool for the drafters of the next Defence Strategy and strategic planning documents. For those who use and study the ReSNV-2, this monograph serves as a scientifically based tool facilitating the understanding of the processes behind the drafting and the contents of the resolution as well as its positioning in theory and practice. In addition to the book Marsova dediščina (Mars’s Heritage) by Anton Žabkar, PhD, this monograph is the second Slovene work related to national security strategy, which can help us study the strategic environment, improve strategic thought and theory, and design and implement strategies. Brigadier General Furlan begins by presenting the development and roles of strategies in general, and then focuses on the field of national security. This is also important from the point of view of the contemporary application of strategies, when they are, at least in a popular sense, not applied only to large domains and systems, but also at the "individual" level. In the military and defence domains, this is also essential due to the level of military operation. Consequently, Brigadier General Furlan describes the relations between the strategic, operational, and tactical levels of operation. He guides us through the development of these relations, explaining the current situation where different levels are more interconnected and interinfluencing. This is especially important for countries of the size of Slovenia, where most strategic solutions are implemented at a lower tactical level. Additionally, Brigadier General Furlan explains the difference between operational art and operation(s), and provides Slovene equivalents of English terms. As a result, in addition to the substantive gaps, the monograph also fills the terminological gaps. Throughout the monograph, the author devotes effort to using Slovene terminology and substantiates the important concepts and terminology for the development of the scientific field of strategy theory. By doing this, he encourages the use of Slovene strategy-related terminology in practice both in the military and throughout the national security system. The central part of the monograph presents and explains the elements for the formulation of a national strategy, and describes various strategies and strategic methods, the ways to operate and achieve goals. In the case of the latter, deterrence is particularly important and emphasized. Moreover, it has not been sufficiently emphasized in Slovenian theory and practice, despite the fact that any deterrence is better than war. Escalation and nuclear strategy are also discussed in detail. Both are interesting for Slovenia from the point of view of its EU and NATO memberships and from the point of view of its use of non-owned mechanisms. The monograph also presents some specific but essential strategic factors, technology, geopolitics as well as the international order and transnational strategies that should be taken into account when devising a national security strategy. Special emphasis is placed on strategic communications, which is a concept under development, but will certainly become very important in the future. Brigadier General Furlan successfully connects theory, practice and Slovenian reality. By doing so, he indicates the possibilities of putting the strategy into practice, thus facilitating research of foreign works for attentive researchers and users of the monograph. By comparing foreign systems and analysing different authors, he provides many examples and arguments for the necessary professional and critical strategic thinking, and proves (what he has written in the closing) that the strategic process is about "finding the best approximation of the strategy that will most successfully enable us to achieve the desired end state with the available resources ”. The monograph explains the operational strategy and the development strategy. Both elements make up a comprehensive strategy. The national strategy is always a compromise between several factors, therefore the conclusion of the Brigadier General Furlan, stated in the closing, is very important: "It is essential (according to Betts) that compromises are not made regarding the resources necessary to achieve goals, but regarding the goals." By providing scientific substantiation, examples, and the connection between theory and reality, Brigadier General Furlan showed a direction, also to military officers, towards strengthening the strategic thought, work at the strategic level, as well as towards the devising and implementation of strategies. Strategy is generally a way of creating, and for small countries or armies, finding a favourable strategic situation. This search is one of the basic missions of high-ranking officers and generals at the strategic level, and this monograph can be of great help in this respect. Now retired Brigadier General of the Slovenian Armed Forces Branimir Furlan was one of the most prolific writers in the military. Among other things, he was the key author of the Military Doctrine adopted by the Government of the Republic of Slovenia in 2006. We thus very much look forward to his next book, which will focus on military strategy.

