The principal objective of this research is to create a system that is quickly deployable, scalable, adaptable, and intelligent and provides cost-effective surveillance, both locally and globally. The intelligent surveillance system should be capable of rapid implementation to track (monitor) sensitive materials, i.e., radioactive or weapons stockpiles and person(s) within rooms, buildings, and/or areas in order to predict potential incidents proactively (versus reactively) through intelligence, locally and globally. The system will incorporate a combination of electronic systems that include commercial and modifiable off-the-shelf microcomputers to create a microcomputer cluster which acts as a mini supercomputer which leverages real-time data feed if a potential threat is present. Through programming, software, and intelligence (artificial intelligence, machine learning, and neural networks), the system should be capable of monitoring, tracking, and warning (communicating) the system observer operations (command and control) within a few minutes when sensitive materials are at potential risk for loss. The potential customer is government agencies looking to control sensitive materials and/or items in developing world markets intelligently, economically, and quickly.

China's economic policy and its huge capabilities operate according to an expansion strategy, especially in investing foreign projects, as the past ten years have witnessed a major development in the elements of comprehensive strength, especially in the economic field, in 2014 China launched the largest initiative in the world, represented by the Belt and Road Project (BRI), which links nearly 70 countries, through this project, a very important region has emerged, which is (the port of cadres) in Pakistan, as China has headed towards that region and given the highest importance that is in its interest in the first place regardless of the great Pakistani interest, This is consistent with its future aspirations, especially after breaking the economic monopoly of the West, specifically (the United States), as it is a force in a state of decline and is no longer the dominant force economically. Which, in turn, led to the generation of an obsession with fear of this power and what it poses from a potential threat to the entire global economy, and what it seeks in the future to employ cadres not only to develop its economy and compete with other countries commercially , rather it takes another place aimed at increasing the Chinese military presence in the region, especially as China continues to work to develop everything available to its pioneering path in the international system in order to distinguish China as a major country and perhaps a superpower.

The article is devoted to the analysis of the structure, the peculiarities of functioning and the socio-economic and political effects of the «platform capitalism». The basis of this model is the network effects produced by the integrated information and communication infrastructure, which contribute to the monopolization and the constant expansion of platform companies into new areas. The principle of functioning of this infrastructure is the continuous collection and further monetization of data extracted from the interactions of individuals among themselves or with one of the elements of a digitalized economy or government structures. Such an infrastructure — forms a potential threat of strengthening state and corporate control over citizens. In addition, the activities of platform companies produce negative effects on the labor market, reinforcing the process of precarization of employment. The integrated information and communication infrastructure of platform companies form a system of a kind of «digital Taylorism», which deprives the employee of autonomy and privacy in the workplace. The influence of digitalization, subjected to the technocratic logic of the neoliberal model of governance in democratic countries, strengthens the de-politicization of relations between the citizen and the state and further changes the balance of power between labor and capital in favor of the latter. Large-scale protests of the last years against the companies of “capitalism of platforms” demonstrated the structural contradictions of this model and formed new forms of organization and actions of grassroots workers of the “digital economy”.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

In the production of planting material, it is important to choose a healthy, highly productive source material, with typical varietal characteristics, and, if necessary, their disinfection), as well as reliable protection against dangerous pests at further stages of cultivation. This requires a scientifically based methodological approach and phytosanitary measures in several areas. First of all, it is required to study and classify in detail hazardous pests and pathogens, select methods for accounting and identifying in accordance with their degree of danger and the quality category of planting material. Apply comprehensive measures to prevent the entry of pests in the territory of growing planting material and timely eliminate the centers of potential threat.


