International organizations (public and private) seek to find standard procedures to evaluate public policy or programs in order to have a common measure for public policy effectiveness and efficiency. The national governments, with the aid of the subordinated entities, are quite much interested in developing frames for the design of the evaluation of public policy in general and of public policy in specific fields, in particular. After having reviewed some models of evaluation, we will analyze the case of Romania and we will see that this country doesn’t have a working conceptual frame for the evaluation of the public policy in the anti-drug area.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

This chapter explores gambling regulation regimes, looking at the different control structures used, and their effectiveness in serving the public interest. Gambling has always been regulated by public policy, and in whichever way the industry is developing, government regulation is always involved. Regimes of gambling regulation involve both public and private actors and institutions. Public monopolies may be stronger in the area of consumer protection than restrictive licensing, associations-based operations or competitive markets. In considering the choice of regulation regime, policymakers would be well advised not to weigh the pros and cons or the costs and benefits of legal gambling in itself but to consider whether it is the best way to achieve the public interest goals compared to the alternatives.

Based on a sample of 72 large public and private sector companies, this paper highlights patterns of diversification in Indian industry during 1960-75. These two groups were divided into sub-categories and diversification patterns were analysed for each sub-category. The sample as a whole showed a fairly rapid rate of diversification. While the private sector firms showed a pronounced tendency towards unrelated diversification, the public sector units tended to diversify primarily into related businesses. In India, patterns of diversification seems to be influenced strongly by governmental regulations and public policy.

ACHIEVING THE EFFECT OF INNOVATION IN THE IMPLEMENTATION OF PUBLIC TASKS UNDER A PUBLIC-PRIVATE PARTNERSHIP AGREEMENTPublic-private partnership can be an effective way to implement operations that ensures the achievement of public policy objectives by combining different forms of public and private funds. A public entity, initiating proceedings aimed at establishing a PPP, must be aware of the implementation of not only its objectives within the project. A public entity may be obliged to implement also other objectives defined by law, and regarding the rules of spending public funds. Development based on innovation is one of the most important among these objectives. Achieving the effect of innovation as part of the implementation of the undertaking in the PPP formula depends on many factors, both internal and external to the public entity.

This article focuses on the issue of the public policy choice of the medium of instruction in public schools in India, taking the high demand for English-medium school education into consideration. Building on the available literature and evidence, the article argues against the introduction of English as a singular medium of instruction in school education. The introduction of English in public and private low-cost schools is not helping children in attaining any proficiency in English. The use of English also adversely impacts their capacity to learn other subjects well. The article argues for the adoption of the translanguaging philosophy and multilingual approach to address all objectives that drive the choice of a particular medium of instruction: gaining proficiency in the said languages, ability to communicate well using those languages, using those languages to learn other subjects, making schools inclusive by including diverse home languages present in school education and enabling diverse languages to flourish by promoting their learning and usage in formal schools. This requires a reform in institutional approaches and capacity building but does not necessarily imply additional burden. Certain parts of the world have adopted these approaches successfully and learning from them. Indian states can device their own approaches taking local contexts and realities into account.

AbstractAntimicrobial resistance (AMR) displays many of the characteristics of a creeping crisis. It lacks clearly definable temporal and spatial boundaries. It develops in the natural world when and where conditions are conducive. It traverses sectors and borders in the natural, human, and built environments. It causes individual and societal harm when it escalates toward outbreaks in a random fashion. Outbreaks can be minor or major, burn fast or slow, be simple or hard to contain. Experts insist we are heading toward a “post-antibiotic age” and even deadlier “superbugs” if we do not act. Yet warnings and crisis framings do not appear sufficient to prompt a response. Public attention and governmental action have lagged. Occasional outbreaks invite attention and concern, only for the issue to fade again from the public view. International organizations shine more sustained light on the problem, but national governments are slow to respond. This chapter argues that our dependency on antimicrobial drugs is a blessing and a curse: curing us in the short term but building the conditions for a massive, incurable outbreak in the future.
