The effectiveness of the implementation of citizens 'rights in the field of social insurance depends on the rapid and affordable protection of their rights, which determines the relevance of the study of extrajudicial procedures for the protection of citizens' rights in the field of social insurance. The purpose of the article is to, based on the analysis of social insurance legislation, to investigate the protection of citizens' rights in the field of social insurance out of court and to develop some suggestions for improvement. Based on the analysis of current legislation and research on the protection of rights in the field of social insurance, the procedure for protection of the rights of insured persons in the field of social insurance out of court is revealed. It is determined that in the field of social insurance jurisdictional forms of protection of rights are used, within which both common law and social insurance mechanisms of out-of-court protection of the rights of insured persons are used. It is noted that conciliation and mediation procedures have not been properly extended to protect rights in the field of social insurance, and the mediation procedure is no exception. The procedure for appealing the decision of social insurance funds is analyzed. The static data and topics of issues related to the appeal of the decisions of the subjects of law enforcement by the insured persons are given. Qualitative and quantitative analysis of claims to the Pension Fund of Ukraine allows us to conclude that there is a well-established practice of resolving pension disputes mainly in court. Conclusions and proposals for improving out-of-court procedures for protection of citizens' rights in the field of social insurance are made

The article deals with the issues of functioning of the social insurance institution, the organizational-legal and financial forms of which are presented by the state extrabudgetary social funds - Pension Fund of Russia, Mandatory Social Insurance Fund and Mandatory Health Insurance Fund. It considers the main characteristics of social insurance: a) scope of covering the employed population by insurance protection; b) contribution rates as related to wages; c) level of protection of population incomes (pensions and benefits as related to wages and subsistence minimum); d) availability of quality medical assistance and rehabilitation services. There are analyzed the present social risks and problems of the RF insurance system. The main problem is that the amount of financial expenditures on all types of social insurance per beneficiary is about half that of most developed and developing countries. The primary cause is lacking motivation of both employees and employers to participate in the mandatory social insurance and to legalize their earnings. In the conclusion there are formulated a number of proposals for improvement of the institution of social insurance in Russia. It is proposed to expand the range of insurance cases concerning unemployment insurance and care for elderly people, to increase the total amount of compulsory contributions to extrabudgetary insurance funds from 30.2% up to 42.5% from three sources - employees, employers and the state.

Attitudes towards tax compliance (willingness to comply) Indonesian society is still low. Required an innovative tax dissemination to increase it. The purpose of this study was to determine whether the tax dissemination based on Fogg Behavioral Model (FBM) approach may increase wiliingness to comply. The FBM based tax dissemination asserts that for a person to perform a target behavior, which is a willingness to comply, he or she must be sufficiently motivated, have the ability to perform the behavior, and be trigerred, to perform the behavior. This research is a combination of qualitative and quantitative analysis of statistical data results of the questionnaire, interviews, and observations of the respondent and the experimental process of dissemination. The method used in this study is a quasi experimental with patterns of nonequivalent control group (pretest-post which is not equivalent). Based on the results of data analysis, interviews and observations of the respondent and the experiment, this research showed that theFBMbasedtaxdissemination hasapositiveimpactto willingnesstocomplyofthetaxpayers.
