The challenges of the information society and changes in the library world are discussed. Not to be a spare wheel in the Internet era, the libraries should upgrade the digital content they offer their users. The authors review the results of their study of information on indigenous peoples on the websites of the RF central regional libraries. Special attention is given to the digital guides of the Internet-resources that can potentially become not only the guides to library collections but also to the whole world of the Internet. The multifacet classification of digital resources generated by the libraries is suggested. Typical drawbacks of library digital guides are revealed, i. e. incomplete information on the content, lacking Internet-resource services assessment and recommendations for their specific use. The authors suggest to apply the integrated technology of building digital resources as the basis for digital guides generation and to supplement it with bibliographic (information and analytical) technologies. The authors conclude on the necessity for special methods of Internet-resource abstracting relevant to remote users information demands.

As the Internet develops rapidly, the number of texts is also growing rapidly. Whether it is the content of online emails exchanged by people, or the online novels and other literary contents, or news reports, personal blogs, Weibo or comments, they are constantly increasing the amount of text at all times. However, most of the data is not classified or processed, which causes a lot of spam, junk information, meaningless articles or advertisements. Their production not only consumes a lot of Internet resources, but also affects users' online experience and reduces the users' work and study efficiency. Therefore, it is vital accurately classify a large amount of text, judge its nature according to the classification result, and carry out targeted treatment. The classification of massive texts based on Spark framework is reviewed in this paper.


The purpose of this article. is to highlight theoretical principles of creating an Internet resource of the land fund in Stepnohirsk village council, Zaporizhzhia region for streamlining information about the structure and peculiarities of land use within it. The main material. The issue of land registration and monitoring does not apply to the land cadastre and is often presented on the isolated portals in the Internet resources of the leading European and American countries, connected with the land fund. At the same time, there is no specialized resource where all information about land would be collected. As such a resource, the most expedient way is to develop the Internet resource of a land fund for a separate village council (territorial community) as a territory corresponding to the primary collection of factual data on quantitative- qualitative land characteristics. Within our research, such internet resource was created for Stepnohirsk Village Council Vasylivsky District of Zaporizhzhia region. The interface menu includes the following components: main, administration, land fund, settlements, land monitoring, regulatory framework, announcements, photo gallery, as well as two personal cabinets – that of a user and a civil servant. The content part of the created Internet resource includes general information about settlements and adjoining territories, legislative acts, an interactive map showing the prevalent natural or man-made disadvantages and information about the land fund. One of the main internet resources is an Internet reception (a component of the user’s personal cabinet), where the user can write a formal request to the village council and register for the reception. Its purpose is to establish communication between civil servants. The user can work with documents, save them, print, mark (but only copies that have been saved), emphasize markers, and forward them to other users. This will help the village council workers to put new points to monitor or verify, to mark a certain object on the map. Conclusions and further research. Creation of an Internet resource of the land fund of the village council will allow: a) to systematize information about the structure of the land fund and peculiarities of its use within the village council; b) implement an operational update of available data and monitor land resources in real time; c) to establish informational interaction between public services and local residents, including in relation to the issues of priority land use tasks that require urgent resolution. The perspective is realization of the opportunity for civil servants to have an electronic archive of documents and for local residents – to order information about the history of a separate land plot.

The paper is dedicated to the analysis of the emotiogenic properties of digital content as a factor in the occurrence of impressing impact on an individual on the Internet. Impressing is considered as a sociocultural phenomenon - its results are the formation of a person’s sustainable desire for a certain type of activity. This is especially relevant in adolescence: for Internet users of this age category Internet is the second reality, while surfing the Internet is not only a significant part of social interactions, but also the actualization of individual’s abilities. Based on the sociological and psychological theory of perception, the emotiogenic properties of digital resources are represented as primary and secondary. The ability of each of the types of these properties to determine the occurrence of impressing in adolescent users is revealed. The corresponding assessment of the digital resources demanded by users of the considered age category is given on the basis of empirical data obtained by qualitatively-quantitative research methods: focus group, content analysis, interviews.

In the era of globalization, the whole world has turned into a small village. It is safe to say that the reason for the change in the world and its transformation into an information society was Internet resources. Through the Internet, you can find out in seconds what is happening anywhere in the world. Thus, the Internet has become an integral part of a person's daily life. Today, people denied access to the Internet feel like hermits in the desert. This proves the fact that society has become informational and virtual. The Internet has become a real force, not only informing but also virtualizing society. Most of the offline services that were before the advent of the Internet are now available online. For example, education has become available remotely via the Internet. Purchases are also made through online stores. Money transfers have been made online since the advent of the Internet. Thus, the vast majority of services that are demanded to meet human needs have become virtualized. One of the inherent values of human nature is faith. More than 84% of the seven billion people living on Earth are of one religion or another. According to statistics for 2019, 57% of the world's population, or more than four billion people, use the Internet. In an era when all areas closely related to human life are virtualized, religious relations did not remain distant from these changes. The Internet has proven to be effective in spreading religion. The preaching work is done exclusively over the Internet, through websites. The reason for this is efficiency in terms of saving time and money. So, for example, if you want to listen to a preacher, you do not have to meet with him tet-a-tet, you just need to make an agreement and simultaneously connect to the Internet. Besides, you can register, listen to, and view the sermons of the desired preacher on their website. The necessity of traveling to a specific country or place for religious education has decreased with Internet development. The possibility of acquiring knowledge and getting an education at a religious university through distance learning are available nowadays. The Internet has removed many barriers and boundaries in time and space, raised human life to a new level, and opened up many opportunities. The sites have become a mirror of any religious organization. An organization that does not have its own website in the information society is like an organization without an address or specific location. Today's consumers will mostly recognize any organization through their personal website. Religious organizations, adherents of any religion, or a person who wants to embrace a new faith can easily access the information through the website. For all of the above, it is crucial to provide religious information through the website under technical and theological norms.

