The background of this study is the low absorption of learners, especially in grade V SDN 019 Bumi Ayu studyresult of low student science. This can be seen from the students score in the middle of the average value of only61.5. The percentage of students who reach the KKM is only 50% out of 20 students, and the total number ofcompleted students is only 10 people. This research is a classroom action research conducted on Grade Vstudent of SDN 019 Bumi Ayu. The results obtained data Activity teachers reached 41%. At the second meetingalso reached 54%. Meanwhile, after the second cycle increased at the third meeting with a percentage of 66%.At the fourth meeting with a percentage of 75%. While the activity of students on the first cycle of the firstmeeting with a percentage of 41% At the second meeting with a percentage of 58% in the second cycle of studentactivity with a percentage of 70%. The 4th meeting was a percentage of 79%. The result of science learning ofgrade V students on the basic score is 50% of the total students, whereas in daily test I students reach KKM to60% of the total students, and in daily test II the number of students reaching KKM increased to 80%. The background of the research is the fact that learning outcomes are still below the KKM on social studies content, namely 80%. Researchers used Predict, Observe and Explain models in improving SD social studies learning outcomes. The research model design was classroom action research which was adapted from the model of Kemmis and Mc.Taggart. The tools used to collect data in this study were student and teacher observation data to see the application of the Predict, Observe and Explain models and evaluation sheets in measuring the improvement of learning outcomes. The research achievement can be seen from the application of the Predict, Observe and Explain model stages to students and teachers which exceed 90% and the percentage of learning outcomes exceeds 80%. Discussion, learning outcomes in cycle I is 52%, cycle II is 65% and cycle III is 100%. Student observations in the first cycle were 60%, the second cycle was 74, the third cycle was 92. Meanwhile, the teacher's observation in cycle I is 70, cycle II is 78, and cycle III is 96. It is concluded that the Predict, Observe and Explain model is very effective for teachers to increase their creative innovation abilities and can improve learning outcomes, especially in grade IV SD social studies content. In cycle I there are still weaknesses of students who have not adapted to the learning carried out by the teacher. The teacher still hasn't done all the steps from the Predict, Observe and Explain model so that it needs to be corrected in the second cycle. In the second cycle students were able to adapt to the learning model carried out by the teacher. The teacher has started to master the Predict, Observe and Explain model but has not reached the target so it needs improvement for the third cycle. from the third cycle student learning outcomes as well as student monitoring actions and teacher monitoring actions using the Predict, Observe, and Explain models are as expected. It can be said that the Predict, Observe, and Explain models are alternative models used in elementary schools.

The background of the researcher conducted this study because the researchers found the learning system in SD Negeri 007 Kelayang still using conventional methods that make students bored and not active in learning. This happens because students are not given the opportunity to appreciate their knowledge. Students just shut up, sit down, and record what the teacher taught. Therefore, the teacher can use various learning concepts to improve the quality of the learning. Researchers, as well as teachers, use the NHT type of cooperative learning method to improve student learning outcomes and also make teachers know how to teach well. This classroom action research aims to improve the learning process and solve the problems the teacher gets in the classroom. Data obtained after research on teacher activities in the first cycle of the 1st meeting were 55%, the second meeting with 68%, in the second cycle the third meeting was 84%, and at the 4th meeting, the percentage was obtained 93%. Student observation data in this study obtained the percentage of the first cycle of the first meeting of 50%, the second meeting of 57%, in the second cycle of the third meeting was 79%, and the fourth meeting obtained a percentage of 88%. This proves that student activity has increased. Data on the increase in student learning outcomes in grade 1 SDN 007 Kelayang, Rakit Kulim Subdistrict in the initial data obtained an average of 62, in the first daily test obtained a class average of 81, and the daily test II obtained an average of 86. This proves that the use of the STAD cooperative learning method is effectively used in class V.
