The paper is dedicated to the 75th anniversary of Victor Petrovich Salnikov, doctor of law, professor, academician, Honored Scientist of the Russian Federation, Honorary Officer of the Internal Affairs Bodies, long-term member of the Expert Council of the Higher Attestation Commission, former head of the St. Petersburg University of the Ministry of Internal Affairs of Russia, retired police lieutenant general, editor-in-chief of the journal  «Legal Science: History and the Presence». V.P. Salnikov is known not only in our country, but also abroad as one of the largest Russian theorists of state and law. His works devoted to the problems of legal culture attract the attention of a huge number of researchers around the world. The purpose of the paper is to emphasize the contribution of Professor V.P. Salnikov to domestic legal science. At the same time, one of the proof of the invaluable contribution of V.P. Salnikov to science is not only his own work, but also the works of his students, including a large number of academics and heads of government bodies. Methods: in the process of preparing the paper, various scientific research methods are used, among which the method of historical narration is the main one. Results: 75 years of life spent in constant scientific research for V.P. Salnikov proved successful and fruitful. The scientist celebrates his glorious anniversary in good health, with many creative plans and great optimism.

The interest in the history and culture of Argentina in the Russian Federation today has a special char-acter. It is believed that the presence of a huge number of immigrants from Europe, including from Russia, distinguishes Argentina culturally from oth-er countries of the New World, makes its culture more understandable. There is a perception that this is the most Europeanized country in South America. To a large extent, this ideologeme is the result of foreign policy pursued by Argentina itself. At the same time, the process of the formation of national identity in here was complicated and did not end until the 40s of the 20th century. The relevance of the study is to reveal the inconsistency of this process on the material of sculpture as a document of the era, to show the rejection by masters from a remote region of the country, the province of Chaco, the prevailing ideas about the barbarity and savagery of the Indians and Gauchos, the original population of this province and part of other territories of the state. The novelty lies in the comparative compari-son of the positions of the academic art history of Argentina and academic art in the understanding of Indian themes and in how it was interpreted by re-gional masters – K. Dominguez (died in 1969), C. Schenone (1907–1963), J. de la Mena (1897–1954), as well as in the art history analysis of significant works of the considered problematic and the roman-tic tendencies manifested in them. It is advisable to correlate the process of “Europeanization” of Indi-ans, bloody and long-term hostilities in order to expel the gaucho and Indians from their ancestral lands with the understanding of who was the true hero of history in the creations of their descendants. The works of the sculptors Chaco, romantic in spirit, are related to the great J. Hernandez’s poem “Martin Fierro”. Today they are kept not only in the capital of Chaco, Resistencia, but also in museums in Buenos Aires and foreign collections

Introduction. The annual increase in the number of identified administrative offenses requires more effective measures to administer payments. Improvement of the pro- cess of administering fines is relevant both for the development of internal affairs agencies and for the country’s economy as a whole. The purpose of the paper is to identify the problems arising when administering fines for administrative offenses and to suggest ways to solve them. Materials and Methods. A comprehensive approach to the problem under discussion was used together with the dialectical approach to the research results. The statistical and economic method, as well as the abstract-logical, monographic, calculation and construction methods of scientific research were also employed. Results. It has been revealed that the administration of fines for administrative of- fenses by the subdivisions of the Ministry of Internal Affairs of the Russian Federation following “their own” various methods has not been effective. Indicators have been determined that made it possible to improve the situation taking into account the passage of payments to budget accounts of the country’s budget system. Problems with receipt of payments to the budget of a constituent entity of the Russian Federation have been identified. Measures have been proposed to develop the mechanism for execution of payments of administrative fines imposed by the internal affairs agencies and to strengthen control over the reception of payments for administrative offenses. Discussion and Conclusions. The annual increase in the number of administrative offenses requires more effective measures to administer payments as this greatly affects the level of revenues in all the budgets in the country. The measures proposed by the authors to centralize the reception of payments and strengthen control over their receipt will help to avoid numerous complaints of people and organizations concerning recording the facts of payment of fines, as well as to reduce the burden on administrators of budget revenues and reduce to minimum unidentifiable payments.