Abstract: Nowadays, the modern security environment has it foundation based on some vital pilons, that are also important for the normal functionality of the modern society. This paper will offer a new perspective on critical infrastructure protection, defining the relationships that take place freely in a modern society. The international security could be analyzed from functional (systemic) and structural points of view. From the systemic point of view, the global security is characterized by five major systems: political, economic, social (socio-demographic), cultural and ecological. From the structural point of view, besides the above systems there are other ones: military, intelligence, communications and infrastructure (the critical infrastructure, health, financial, culture, education and research). There are certain infrastructures such as: telecommunications, transports, systems of power or water supply, IT systems, diverse systems and emergency services, that are actually fundamental to a prosperous economy and therefore critical to the development of human society. Telecommunications, power systems and transport infrastructures are essential infrastructures that ensure not only the mobility, but also the adequate performance of the armed forces, which is one more reason for which these infrastructures are critical. The degree of development and resilience of national and European critical infrastructures is essential for the economic growth and for ensuring the security and welfare of society on the whole. Therefore, the modern national security, seen as a system or a structure, has been passing through a reform and modernization process in order to adapt to the challenges of the 21st Century and the requirements triggered by North Atlantic Treaty Organization and European Union memberships, and not only. In this context there is a need for some security politics and strategy which could increase the national security condition.

A crisis is an exceptional event that causes damage and negative impacts on organizations. For this reason, crisis management is considered as a significant action needed to follow crisis causes and consequences for preventing or avoiding these exceptional events from occurring again. Studies have devoted their efforts to proposing methods, techniques, and approaches in the crisis management direction. As a result, it is critical to provide a consolidated study that has an integrated view of proposed crisis management methods, crisis impacts, and effective response strategies. For this purpose, this paper first highlights the proposed techniques used in crisis management and presents the main objective behind each technique. Second, the risks and impacts resulting from a crisis are highlighted. Finally, crisis response strategies are discussed. The major contribution of this study is it can guide researchers to define research gaps or new directions in crisis management and choose the proper techniques that cope with their research problems or help them discover new research problems.

The purpose of the article is the identification, building, and theoretical and methodological justification of the structure of the state national security system. The methodology of the study was a retrospective approach that allowed studying the structure of the elements and links of the state national security system in dynamics, comparing the current situation in the theory and practice of national security with previous periods, starting from 1943. This made it possible not only to trace changes in the structure of the elements, goals, and objectives of the national security system but also to determine what measures were proposed by scholars and politicians to solve the problem under study. The novelty of the work and its results have been determined by the original innovative approach to the theoretical and methodological justification of the elements of the state national security system and its structure in the conditions of the 21st century, the description of the process of its functioning by a mathematical model.

This report explores approaches to participation in humanitarian response and evidence on the contributions of community engagement in effective response and recovery efforts.It begins with a brief overview of decolonial perspectives on the Covid-19 pandemic to situate participation in the wider context and history of humanitarian and development theory and practice. This is followed by a brief summary of evidence on the role of participation in humanitarian activities andsituates the now ubiquitous concept of ‘Building Back Better’ (BBB) inthe discussion of participatory crisis response and recovery. The remaining sections of the report introduce participatory approaches that have been applied through the Covid-19 pandemic: decentralised decision-making, technological adaptations to engage local communities, and Southern-led research and participatory research methods.

