The article explores the process of communicative interaction between government and society, aimed at forming their constructive dialogue and partnership to ensure order and stability as well as establishing partnerships between government authorities and civil society. It is proved that the management consensus should be built as well as the partnership between the structures of public administration authorities and the public should be ensured within the framework of communicative interaction. Accordingly, the effectiveness of the public administration system will depend on the optimization of the communicative interaction of the public administration authorities, the effective communication policy, the effectiveness of a single communicative space, implemented on the basis of the partnership principle, the implementation of which implies complete public trust in government authorities. It is established that the organizational and legal capacity of civil society institutions to articulate social interests, their promotion and protection is one of the conditions for establishing a communication partnership, a bilateral dialogue between the authorities and the public, as well as the success of such a dialogue depends on the joint actions of public authorities and associations of citizens, and their willingness to cooperate. Prerequisites that identify the urgency of reforming the mechanisms of communication partnership between public authorities and the public are identified. It is substantiated that communicative partnership in its essence is a kind of rational social interaction, based on the trust and mutual respect of the participants of the communication process and aimed at ensuring equal dialogue and/or joint activity. Key aspects of the activity of government authorities in Ukraine, ensuring the intensification of the development of communication partnership, the development of political networks and the transition to new principles of public administration, are underlined. It is stated that the communication partnership can become a new tool that will provide the unlocking of the potential of public structures, more active participation of citizens in the activities of public authorities, increasing the accountability and accountability of the authorities and, as a result, building a modern democratic system of communication partnership.

The article deals with the influence of public opinion on the process of state and administrative decision-making as one of the most pressing problems and a condition for effective interaction of participants of the political and administrative process. Theoretical analysis of the research field on the issues of knowledge and practice of influence of public opinion on the optimization of communicative interaction in the public administration sphere is presented.The essence of this phenomenon is analyzed and the main characteristics of public opinion is noted: it is determined primarily by the events that affect it; accordingly, the demand for action is the reaction of public opinion to events; influencing people is primarily due to influencing their interests; level of trust in management determines the amount of authority given to it; education and information contribute to common sense and moderate human behavior.It is determined that public opinion is a phenomenon more voluminous and complexly structured than the mere sum of points of view expressed by a certain set of individuals. Accordingly, its characteristic features and important practical aspects are directionality and intensity; stability, information saturation and social support. It is established that the functioning of public opinion depends essentially on the type of society that can stimulate and develop functions or deform and restrain them. The essence of public opinion and its main functions is analyzed.Ways to improve the effectiveness of the communicative component in the public administration system is identified. The main ones are optimization of the system of continuous communication between the centers of government decision making and civil society institutions; ensuring an effective public information policy; strengthening the practice of public reporting by public authorities; improving the effectiveness of civil society structures. The process of forming public opinion through the implementation of mechanisms of communicative interaction in the public administration sphere is considered; it is established that public opinion has its structural and operational features.The specifics of communication interaction in the public administration sphere is analyzed. The peculiarity of communicative interaction is to define it as a system of consistent methodological, methodic and organizational-technical procedures within the separate constituent mechanisms, connected by a single purpose: obtaining reliable data on the phenomenon under study or process for their further use in order to increase the effectiveness of the communicative dialogue between the authorities and civil society institutions.

The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

The article actualizes the problem of communicative interaction between public authorities and self-governing organizations as stakeholders of civil society. The understanding of the essence of self-government, typology of self-government organizations is generalized; the experience of separate legal systems on maintenance of proper communications of the power and self-government organizations in the conditions of development of digital society is studied. The research is aimed at solving the scientific problem of substantiating the conceptual foundations of building public communication systems of government and self-government organizations through the creation of technological platforms for constant constructive dialogue of self-government organizations with local authorities and local government. It is concluded that there are systemic obstacles to communication between the government and civil society. Overcoming such obstacles will ensure a qualitatively new, partnership nature of communication between government and society. The article for the first time raises the issue of creating platforms for communication between the government and self-governing organizations to ensure the participation of citizens in public administration decisions. The results of the study can be the basis for the formation of a new paradigm of the relationship between public authorities and self-governing organizations.