Alcoholism and drug addiction are concomitant or indirect causes of death in almost all subclasses of diseases, as well as frequent causes of violent death. In the field of detection, treatment, prevention and support of the studied group of patients, there is a huge number of problems, such as anosognosia, possible limitation of patients' rights, socially restrictive nature of addiction care, etc. As a result, patients taking psychoactive substances, have significantly reduced motivation to appeal to narcologists. There are many systemic organizational problems in the work of the addiction service, which significantly hamper the routing of patients, which differs from the routing of patients of somatic profile. In relation to this, scientific research aimed at optimizing drug addiction service is of particular relevance. In addition, each subject of the Russian Federation has a number of features (territorial, economic, i.e.), and this indicates the need to study certain types of specialized assistance, taking into account the characteristics of each specific region. There are several levels of patient routing, each of which includes certain tasks, components, and indicates the expected result. The routing of addictive patients has its own peculiarities, related both to temporary isolation of patients and to further long-term rehabilitation. As a result, the model of highly specialized care for patients using psychoactive substances does not allow involving the greatest possible number of people in need in each stage of therapy and does not contribute to solving the main public health problems. Despite the obvious availability of this type of assistance, for most potential customers it remains unattractive.

The report lists the fundamental principles of the formation of the Program for Basic Scientific Research in the Russian Federation for the Long Term, describes six sub-programs, one of which is being implemented, and outlines a system for program implementation management. The report also details which organizations participated in the drafting of the program, provides an estimation of the results of its implementation and a list of performance indicators that would make it possible to assess the efficiency of program implementation.

In his report, Vice-President of the RAS, Academician V.V. Kozlov gave an account of the preparation of the draft Program for Basic Scientific Research in the Russian Federation for the Long Term, specified the legal grounds for this document, and addressed the issue of the resourcing of program implementation. V.V. Kozlov noted that the 15-year planning horizon looks unrealistic with regards to basic scientific research. Therefore, the inter-departmental working group that is preparing the draft program proposes analyzing the results every 5 years and amending the document, if necessary. He also emphasized that Russia will not be able to make it into the Top 5 leading countries in priority scientific areas unless research funding is significantly increased-by approximately by 2.5 times.

According to the current legislation, employees of internal Affairs bodies may be brought to administrative responsibility for committing an administrative offense on a General basis, or to disciplinary responsibility. Each type of responsibility has its own procedural form of implementation: proceedings in the case of an administrative offense, or proceedings in a disciplinary case. This raises a question of both theoretical and practical significance about, the correlation of these procedural forms when bringing employees of internal Affairs bodies to disciplinary responsibility for committing an administrative offense. In the article based on the theory of the administrative process, the list of procedural actions in proceedings on cases of administrative offences and proceedings in disciplinary cases, when you initiate disciplinary proceedings upon the Commission by the employee of internal Affairs bodies administrative offense. Analysis of the legislation on administrative offenses and legislation on service in the internal Affairs bodies of the Russian Federation, materials of disciplinary and judicial practice, modern scientific research on issues related to bringing employees of internal Affairs bodies to disciplinary responsibility for committing administrative offenses, allowed us to reveal the content of the stage of initiation in disciplinary cases of this category, to formulate proposals for improving the legal norms governing individual procedural actions, taking into account the prospects for the adoption of the draft Procedural code of the Russian Federation on administrative offences.

The article deals with the issues of individual prevention of offenses in the system of activities of prevention subjects, determining the place of the Internal Affairs bodies of the Russian Federation in this process and describing the methods of their activities in this area. It is established that the system of crime prevention includes a set of measures aimed, first of all, at ensuring the appropriate moral formation of the individual, identifying and eliminating adverse effects on it that can lead to illegal behavior. The main methods of activity of Internal Affairs bodies in individual prevention of offenses — persuasion and coercion-are considered. The article uses a number of methods of scientific research, in particular, analysis, synthesis, classification, formal-logical, comparative-legal, historical-legal, etc.

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.
