The need to maintain the appropriate level of qualification of personnel in the new conditions of management, the functioning of the market economy and public administration reform leads to the urgent need for continuous training of a large number of public servants at all levels in all regions of Ukraine, including Dnipropetrovsk region. Traditional methods, tools and forms of education require a significant number of additional highly qualified teaching staff, increasing the number of educational institutions for training, retraining and advanced training of public servants and increasing their training capacity, frequent and long absences from the work of senior public servants. All this is time and money, which our country is very short of. The way to solve this problem is a large-scale transition to a qualitatively new level of full-time and part-time education – distance learning. Currently, there is a rapid development of cloud technologies, in Ukraine the infrastructure of the e-government system is being created, which includes as a fragment the infrastructure created at the regional level. The regional fragment of the e-government system can be used effectively by filling it with modern and efficient cloud applications. Including applications, which allow to organize distance learning for public servants, employees of utilities, organizations and enterprises at the regional level. Therefore, today, the study of the functional capabilities of modern information and communication systems for the organization of professional distance learning at the regional level is an urgent task. This article substantiates the feasibility of creating an educational service in the regional cloud of public administration. To this end, the followings are identified functions of educational service, groups of users of the educational service, Google applications that implement these features. Cases of foreign and domestic experience in organizing training of public servants using Internet technologies are considered. The experience of the Dnipropetrovsk Regional Institute for Public Administration National Academy for Public Administration under the President of Ukraine shows that the use of the G Suite for Education package allows to create quickly and efficiently the single information and educational space for training and retraining of public servants and local government officials in the region.

The experience of educational work in conditions of quarantine and lockdowns allowed in practice to study the possibilities of distance learning and to form an objective assessment of it in the structure of continuous medical education (CME) for doctors. The survey participants noted the following disadvantages of online distance learning events: the lack of an opportunity to receive information that is of interest to the listener in an in-depth format and in a specific form, because the prevailing volume of videoconferences does not allow for discussions, exchange of experience, review of clinical cases, etc. Distance learning significantly limits the possibilities of practical skills and abilities, the mastering of which is up to 75% of the study time in the format of full-time and part-time education. The positive aspects, from the point of view of distance learning participants, include: the opportunity to get points for registering a teaching staff without interrupting their main work, the ability to choose topics and the modernity of information events. However, the traditional full-time and part-time forms of education also have their drawbacks, namely, for example: to travel and live in the cities where events are held in the absence of state funding for these expenses, that is, at the expense of the doctor himself. The use of innovative educational technologies, such as distance learning and online communication, in the training of doctors cannot fully replace the classical forms of education. The optimal are the combined forms of the educational process organization, which make it possible to rationally use the resource of the participants in the educational process.

Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.

The article describes the need for timely identification and qualitative analysis of the problems of distance learning, taking into account the preferences and interests of students and university teachers, consolidating their efforts to overcome difficulties and solve problems related to objective and subjective situations, the peculiarities of using distance learning technologies in the organization of the educational process at the university. In the current situation, burdened by the spread of a new coronavirus acute respiratory infection, which is caused by the coronavirus SARS-CoV-2 (2019-nCoV), the world education system (including higher education) is forced to turn to distance learning technologies. These technologies allow you to work remotely, maintaining the necessary distance, protecting the health of people (both students, teachers, and employees of higher educational institutions), excluding their close interaction during training, scientific research, in the admission campaign, in extracurricular work, etc. The authors describe the features of using the remote form of organizing training at the university so that it contributes to the maximum saving of students ‘ health, has a positive effect on their physical and mental state; minimizes the viral load in a difficult epidemiological situation; increases and develops digital literacy of students; “opens” new opportunities for remote work for the teaching staff. The article provides the data obtained in the study (survey) of the impact of the use of distance learning technologies on the health of the full-time and part-time students of the 1st – 5th year of studies of the area of training 44.03.05 Pedagogical education (with two training profiles) of the Institute of Psychology and Pedagogy Bunin Yelets State University.

Contemporary Nigeria is plagued with the problems of widespread poverty, large-scale unemployment, technological backwardness, low capacity utilization, inadequate and decayed social and physicalinfrastructure, high incidence of diseases, high crime rate, among others. These disturbing socio-economicindicators in Nigeria are among the worst in the world. Ironically, these unpleasant indicators exist side-byside the country’s great national wealth and potentials, with an enviable stock of human resources whopossess knowledge, expertise and skills especially in the public service. Unfortunately, it appears these knowledgeable public servants are unable to serve as catalysts in the development of the nation. This situation makes the Nigerian case paradoxical. The objective of this study therefore is to identify the challenges preventing Nigerian public administration from playing its catalyzing role in the development of the country as well as to proffer possible solutions. One of the findings is that bribery and corruption are a bane of Nigerian public administration. In fact, they constitute a serious impediment to national development. The paper recommends, inter alia, the empowering of the anti-corruption institutions and introduction of information and communication technology in public governance. The paper submits that the label of poor performance and absence of excellence in the public service has the tendency to undermine development and good governance in Nigeria.

