This article analyzes the current state and future prospects of integra- tion associations and formats of multilateral economic cooperation from the point of view of the implementation of the Comprehensive Eurasian Partnership initiative. The author analyzes the role of this initiative as an instrument of Russian politics and assesses its potential for strengthening international cooperation in Eurasia. In partic- ular, it analyzes the possibilities of harmonizing key projects and initiatives within the EAEU. The work examines the potential of the largest multilateral formats in Eurasia as in the economic sphere – the Comprehensive Regional Economic Partner- ship, the Belt and Road Initiative, the Eurasian Economic Union, etc. to multilateral economic projects in Eurasia as a locomotive for promoting strategic interests, as well as realizing the potential of the EAEU. It is concluded that institutional overload is observed in the economic sphere of Greater Eurasia, caused by the existence of a number of parallel developments of in- tegration initiatives and mechanisms of economic cooperation. Based on the forego- ing, the strengthening of the EAEU as the institutional core of Greater Eurasia can become the basis for the formation of a regulatory mega-space. However, the aggre- gate economic potential of the EAEU member states does not allow the Union to be the largest economic pole and a leading center for the development of multilateral in- stitutions in Greater Eurasia. It is assumed that the solution to this problem could be the development of the Comprehensive Eurasian Partnership towards the conjugation of the EAEU and RCEP – the largest format for developing rules for international economic interaction in Asia and formulating specific proposals for building a system of mutually beneficial relations between the largest players of Eurasia, in which all interested states will be involved on mutually beneficial terms to strengthen interna- tional cooperation.

Central Asian states are usually considered as passive elements rather than active agents of integration in Greater Eurasia. This article considers the role of these states as active agents shaping integration processes according to their own interests and perspectives. All Central Asian states conduct so-called “multivector” foreign policies balancing relations with the key great powers (Russia, China, and “collective West”) as well as with Middle Eastern and South Asian nations. From their point of view, the ideal formula for Greater Eurasia should include the entire continent. However, the current geopolitical situation in the world turns integration of Central Asian nations with Russia and China into the only available option. Political and military integration with Russia within the CSTO as well as economic integration with Russia within the Eurasian Economic Union are key elements of this. The SCO is also very important as the key structure shaping regional security system. The general framework for the construction of Greater Eurasia including Russia, China, and Central Asian nations in the economic sphere is mostly connected to the Chinese “Belt and Road” initiative and to the agreement on cooperation between this initiative and the Eurasian Economic Union. However, between Central Asian nations, on one hand, and Moscow and Beijing, on the other hand, there are still many practical issues that must be solved to push integration forward, and currently there are no indicators that these issues would be solved in the near future.

The article examines particular features of the modern legal framework of the Union State of Russia and Belarus, as well as foundations of political and economic cooperation between Moscow and Minsk. Reciting positive integration outcomes in certain areas, the author gives examples of contradictions and incomplete provisions that are contained in the legislative documents of the Union State and that restrain the integration. According to the author, the current state of the Union legislation is such that the Union State, being in fact an emerging international organization, can not act as a subject of international law. Serious problems also accompany the implementation of bilateral relations between Russia and Belarus within the framework of this integration association, since the legal basis of the Union state is made up of normative acts that do not have the force of law, which are either purely declarative in nature, or are aimed at solving current organizational problems. The author emphasizes that from the legal point of view, the creation of a full-fledged Union state of Russia and Belarus is a feasible task. However, its implementation requires clear formulations of the basic principles of integration by the leaders of the Union republics, which is purely a political task.

The article analyzes the current state of trade and economic relations between Russia and the Maghreb. The author considers the objectives of this cooperation, its potential and dynamics, as well as models of its implementation. The author comes to the conclusion that the potential of trade and economic cooperation is far from exhausted. Trade relations between the two countries developed ambiguously in the formation of the tendency to increase trade turnover. Investments remain insignificant, however, in the presence of a number of joint projects. Trade is unbalanced, both by country and by export-import flows, by year. Among the reasons, the author highlights the lack of timely and reliable information about the state of the partner countries ' markets, their legislative framework, mentality and peculiarities of business culture, as well as the preservation of models of interaction that do not correspond to modern realities, including the lack of understanding of the importance of the region in Russia. The author substantiates the point of view that the parties have both the opportunity and the need to further develop the potential of trade and economic cooperation to strengthen the Russian presence in the region, represented by both public and private structures in a number of areas, among which a special place is occupied by energy, engineering, chemistry and petrochemistry. In addition, it is important to intensify the development of cooperation between the Russian Federation and the Maghreb countries in the social sphere, primarily in the areas of health and education, as well as in the cultural sphere.