Широкое распространение безнадзорных животных на территории городов несет за собой потенциальную угрозу распространения зооантропонозных заболеваний, одним из которых является демодекоз. Невозможно разработать мероприятия, направленные на борьбу с заболеванием и его профилактику, без анализа данных особенностей возникновения и распространения инвазии среди всей популяции восприимчивых животных. Поэтому целью нашей работы явилось изучение распространения демодекоза среди безнадзорных собак и кошек в городе Тюмени. В задачи исследования входило изучение распространения демодекоза и его клинического проявления среди бездомных собак и кошек в условиях города Тюмени и определение сезонной динамики заболевания. Работу выполняли в 2016-2018 гг. на базе кафедры анатомии и физиологии ФГБОУ ВО ГАУ Северного Зауралья, в лаборатории акарологии ВНИИВЭА – филиала ТюмНЦ СО РАН, а также в производственных условиях на базе пункта временного содержания безнадзорных домашних животных МКУ «ЛесПаркХоз». Демодекозная инвазия распространена среди бездомных кошек и собак. Наиболее часто демодекоз встречается у собак, экстенсивность инвазии от 0,65 до 0,72%. Заболевание демодекозом у бездомных собак регистрировали на протяжении всего года, но 54,6% больных собак поступали в апреле и мае. Большинство больных демодекозом – это молодые собаки в возрасте от 1,5 месяцев до 2-х лет – 75,76%, животные старше двух лет гораздо реже страдали от демодекоза – 24,24%. Генерализацию демодекоза регистрировали у 21 собаки (63,64%), а локализованные очаги – у 12 собак (36,36%). Наиболее распространенной формой проявления демодекоза у бездомных собак является пустулезная, или пиодемодекоз. Данная форма заболевания была отмечена у 16 собак (48,49%), чешуйчатая форма отмечалась у 10 собак (30,30%), а смешанная – у 7 собак (21,21%). The widespread use of stray animals in urban areas carries with it the potential threat of the spread of zooanthroponotic diseases, one of which is demodicosis. It is impossible to develop measures aimed at combating the disease and its prevention without analyzing the data on the characteristics of the occurrence and spread of invasion among the entire population of susceptible animals. Therefore, the purpose of our work was to study the distribution of demodicosis among street dogs and cats in the city of Tyumen. The objectives of the study included the study of the spread of demodicosis and its clinical manifestation among stray dogs and cats in the conditions of the city of Tyumen and the determination of the seasonal dynamics of the disease. Demodectic invasion is common among stray cats and dogs. Most often, demodicosis occurs in dogs, with extensive invasion from 0.65 to 0.72%. Demodecosis in stray dogs was recorded throughout the year, but 54.6% of sick dogs were reported in April and May. The majority of patients with demodicosis are young dogs between the ages of 1.5 months and 2 years old - 75.76%, animals older than two years suffer less from demodicosis, only 24.24%. Generalization of demodicosis was recorded in 21 dogs (63.64%), and localized foci in 12 dogs (36.36%). The most common form of demodicosis in stray dogs is pustular or pyodemodecosis. This form of the disease was observed in 16 dogs (48.49%), scaly form, was observed in 10 dogs (30.30%), and mixed in 7 dogs (21.21%).

Public bureaucracies, a general term including government agenciesand departments in the areas of public utilities, social services, regulatoryservices, security, and law enforcement, are indispensable to our welfare;we need them for the provision of these basic services. To provide theseservices, bureaucracies need such resources as power and money. Thepower of bureaucracies is compounded by their virtual monopoly of technicalexpertise, which puts bureaucrats at the forefront of public policymaking.Indispensable to our welfare though they are, public bureaucracies alsopose a potential threat. In view of the technical knowledge they have andtheir consequent important role in policy making, they may dominate publiclife. In other words, they may develop into a power elite and, as a result,act as masters of the public rather than as its servants. More disturbingly,they may not use the public trust to serve the public or respond to its needs.Still more disturbingly, they may breach the public trust or abuse the powerentrusted to them.All of these possibilities have given rise to a widespread fear ofbureaucracy. In some societies, this fear has reached pandemic levels.Fear of bureaucracy is not unwarranted; there is a consensus and concernin administrative and academic circles that the degree of bureaucraticaccountability has declined in both developed and developingcountries. SUMMARY This paper considers the potential impact of internal audit incentive-based compensation (IBC) linked to company performance on the external auditor's assessment of internal audit objectivity. We posit that external auditors will view IBC as a potential threat to internal audit objectivity, thus reducing the extent of reliance on the work of internal auditors and increasing the assessment of control risk. The increase in risk and external auditor effort should result in higher audit fees. We hypothesize that the form of incentive-based compensation, namely stock-based versus cash bonuses, moderates the association between IBC and external audit fee. Finally, we consider whether underlying financial reporting risk mitigates the external auditor's potential sensitivity to IBC. We find a positive association between external audit fees and internal audit compensation based upon company performance. The association is acute to IBC paid in stock or stock options as opposed to cash bonuses. We also find evidence consistent with the IBC associations being mitigated by the company's financial reporting risks. Data Availability: Individual survey responses are confidential.