The paper presents the most comprehensive and large-scale study to date on how students perceive the impacts of the first wave of COVID-19 crisis in early 2020 on various aspects of their lives on a global level. With a sample of 30,383 students from 62 countries, the study reveals that amid the worldwide lockdown and transition to online learning students were most satisfied with the support provided by teaching staff and their universities’ public relations. Still, deficient computer skills and the perception of a higher workload prevented them from perceiving their own improved performance in the new teaching environment. Students were mainly concerned about issues to do with their future professional career and studies, and experienced boredom, anxiety, and frustration. The pandemic has led to the adoption of particular hygienic behaviours (e.g., wearing masks, washing hands) and discouraged certain daily practices (e.g., leaving home, shaking hands). Students were also more satisfied with the role played by hospitals and universities during the epidemic compared to the governments and banks. The findings also show that students with certain socio-demographic characteristics (male, part-time, first-level, applied sciences, a lower living standard, from Africa or Asia) were significantly less satisfied with their academic work/life during the crisis, whereas female, full-time, first-level students and students faced with financial problems were generally affected more by the pandemic in terms of their emotional life and personal circumstances. Key factors influencing students’ satisfaction with the role of their university are also identified. Policymakers and higher education institutions around the world may benefit from these findings while formulating policy recommendations and strategies to support students during this and any future pandemics.

The aim of the study was a hygienic assessment of the use of distance learning technologies (DOT) by students of a medical university during the COVID-19 pandemic. Questionnaires were developed containing questions on the level of awareness of students about the risk factors associated with conducting distance learning (DL), the organization of the pedagogical process during the period of DL and the subjective assessment of DL. The research was conducted in December 2020. It was attended by 508 students of FGAOU VO RNIMU them. N.I. Pirogov and FSBEI HE SSMU (Arkhangelsk). Statistical data processing was carried out using Statistica 13.0. The statistical significance of differences in qualitative data was assessed using the Pearson chi-square test. The critical level of significance was taken at p ≤ 0.05. The results indicate that 80% of respondents gave a positive subjective assessment of the effectiveness of the implementation of DOT during the COVID-19 pandemic. As an objective criterion for the assimilation of the material in the implementation of DOT, a study of the dynamics of the respondents' progress was carried out. We did not find statistically significant differences in the dynamics of students' progress before, during and after the transition to preschool education. Thus, despite the high readiness of students of a medical university to use the elements of DOT in the educational process, it is necessary to improve the forms of teaching, the introduction of active forms, the improvement of the skills of the teaching staff and the formation of the students' competencies related to health preservation, which they can implement both in full-time, and with DO.

The article reveals the aspect of using augmented reality (AR) as a means of a cloud-based open education and science system. Research methods: analysis, generalization, systematization of scientific-methodical sources on the research problem, analysis of cloud-based tools and services, determination of theoretical bases of teacher professional development on using cloud-oriented systems of open education and science. In the context of open science, the interest of scientists in the use of ICT during the period of the large-scale COVID-19 pandemic was analyzed and it was found that the number of publications in the areas of use of information and communication technologies, the introduction of distance learning, the development of information and communication and STEM competence has increased rapidly. The survey of lyceums teachers resulted that teachers chose three simple means for organizing distance learning, as well as the direct dependence in the choice of these means – digital analogs of full-time education (Zoom – lesson, Viber – diary, website – school announcements). The author considered the issue of the lack of high-quality digital content and the use of AR-objects, implemented using the MERGE Cube technology, in pedagogical practice. The cloud-based system of using MERGE Cube for learning is described, the stages of using MERGE Cube in the educational process, the criteria for the quality of AR-content (correspondence of virtual additions to the content of the lesson or the topic being studied; sound effects emphasize artistic or other meaning; video fragments demonstrate processes, events or video instructions by content; the process of playing AR objects is simple, intuitive; the process of playing AR is technically stable; the text font is dynamic; 3D images are clear; AR objects are reproduced in various operating systems). The author draws attention to the need to develop instructions and digital maps for the lesson. It was found that the key factor in the spread of AR technology in education is open access to educational content and the development of teachers’ relevant competencies.

Work engagement refers to an active energetic state of mind that is characterized by vigor, dedication, and absorption. Despite practitioner’s attention for work engagement, few public administration scholars have studied public servants’ work engagement empirically. The goal of this study is to extend the job demands–resources (JD-R) model of work engagement using insights from the public administration literature. The analysis of a large-scale survey ( N = 9,465) shows that (a) work and personal resources, including public service motivation, are positively related to work engagement; (b) red tape moderates these relationships; and (c) work engagement mediates the relationship between JD-R and job outcomes. In conclusion, public organizations can potentially increase work engagement and inherently employee outcomes by increasing work-related resources (autonomy, cooperation with colleagues) and selecting personnel with a proactive personality and high levels of public service motivation.
