Informatization of education enriches traditional teaching methods with new forms and methods, which are based on the broad and harmonious use of ICT. Electronic pedagogy acquires the status of one of the most popular trends in the development of pedagogy of our time, in which such a tool as e-learning courses is the result of the accumulation of modern information and communication technologies with the theory and practice of e-learning. The article examines the standards of information exchange between learning systems and free software used to create e-learning courses. It is noted that electronic training courses are part of distance learning systems, as well as an independent tool. The considered systems of creation of electronic training courses allow creating electronic educational resources independently or partially, relying on the modern vision of the object model of information representation.

In Algeria, the gradual introduction of the Master Doctorate License system, mainly focused on the employability of the graduate, began in 2004. This system was supposed, theoretically, to use the Approaches By Competence methods for its establishment. But what about in practice? Was the CPA methodology applied and prepared for it? Is this adapted and adaptable to the socio-economic environment in which the Algerian University evolves? Is there a match between the objectives set by the Ministry of Higher Education and Scientific Research and the results obtained? It is to these questions that we will try to answer in this article based on the instructions for ministerial reforms concerning distance education and two training experiments using Information and Communication Technologies in Education. The first experiment concerns e-learning and the second blended learning. A comparative critical analysis from feedback will highlight all the strengths and weaknesses of these two training courses, while taking into account the human, material and budgetary environment of the Algerian University. This analysis will lead us to make concrete proposals for a better integration of the LMD system by the APC and while using the CTBTs.

The article analyzes the state of implementation of information and communication technologies (ICT) in the organization of e-learning in higher education students using the experience of specialties «Tourism». The urgency of e-learning technologies application and related information and communication technologies is proved. The results of research on active use of ICT, e-learning platforms, choice of ICT-based survey of the Ukrainian higher educational institutions that provide teaching training courses in specialties «Tourism». Describes examples of the use of various multimedia resources in the classroom. The author analyzes the problems and prospects of using information and communication technologies in the high school, as a pledge of constructing an intensive process of assimilation of knowledge and skills. It has been found that teachers prefer e-learning platforms, various Internet sites, and multimedia presentations.

E-Government in itself requires reorganizing of governance with institutions and organizations with the aim of running them more efficiently. This is done using various applications created specifically for actions in the fields of economics, health, safety, education, etc. These applications are products that are used directly by all citizens. In the field of e-Learning, in educational institutions such as universities, the users of these applications are lecturers and students who are considered to have the highest skills in Information and Communication Technologies (ICT). Based on this, e-Learning systems in educational institutions can be configured in such a way that tasks and responsibilities are divided into user levels. This would make the maintenance of system not dependent on the administrator only, but on all levels of users. Consequently this makes the whole system more sustainable, decentralized, with low-maintenance. Such a configuration has been running with the Moodle platform at Kadri Zeka University Kosovo (UKZ) for five year since 2016.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The article deals with the problem of improving of methodological work with teachers of higher education institutions with specific educational conditions, experience of pedagogical activity of which does not exceed three years. The experience of organizing of methodological work with young teachers in the Donetsk Law Institute of the Ministry of internal affairs of Ukraine in the School for improving pedagogical skills is highlighted. In particular, it is noted that training at the School is carried out by organizing, practical and seminar classes with a total volume of 120 hours. The standard plan consists of three content modules: «Theory and practice of teaching and upbringing in higher education school», «Information and communication technologies in education», «Psychological aspects of teaching».

Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

En este trabajo se analizan las deficiencias y avances que se han generado en el marco del Programa Institucional de Formación Docente de la Universidad de Sonora y su contribución al desarrollo de la enseñanza mediante la capacitación del profesorado sobre el uso de Tecnologías de Información y Comunicación en la enseñanza. Es un estudio de corte cuantitativo en el cual se aplicó un cuestionario a 80 profesores, de distintas disciplinas, quienes han participado en cursos de capacitación que ofrece la institución para el uso de recursos digitales. Los resultados revelan la necesidad de ofrecer capacitaciones acordes a los requerimientos particulares de la planta docente, así como cursos especializados enfocados en instruir cómo emplear pedagógicamente las tecnologías en cada asignatura con el propósito de mejorar el ejercicio docente. También se advierte que la formación ofrecida en la institución poco ha logrado motivar a los profesores para utilizar las tecnologías.Training and use of ICT in higher education: teachers opinionsAbstractThis paper analyzes the deficiencies and progress that has been generated under the Institutional Program of Teacher Training of the University of Sonora and its contribution to the development of teaching through teacher training on the use of Information and Communication Technologies in teaching. It is a descriptive study of quantitative methodology in which questionnaires were applied to 80 teachers from different disciplines who have participated in training courses offered by the institution the use of ICT. The results reveal the need for trainings according to the requirements of teachers, as well as the lack of specialized courses focused on instructing how to use the technologies in each subject for the purpose of improving the teaching performance. The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

Creation and access to e-learning resources, including the most necessary and general approaches and structures used in the field of e-learning, recommendations on e-learning, a list and description of distance (e-learning) programs that use the capabilities of information and communication technologies (ICT) in modern education became an urgent problem. One of the important factors in harmonizing the national standards of Azerbaijan with the Bologna Declaration is the use of ICT in the education system as a tool to increase the effectiveness of education.