Povzetek Grožnje nacionalni varnosti se preoblikujejo zelo hitro. Prebivalci države pričakujejo, da se bo nacionalnovarnostni sistem učinkovito in uspešno odzval na te grožnje. Izvedbeno se lahko nacionalnovarnostni sistem države odzove samo tako, da v sistem zagotavljanja nacionalne varnosti vključi vse svoje vire v upanju sinergičnih učinkov. Uporaba oboroženih sil za zagotavljanje notranje varnosti je bila izredna naloga oboroženih sil. Obramba oziroma obrambna sposobnost vojske, ki se izvaja v notranjosti države za notranjo stabilnost in varnost države ob zakonskih in primarno konceptualno določenih nalogah vojske in policije, predstavlja zakonodajni in operacionalizacijski izziv države. Ključne besede Slovenska vojska, Policija, izredna pooblastila vojske, operacionalizacija. Abstract Nowadays, threats to national security are transforming extremely rapidly. The people of a country expect the national security system to respond effectively and successfully to these threats. Implementation-wise, a country's national security system can only respond by including all its resources in the national security system hoping to achieve synergistic effects. The use of the armed forces to ensure internal security was an extraordinary task of the armed forces. The defence and the defence capacity of the military, which are in addition to the legal and primarily conceptually determined tasks of the military and the police aimed at ensuring internal stability and national security in the interior of the country, represent a legislative and operational challenge of the state. Pred vami je prvi od treh člankov, ki bodo obravnavali četrto generacijo vojskovanja. Te obsežne teme se bomo najprej lotili s postavitvijo geopolitičnega konteksta za Republiko Slovenijo z vidika novih varnostnih izzivov. Posebej se bomo v prvem delu ukvarjali s kontekstom spopada, na katerega bi se morali pripraviti in se ustrezno organizirati. V naslednjih dveh delih pa bomo podrobneje pogledali izzive, postavljene pred nacionalnovarnostni sistem in Slovensko vojsko v tem geopolitičnem kontekstu. Predstavili bomo nujne spremembe in mogoč pogled na njihovo uresničevanje v nacionalnovarnostnem sistemu in Slovenski vojski znotraj njega. This is the first in a series of three articles dealing with fourth generation warfare. To understand the fourth generation warfare as it applies to Slovenia we will first set the geopolitical context in light of the upcoming security challenges. Specifically, the article in front of you deals with the context of conflict we should organize and prepare for. In the subsequent two articles we will look in more detail at the challenges facing the national-security system as a whole, and the Slovenian Armed Forces in particular. We will put forward proposals for some of the required changes in the national-security system and the SAF.


You are looking at this year’s second issue which is dedicated to the Slovenian national security system, the role of the armed forces within it, and their future. The authors of this issue primarily come from the areas of the military and defence. It may be a coincidence, but the Slovenian national security system, the Slovenian Armed Forces and their future seem to play a less important role in times of solving other more challenging issues and situations. The need for rationality, economy, innovativeness and the achievement of maximum possible impact with minimum resources used is understandable, yet the national security system, as an integral part of international security, may thus become very fragile and vulnerable. The French economist and statesman of the 17th century, Jean-Baptiste Colbert, believed that trade was the source of finance, while finance was the vital nerve of war. Is it possible to assume that the lack of trade, and thus finance, may lead to social unrest and, consequently, the destabilisation of the national security system? Constant cuts in the defence budget should not hinder thinking and writing about the future of the Slovenian national security system and its individual elements which include the defence system and the Slovenian Armed Forces. What are the challen- ges and opportunities? In the introduction, Lieutenant-General Ştefan Dănilă, Chief of the General Staff of the Romanian Armed Forces expresses his views on the Role and use of the armed forces in the future. His thoughts are published at the beginning of this issue to give readers the impression of how the future of the armed forces is viewed in the country about ten times larger than Slovenia. Pavel Vuk, Sašo Nacevski and Renata Vrtovšek address the Defence strategy in the hierarchy of strategic documents on national security of the Republic of Slovenia by carrying out a comparative analysis of defence strategies of six countries and pre- senting guidelines for the preparation of a new defence strategy of the Republic of Slovenia. Gregor Garb devotes his attention to the Role of financial resources in the imple- mentation of a modern security paradigm regarding defence in selected countries. He describes and compares guidelines for the funding of defence systems in five countries – the Republic of Slovenia and its neighbours. Ivan Žnidar acquaints readers with Transformation challenges to safety and security at Slovenian sea. He states that comprehensive approach, cooperation, coordination and integration of various services for safety at sea present some of the answers to the question of the rationalisation of the modern security environment. Boris Rutar presents the Human Terrain System in the case of Afghanistan. He informs readers of achievements and applicability as well as new opportunities for NATO members. Blažka Erznožnik writes about the Importance of security forces training for the stabilisation of Afghanistan: NATO literacy project and the role of the Slovenian Armed Forces. She believes that the elimination of illiteracy presents a perfectly obvious means of support that significantly contributes to the long-term stability of Afghanistan and exposes the social usefulness of the armed forces. To conclude, a country’s stability depends on its financial situation, which in turn affects its defence capability.