The article shows the study of public participation in the implementation of public administration. It is estab-lished that the public should act as a socially active part of society, which participates in socio-political life of the country on a voluntary basis. It is determined that the public should be characterized by: the need for communica-tion; focus on collective activity; priority of public interests over individual ones; active expression of their social position. The article proved that the establishment of a constructive dialogue between the public and state structures helps the public to inform state authorities about urgent problems of development of various spheres of public life. It is es-tablished that due to cooperation, partnership with the public, public authorities and administrations become better aware of various social problems. Close cooperation of public administration bodies with public structures allows the population to understand better the logic of management decisions and state policy in a given area, provides its trust and support if necessary. Effective forms of interaction between public authorities and the public and the specifics of the mechanism of public participation in public administration are substantiated and its characteristic features are determined. The article proposes the introduction of a mechanism for public participation in public administration. It is noted that the mechanism of public participation in public administration should be understood as a system of legal and public administration mechanisms that create legitimate conditions and means of real participation of socially active citizens in public administration, in particular, through their involvement in public administration. All mechanisms must be interconnected. The expediency of forming normative-legal mechanisms of public participation in public administration in Ukraine, which should be represented by a hierarchical system of normative-legal acts and consolidate the right of citizens to participate in the management of public affairs, has been proved; to determine the legal status of civil society institutions, in particular, in terms of their legal personality in relation to participation in public administration; to determine the procedural mechanisms of interaction between civil society and the rule of law and the influence of the public on public administration. It is noted that the formation of a civil society, which insufficient level of development in today’s Ukraine hin-ders the dynamics of democratic change, will contribute to the achievement of a corresponding standard of living like in European countries. It is determined that without a developed civil society it is impossible to improve public administration, which requires real public participation in the discussion and management decisions. It is noted that high-quality and effective interaction of public authorities with civil society should be formed under the condition of three basic principles: creation of a state agency, institution, department and division in the system of state power, which will be directly responsible for cooperation with the public; development and adoption of a state program to promote the development of interaction between government agencies and structures with civil society; formation of written agreements between public authorities and non-governmental organizations on their joint activities.

The article proposes an innovative approach for the solving of the problems of building an effective communication support for the civil service and its development as an open self-developing system in the transition period, as well as related tasks related to the development of an advertising communication model for the implementation of innovations. The functional peculiarities of communicative interaction between the state and the public are considered in the context of modern research approaches, namely: limiting the influence of the public sector on the communication process; competitive provision of state-civil communication; the emphasis on the human-orientated style of state-civil communication; formal measurement of standards and indicators of productivity and the success of state-civil communication. At the same time, the main emphasis is on the formation of such a communication model, in which its use perspectives are focused on the final results, on the basis of quantitative measurement of its efficiency indicators, from the public viewpoint. It has been proved that the standards of state-civil communication in most European countries cover two aspects: quality standards for policy and management, in order to achieve optimal participation of citizens and interest groups in the decision-making process; the level of standards for citizens that can be used to assess the quality of administrative behavior of public authorities. The mechanisms of public administration, historical traditions, achievements and communicative miscalculations in the establishment of trust between public authorities and the public in independent Ukraine are determined, the main reason for which is the long-term stay in a colonial position. Detecting its own inability to form a sovereign state, the Ukrainian community naturally turned out to be dependent on more cohesive and more powerful neighbors.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

Privatization, contracting out, and a host of other current trends blur the line between public and private—they create what at best is a fuzzy line. This study examines yet one additional area where the lines between public and private have gotten even fuzzier—the best selling novel. It uses the writings of Tom Clancy and Clive Cussler,two authors whose names on a novel guarantee best-seller status. It will do so in the context of what a civic community and civil society are, and how they relate to the public-private question, a question that has renewed life in public administration.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

The problem of increasing the efficiency of public administration is a key point that refutes or supports the methods and forms of power that are used, but only within the framework of efficiency criteria. The determining factor on this issue should be, first of all, socio-economic efficiency, that is, the universal consideration of public interests of Russian citizens. Taking into account the analysis of thematic sources on assessing the effectiveness of the public administration system, we can conclude that this category contains a combination of various results of managerial activity, both in the state and in the public sphere. The effectiveness of public authorities should take into account quantitative statistical indicators, but special attention should be paid to qualitative indicators, which should be assessed by the population of the subject of the Russian Federation. The purpose of evaluating the performance of public civil servants, heads of executive authorities is the introduction of an optimal and fair wage system both at the regional and federal levels. The article discusses the foreign experience of the CAF self-assessment model of public authorities, which is based on the selection of 9 criteria that correspond to the main areas that are taken into account when analyzing public authorities. Examples of evaluating the effectiveness of executive bodies in the Irkutsk and Kurgan regions are shown. The current and developed measure for assessing the effectiveness of the activities of executive bodies of state power and officials on the example of the Udmurt Republic is reviewed and analyzed.
