In the article the problem of international cooperation in the higher education sphere is examined in 1990s, it is accented attention to the necessity of strengthening of this component as an important factor of integration of the national education system into global educational space and strengthening of it competitiveness at the market of educational services. An international component is analyzed in the activities of Ukrainian higher educational institutions, which has been rapidly developing since Ukraine gained independence. Especially noticeable was the rapprochement of Ukrainian higher education with European universities, international organizations, participation in the EU’s Tempus educational programs, UNESCO, and others. The international component in the activities of higher education in Ukraine in the 1990s. provided an opportunity to domestic universities to participate in mutually beneficial research projects with European partners, as well as to explore and creatively borrow the accumulated experience of organizing the educational process. It is pointed out to the minuses in the conduct of educational policy, namely, in the organization of the module-rating system of knowledge control, testing of graduates of schools, the transition to graduated training of students, etc.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

The paper systematizes and describes the leading world approaches to the use of information and computer technologies in educational institutions in the process of modernization of current educational systems in accordance with the latest requirements of the information society. It is noted that the information society gives the humanity a fundamentally new tool of life that is characterized by the possibility of operating large volumes of information without territorial and time boundaries and displays information-knowledge at the level of the leading producer of public goods. All this leads to a review of the key functions of modern education, when the possession of information and computer technology becomes the main competence requirement for the pupil, student, and every person at each stage of his/her life.The authors substantiate the necessity of creating a system of "total computer literacy" and total informatization of the national education system, wide introduction in modern educational institutions of modern models and forms of use of information and computer technologies, introduction of the national education system to the global educational space at the institutional, environmental and personal levels. It is concluded that today our state faces a difficult task of ensuring the conformity of the basic approaches, principles and instruments of the educational process to the requirements of the transition to the era of the information society in regard to the modernization of the system of national education. We have to invest in the development of domestic innovative ICT products ahead of schedule. Technology and informatization of the educational process must become priority tasks of education reforms from pre-school education institutions to higher education and research institutions, in order not to stay away from the advancement towards the global information society.

The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

The authors analyze the precepts of law relating to the initiating the creation of institutions of higher education by public education authorities and investigate the positions of the leading jurists on this issue. On the basis of the conducted research the authors propose the organizational and legal measures to improve the national education system.

The article examines the problem of creating a comprehensive gender-sensitive educational space in the general secondary, vocational pre-higher, and higher education institutions in terms of finding ways to improve the quality of educational services for career guidance and professionalization of individuals in the new socio-cultural situation in modern Ukrainian society. The main provisions of the article reflect progressive ideas of international organizations and the requirements of Ukrainian legislation on equal rights and opportunities for men and women in all areas of human life, especially in education. The purpose of the article is to conduct a gender analysis of spatial and organizational conditions of educational institutions of different levels and substantiate a possibility of introducing a gender-sensitive approach in the general secondary, vocational pre-higher, and higher education institutions as a basis for quality assurance and professionalization of students. The study uses a comprehensive methodology of gender audit of educational institutions, which includes analysis of scientific and practical, as well as instructional and methodology literature, documents on the organization of educational process, questionnaires for teachers, monitoring of pedagogical communication, interviews with education providers and students, and preparation of a report and recommendations for improving the quality of the educational environment in terms of career guidance and professionalization of adolescents and youth. The results of the gender audit of educational institutions at various levels prove the link between a non-discriminatory environment and the efficiency of preparation of adolescents and youth for conscious and balanced professional choices. They show continuity of each level of education in the creation and cementing of gender stereotypes about social roles and division of professions by gender, which hinders successful professional self-determination of girls and boys; specific typical educational cases with latent discrimination and the reasons that cause lowering of the potential in students of both genders are presented. It is determined that the creation of gender-sensitive educational space promotes the development of critical thinking of adolescents and youth, rethinking and destruction of gender stereotypes in all participants of the educational process, their motivation for creative and innovative activities, their readiness to accept new ideas, and efficient career guidance. Practical recommendations for optimizing spatial and organizational conditions of educational institutions and providing educational services in the process of career guidance of school and college students have been developed.

