It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.

The article is devoted to the analysis of the peculiarities of forming the competences of future economists in the process of obtaining educational services in higher educational institutions. The views of domestic and foreign scholars on the essential characteristics of the «competence», which are necessary for the qualitative fulfillment of official duties by future economists, are presented. The requirements of the labor market for future specialists in economics and accounting are analyzed, in particular, regarding to the effective possession of information and communication competencies. The results of the admission campaign of 2017-2018 academic year in the specialties 076 «Entrepreneurship, trade and stock-taking», 051 «Economics» and 071 «Accounting and taxation» of the bachelor and master's levels are demonstrated. The content of educational programs for preparing the economic direction specialists, competitive in the labor market, is considered. The ways of improving the quality of educational services for the preparation of future economists in order to ensure the possibility of their further employment in the specialty are proposed.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. Este artículo propone una reorganización de la institucionalidad educativa, en Ecuador, en función de conseguir una articulación de los servicios educativos que permita mejorar la cobertura y calidad de la educación sin necesidad de nuevas inversiones. Esta propuesta confronta el paradigma de que cada unidad educativa debe contar con todos los recursos en su interior para llevar a cabo el proceso educativo. Desarrolla aspectos de gestión para implementar la articulación propuesta. Concluye que, con una visión de articulación y redes educativas se supera el falso dilema entre unidades educativas grandes y pequeñas. AbstractThis article proposes a reorganization of educational institutions in Ecuador, in order to achieve an articulation of educational services that allows improving the coverage and quality of education without the need for new investments. This proposal confronts the paradigm that each educational unit must have all the resources within it to carry out the educational process. It develops management aspects to implement the proposed articulation. It concludes that, with a vision of articulation and educational networks, the false dilemma between large and small educational units can be overcome.

Improving the quality of educational services is impossible without a detailed analysis of student satisfaction. Identifying weaknesses in the educational process and socio-cultural environment, as well as evaluating the dynamics of satisfaction in recent years will help to formulate a roadmap for managing the quality of education. The research was conducted at Perm Polytechnic University which is typical, therefore the findings of the research can be considered as representative.The article analyzes the results of a survey of 1126 full-time students, which was about 12% of the contingent (full-time). The sample is presented for all structural divisions: faculties and branches, as well as the content of questionnaires on blocks of questions. The results of the level of satisfaction with the quality of educational activities are analyzed, in particular: the content of educational programs, the implementation of educational programs, the conditions for ensuring the educational process, the quality of teaching, knowledge control and training. Positive assessment (satisfaction is more than 50%) deserve: the organization and conditions of the educational process, the content of academic disciplines in all cycles, the quality of teaching, the volume and quality of the library fund. However, some comments revealed dissatisfaction with the technical means, the quality of the content audiences, the organization of pedagogic assistance and students’ self-directed learning, schedule of classes, quality of teaching materials, organization of traineeships, quality control test, availability of laboratories and computer classes outside the classroom.The assessment of the socio-cultural environment considered aspects of the organization of students’ extracurricular work, the socio-psychological climate; the conditions of life support of the educational process (sanitary and social); socio-cultural activities related to the satisfaction of spiritual and physical needs of an individual; socio-cultural fostering. The main comments are related to the quality of social and living conditions (catering, living conditions in a hostel).The results of the survey showed the need for further research in order to form a generalized (complex) model for assessing the quality of the University activities.

The selected model of the decentralization of education in Ukraine involves the transfer of authority of management the educational network to local self-government bodies. The main task and result of reforming secondary education is the improvement of the quality of educational services. The purpose of the article is to develop a methodological approach to the assessment of quality of educational services and to identify the problems of their provision by territorial communities. «Quality of educational services» is considered as a complex, multicriteria concept, characterized by the level of knowledge of pupils, the correspondence of educational achievements with educational state standards, the level of material, personnel, informational, financial provision of educational process, innovation of the educational environment. The proposed methodological approach to the assessment of the quality of educational services includes two structural components: evaluation of the results of educational services and assessment of the process of provision educational services. The selected indicators of the quality assessment of educational services of general educational institutions are grouped into the following blocks: the level of pupils’ knowledge; infrastructural, informational, personnel, financial provision of educational process; organizational transformations of the educational network and the use of new forms of studying. The quality of general educational services of the united territorial communities of Lviv region is analyzed and evaluated. The most important problems of low quality of educational services are: poor resource provision of educational institutions in rural areas and low efficiency of its usage; lower level of knowledge of pupils of educational institutions in rural areas; frequent mismatch of hub schools with the requirements set for them.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).