The article analyzes the process of development of the Shanghai Cooperation Organization (SCO) in the historical aspect and its current state. SCO was created as a regional association to maintain stability and security. Today, China is stepping up its efforts to boost regional economic cooperation. Based on the analysis of UNCTAD statistics for 2001-2019, the authors justified the conclusion that the economic potential of the SCO has significantly increased. However, this growth is not related to the economic interaction in SCO, but with the expansion, and with the growth of the individual countries’ economies, primarily the PRC.  The analysis confirms, that the share of bilateral trade and the volume of mutual (especially Chinese) investments in the SCO are growing. International cooperation in certain areas has little real support at the level of the Organization as a whole. At the same time, the existing successes of the SCO countries in the economic sphere, the attraction of significant foreign investment and modern technologies, the gradual diversification of national economies, as well as new initiatives of the People's Republic of China, determine the deepening of economic cooperation, the mechanisms of which are of scientific interest. The relevance of the study is determined by the need to study the peculiarities of the SCO evolution and the positions of individual countries in SCO. The study makes a significant contribution to the understanding of the nature and features of the processes of economic cooperation and development in the region and the positions of individual countries.

AbstractChina and Russia are the main driving forces of Eurasian integration. Russia is pursuing its “pivot to Asia,” while China is branching out to the West through its Belt and Road Initiative (BRI). The interests of Russia and China meet in Eurasia and their friendly relations have led to several cooperation projects there. The most important are linkages between the Eurasian Economic Union and Silk Road Economic Belt Initiative and the plan to create a broader Eurasian Economic Partnership or Greater Eurasia. This article studies the reasons which led the two countries to intensify their cooperation in Eurasia and the current state and prospects of that cooperation.

AbstractRapid development of community health information networks raises the issue of semantic interoperability between distributed and heterogeneous systems. Indeed, operational health information systems originate from heterogeneous teams of independent developers and have to cooperate in order to exchange data and services. A good cooperation is based on a good understanding of the messages exchanged between the systems. The main issue of semantic interoperability is to ensure that the exchange is not only possible but also meaningful. The main objective of this paper is to analyze semantic interoperability from a software engineering point of view. It describes the principles for the design of a semantic mediator (SM) in the framework of a distributed object manager (DOM). The mediator is itself a component that should allow the exchange of messages independently of languages and platforms. The functional architecture of such a SM is detailed. These principles have been partly applied in the context of the HEllOS object-oriented software engineering environment. The resulting service components are presented with their current state of achievement.

The Belt and Road initiative is an important attempt by China to sustain its economic growth, by exploring new forms of international economic cooperation with new partners. Even though the B&R project is not the first attempt at international cooperation, it is considered as the best as it is open in nature and does not exclude interested countries. This review raised and answered three questions of how the B&R project will affect Nigeria’s economy?  How will it affect the relationship between Nigeria and China? What could go wrong?, The review concluded that Nigeria can only benefit positively from the project.

The paper provides a review on the joint Russian-Belarusian tutorial “History of the Great Patriotic War. Essays on the Shared History” published for the 75th anniversary of the victory in the Great Patriotic War. The tutorial was prepared within the project “Belarus and Russia. Essays on the Shared History”, implemented since 2018 and aimed at publishing a series of tutorials, which authors are major Russian and Belarusian historians, archivists, teachers, and other specialists in human sciences. From the author’s point of view, the joint work of specialists from the Russian Federation and the Republic of Belarus in such a format not only contributes to the deepening of humanitarian integration within the Union state, but also to the formation of a common educational system on the scale of the Commonwealth of Independent States or the Eurasian integration project (Eurasian Economic Union – EEU). The author emphasises the high research and educational significance of the publication reviewed when noting that the teaching of history in general and the history of the Second World War and the Great Patriotic War in particular in post-Soviet schools and institutes of higher education is complicated by many different issues and challenges (including external ones, which can be regarded as information aggression by various extra-regional actors).

The submitted study addresses the topic of the current state of the opinion journalism and its genres in the Slovak periodical press. The author draws attention to the question of classification of the opinion journalism of a rational and emotional type from the genre categorization point of view and, simultaneously, reflects on its application in the present journalistic practice. This brings a certain rate of confrontation between the defined theoretical premises and their subsequent practical (non-)implementation. The main objective of the study is to clarify the presence of genres of analytical and literary opinion journalism stated by media theory in the environment of the Slovak periodicals. Presentation of the basic terminological axis and the related explication of journalism genres included in the opinion journalism constitute the secondary objectives of the paper. For the purposes of achieving the set objectives, the author uses methods of logical analysis of text in combination with discourse analysis. Similarly, she predicts the evident presence of the phenomenon of hybridization in the Slovak journalistic practice.