             Fake diploma which is a criminal act which is regulated in article 263 of the Criminal Code, and specifically regulated in article 68 of Law No. 20 of 2003 concerning the National Education System and article 93 of Law No. 12 of 2012 concerning Higher Education, for that person to obtain the diploma must go through the educational process in accordance with the applicable rules so that the diploma used can be used properly and it is recognized that someone has passed a certain education, in the case of using fake diplomas there are several legal rules governing the use of diplomas and degrees, generally article 263 of the Criminal Code and specifically regulated in article 68 of Law No. 20 of 2003 concerning the National Education System and article 93 of Law No.12 of 2012 concerning Higher Education, in this case the judge decides to use article 68 Paragraph 2 against the perpetrator using a diploma and a fake Doctorate degree on case No.355 / PID.SUS / 2015 / PN.KPG. where in the concept of criminal law we recognize the principle of the Lex superior derogate legi afriori principle of legal interpretation which states that higher law excludes lower law.               This study uses a method of normative legal research or literature study where the type of approach taken is the type of legislative approach (the statuta aproach) approach to legal argumentation (legal reasoning) and the approach of analyzing legal concepts and court decisions, with argumentation and systematization techniques, to knowing ; whether the legal sanctions that can be used by judges in making decisions against perpetrators of fake diploma users and how is the criminal responsibility against the use of fake diplomas, whether the verdicts of the Kupang District Court judges are appropriate to give a redundant effect on the perpetrators.              It is hoped that in the case of the crime of forgery of the diploma the author expects law enforcement from the police to be more careful of the process of assigning suspects based on evidence and prosecutors in making indictments to be more careful in applying the articles before delegation to the Panel of Judges so that judges in receiving, examining and adjudicate cases more thoroughly against the facts revealed in the trial and pay more attention to the legal basis that will be applied to the perpetrator, in deciding the case so that it does not become a norm conflict in its application. Introduction. Unemployment among young professionals, low competitiveness in the labor market, work not in the specialty are indicators of the quality of education of both individual higher educational institutions and the entire higher education system. Currently, there are already obvious contradictions between the requirements for the development of higher education programs and the requirements of employers. Employment of graduates is a complex problem that should be solved not only by young specialists, but also by universities and employers. The purpose of the study: to develop measures to improve the efficiency of training students of technical universities by updating the basic educational programs (OPOP) in accordance with the requirements of employers. Materials and methods. The analysis of scientific sources in the field of compliance of the level of training of graduates with the requirements of the labor market is applied. The study analyzes the results of professional and public accreditation of 9 bachelor's degree programs implemented at 9 departments of electrical engineering, chemical technology, mechanical technology and humanities faculties of PNRPU. 611 graduates and 222 representatives of employers took part in the survey. The main disadvantages of the programs according to experts are summarized and presented. Compliance with the level of training of graduates was assessed by the level of professional knowledge, skills, as well as by the presence of personal skills ("soft skills"). The results of a survey of working graduates are presented, their satisfaction with the results of training is on average 96.5%, career development-86%. Of the 611 graduates surveyed, only 73.85% work in their specialty. A set of measures aimed at increasing the demand and competitiveness of graduates with higher education in the labor market is proposed. The practical significance lies in identifying the points of growth of higher educational institutions in terms of interaction with employers and improving the level of training of young specialists. The results of the study can be useful and applicable in improving the organization of the educational process in other universities of the country. In the future, it is planned to repeat the research in order to evaluate the recommendations.

The specific aspects of the education system of Ukraine and China are considered and analyzed. It is noted that the growing intellectualization of the economy is one of the important modern criteria, which is reflected in the requirements to increase the quality of education. From this point of view, the study of China’s experience in the educational sector is relevant as it promotes the search for improvement of the existing educational model in Ukraine. A comparative description of the age criterion of the stages of the educational process in Ukraine and China is presented. From this point of view, there are the following links in the education system in two countries: pre-school education, elementary education, secondary education, higher education, adult education. Mechanisms for obtaining each level of education in two countries are revealed. The forms of educational institutions ownership and fees for educational services, terms of education, types of educational institutions of each level, statistics on the coverage of pre-school education, the number of children, educators and assistant educators in groups of kindergartens, pupils and teachers in classes, school regimen, grading scale, the lesson duration, the only state examination for admission to higher education, the conditions for admitting university entrants to institutions of higher education are revealed. It is also noted that there is an acute problem with the provision of teaching staff with higher education in China preschool institutions and this issue is systematically and purposefully solved by the state. The article analyzes the three top rankings of the best institutions of higher education in the world educational market in the context of the quantitative component of Ukrainian and Chinese universities representatives. The indexes for which the universities were evaluated and the world top universities’ rating was created. The authors made a conclusion that only six institutions of higher education of Ukraine have world-class recognition, and two of them meet international standards of preparation of skilled workers. The authors based the position that China is one of the leaders in providing quality educational services, and therefore it is expedient to study the organization, content, forms and methods in the Chinese universities for the purpose of implantation of constructive experience in the educational system of Ukraine.

The study considers the question of quality of providing education by accreditation of educational programs for specialty 015 Professional Education (for specializations). It was defined that nowadays Ukrainian higher educational institutions have broad autonomy in forming content, choosing main approaches, forms and methods of organization of educational process for students of higher educational institutions. The purpose of the article is to define the main problems and challenges the education providers face in the process of realization of educational programs (EPs) for specialty 015 Professional Education (for specializations) for Bachelor level of higher education. Methods. The authors implement the purpose with the help of theoretical research methods (analysis, comparison, systematization and generalization). The results. The authors generalized and organized the results of the accreditation, defined the main strong and weak points of the according EPs, determined the main directions and prospects of their development based on the analysis of the accreditation cases of 27 EPs that had been examined by the National Agency for Higher Education Quality Assurance for 2020-2021academic years. The research determined that the criteria for the assessment of education quality are considered separately, but they are tightly related. The analysis of the levels of evaluation by experts and members of professional expert council shows that the criterion 2 «The structure and content of an educational program» and the criterion 4 «Studying and teaching accordingly to educational program» are the most problematic. Consequently, these directions require more attention during the improvement of the educational process organization by these educational programs. It is established that that 70% of EPs received accreditation for 5 years, 30% received conditional accreditation for 1 year and no EPs received denial for accreditation. This reports about high level of education process organization for EPs, however, there are still many questions to be considered. Conclusions. The analysis and generalizing of the accreditation materials let us define the main problems and prospective directions of educational programs development. The authors consider that incorporating these aspects can foster the development of EPs and quality of higher education for specialty 015 Professional Education (by specializations) in Ukraine.