The development of information society has become one of the main tasks undertaken by bothnational and local authorities as well as by institutions responsible for the development of entrepreneurship. Relevant projects are financed by the European Union. Prime Minister DonaldTusk mentioned this subject in his expose and emphasized the importance of knowledge andinformation society in the economic development of Poland. For us, teachers, it is important to know how can we help to increase the entrepreneurshipof young people, and encourage them and provide with opportunities to use moderntechnologies. Information technology in the education should not be limited to IT classes inthe computer lab. The Internet resources can be used for all classes, especially entrepreneurshipclasses. More attention should be paid to skills essential when our students looking for a joband when they decide to start their own businesses. This paper comprises reflections on implementation of information technology in the task of developing the youth’s entrepreneurshipand an attempt on answering the question from the title.

In the age of information technology, it is becoming increasingly difficult to maintain privacy. Sometimes anonymity on the Internet helps to protect everyone’s right. Anonymity on the Internet also helps to protect against possible illegal actions of third parties. There is a number of technologies that you can use to monitor site user activity. These include technologies such as cookies and fingerprints. Today, cookies technology is an important component of most operations on the Internet. This technology is considered to be one of the main tools that Internet resource owners use to track customers. However, this technique is gradually becoming obsolete and often does not give the desired effect. Fingerprint technology is a global identifier. Browser typos make its owner more recognizable not only on frequently visited Internet resources, but also in other electronic sources. Fingerprints capture the holistic picture that a resource receives from a web browser. This allows you to identify the client even if you make changes to your browser settings. This article deals with the problem of anonymity preservation in a network. The authors describe the main technologies for tracking the users’ website activity, the principles of their work, and the protection methods against these technologies. The advantages and disadvantages of the cookies and fingerprint technologies have also been determined.

The paper considers the problem of preserving the civilization cultural diversity by creating online resources about indigenous peoples. Study results carried on by the Research Institute of Information Technologies in Social Sphere of Kemerovo State Institute of Culture are analysed. The research objective is to identify and analyze websites content including information about indigenous peoples. The investigation was based on the system of structural-functional and culturological approaches. The study established that owners of websites containing information on aboriginal peoples are the organizations engaged in the media, educational and research institutions, associations, cultural institutions, as well as individuals. The local index of the Internet resources owners about indigenous peoples is proposed that allows organizing and systematizing them into groups. The paper applies the analysis of information about indigenous peoples of Russia as a part of websites content of Central Libraries (CL) of the Russian Federation subjects. Materials on aboriginals at CL websites of the Russian Federation are fragmented, incomplete, implicit ways of information presenting. It is proved the necessity to create navigators of Internet resources devoted aboriginal peoples based on CL of the Russian Federation entities. It gives the possibility of dispersed material cumulative reflection in the Internet about them. The inclusion of electronic guides on the Internet resources about indigenous peoples into the local history block of official website of CL of Russian Federation subjects is aimed to solve the problem of high quality information-library service, the growth of the libraries social status in modern society.

Purpose Almost two decades after diagnosing the link rot phenomenon, and in spite of the universal character of the bit rot phenomenon, the need for reminding about these is still valid. This is because it appears that digital device users have become accustomed to them. The bit rot and link rot phenomena describe the inability to access specific contents or the inability to use specific digital resources. This paper aims to answer the question as to whether it is possible to eliminate the link rot and bit rot phenomena from the internet space. Design/methodology/approach The link rot and bit rot phenomena were characterised based on a review of various source materials, including the academic literature and internet materials. Findings The phenomena known as bit rot and link rot have already been well researched and described. Research has revealed the reasons for their occurrence, and also offered recommendations on how to minimise their occurrence. In the current digital ecosystem, however, it is not possible to completely eliminate the link rot and bit rot phenomena. Research limitations/implications One can forecast that the link rot phenomenon will intensify and the internet resources will be even more unstable, because more and more new, highest-level domains which are purchased are emerging. Originality/value The study compares the phenomena of bit rot and link rot, even though they are usually considered separately. Moreover, it presents the terms of “digital bumps”, which cause “digital tsunami”.

How should the information on the Internet be organized? This question and the possible solutions spark debates among people concerned with how we identify, classify, and retrieve Internet content. This paper discusses the benefits and the controversies of using a tagging system to organize Internet resources. Tagging refers to a classification system where individual Internet users apply labels, or tags, to digital resources. Tagging increased in popularity with the advent of Web 2.0 applications that encourage interaction among users. As more information is available digitally, the challenge to find an organizational system scalable to the Internet will continue to require forward thinking. Trained to ensure access to a range of informational resources, librarians need to be concerned with access to Internet content. Librarians can play a pivotal role by advocating for a system that supports the user at the moment of need. Tagging may just be the necessary system.

The author attracts attention to the problem of the lack of uniform approach to determine ways of managing users' access to certain information as well as a need of measures to ensure reliable protection of copyright in the Internet elaboration. In article the main modern methods of dealing with illegal content are analysed, judicial practice on disputes on acceptance of interim measures over Internet resources blocking is considered. On the basis of results of a research conclusions are drawn on the use of non-state regulation of internet services.
