The specific aspects of the education system of Ukraine and China are considered and analyzed. It is noted that the growing intellectualization of the economy is one of the important modern criteria, which is reflected in the requirements to increase the quality of education. From this point of view, the study of China’s experience in the educational sector is relevant as it promotes the search for improvement of the existing educational model in Ukraine. A comparative description of the age criterion of the stages of the educational process in Ukraine and China is presented. From this point of view, there are the following links in the education system in two countries: pre-school education, elementary education, secondary education, higher education, adult education. Mechanisms for obtaining each level of education in two countries are revealed. The forms of educational institutions ownership and fees for educational services, terms of education, types of educational institutions of each level, statistics on the coverage of pre-school education, the number of children, educators and assistant educators in groups of kindergartens, pupils and teachers in classes, school regimen, grading scale, the lesson duration, the only state examination for admission to higher education, the conditions for admitting university entrants to institutions of higher education are revealed. It is also noted that there is an acute problem with the provision of teaching staff with higher education in China preschool institutions and this issue is systematically and purposefully solved by the state. The article analyzes the three top rankings of the best institutions of higher education in the world educational market in the context of the quantitative component of Ukrainian and Chinese universities representatives. The indexes for which the universities were evaluated and the world top universities’ rating was created. The authors made a conclusion that only six institutions of higher education of Ukraine have world-class recognition, and two of them meet international standards of preparation of skilled workers. The authors based the position that China is one of the leaders in providing quality educational services, and therefore it is expedient to study the organization, content, forms and methods in the Chinese universities for the purpose of implantation of constructive experience in the educational system of Ukraine.

Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. a modern education system must meet the needs of society. But from the point of view of considering the theoretical side of the issue, the education system that provides educational services is a service provider not only for the end user of the service. In various views of the theory of the question, educational services are considered as services for the state, society and the student. The main purpose of this chapter is to give information about the Distance Education System at Anadolu University (DESA), which has nearly two million students from diverse backgrounds. By the 1990s, the number of people of postgraduate age employed in Turkey had gradually increased to over 60 percent. The shortage of funds for educational services such as adequate classroom spaces and well-qualified instructors was already creating difficulties across the country. Higher educational institutions of all types had to decide on the principles, which were to guide them in dealing with this tremendous increase in the population. In this context, Anadolu University made provocative recommendations in 1982, defended the Distance Education system as the most appropriate milieu for the continuous education of the postgraduate students of Turkey, established the first College of Open Education in Turkey, and became one of the mega universities in the world. In short, the founding fathers of the Distance Education System of Anadolu University were able to critically analyze new priorities and needs in the area by just thinking big!

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The article deals with the principles of knowledge formation and their interaction with the educational process at the stage of the sixth technological mode in the economy. The article gives the analysis of educational institutions of higher education since the beginning of the last century, the concept of “education” from the point of view of the employee, the employer and the state, the problems in the educational system are identified. The reasons for the lagging of the Russian knowledge economy from international needs are considered. The technological structures, the role and importance of knowledge management are characterized, the prerequisites that distinguish a competitive employee of an effective organization are considered. The role of changes in the level of knowledge in the development of professional potential of the employee is shown, the world experience of economic approaches to knowledge management and their advantages are considered. As a result, it is concluded that knowledge management is the basis for the development of the information society at the stage of the sixth technological order.

Abstract. In the sphere of modern higher education, the following main requirements to the performance level of modern professional of any profile can be distinguished: comprehensive fundamental expertise, capacity to work in the team, fast mastering of new technologies, self-education skills and ability to conduct creative work and research. These qualities of a specialist become the main objectives and reference points in building the modern system of higher education that would contribute to creation of expertise, respective access, management, dissemination and achievement control. The requirements to medical education are one of the most precise, especially on the background of critical demographic situation in the world, in general, and in Ukraine, in particular. The participation of the Ukrainian system of higher education in the Bologna reforms should be aimed only at its development and acquisition of new quality features without losing the best traditions and decrease of its national quality standards. Orientation towards Bologna process should not cause the excessive restructuring of the national education system. The main aim of Bologna process is to create a unified, all-European, strong and competitive education system (first of all, with the American education system), and also expand the possibilities for employment of future professionals. The European Credit Transfer System was implemented in Ukraine in 2005 and is aimed at the development of national school. This system enables transfer of credits from different educational institutions and it expands the access to the European education, leads to the modernization of European education and provides more efficient training of graduating specialists. Therefore, the higher educational institutions of our country constantly take the measures towards improvement of teaching and education process and methods of education using different forms of knowledge control.  Having as an objective the control of education results and evaluation of efficiency of study, the objective monitoring of knowledge and skills that provides for the use of its different forms, becomes an integral part of the educational process. The Bologna declaration forms the model of European higher education with consideration of the specific features and traditions of the national educational systems. One of the key criteria of the implementation efficiency of credit-modular system of educational process organization is advancement of higher professional education quality. However, the implementation of surgical educational programs has a series of problematic issues. In the article, we describe the inclusion of the Ukrainian medical education into Bologna process, the stages of creation of Bologna educational system in Ukraine. We introduce the conceptual peculiarities of higher medical education reforms within the context of medical reforms in Ukraine. We have shown the credit-modular system of educational process organization in the Ukrainian education and demonstrated the advantages of credit transfer system in medical education. We also have added to the concept of higher medical school reforms in the context of medical reforms in Ukraine.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.
