During the reign of Susilo Bambang Yudhoyono, Indonesia’s foreign policy showed a high level of global participation. It had been recognized as a pivotal state by the international community. It played an important role in many international issues ranging from international security, economy, democracy and human rights, to climate change. In addition, the robust economic growth and the defence budget policy had contributed to the road toward a rising power status. This paper is a critical review of the literatures on the moment Indonesia’s rise in international politics during the Yudhoyono presidency. The focus of this paper is to identify the driving factors behind the rise of Indonesia towards a global power. This paper concludes that ideational factors primarily the idea of the elite play a crucial role beyond the economic and military structures.

China’s foreign policy has been isolationist for most of the past 100 years.During the past 30 years it has gradually shifted to becoming a global power in international relations; in the process it has joined several multilateral organisations and played a key role in establishing its prominence within these organisations.This article focuses on China’s use of “soft power” to conscientiously and strategically enhance its global appeal. China’s diplomatic strategy uses multilateralism, economic diplomacy and a good-neighbour policy as three forms of soft power in order to increase its attractiveness in the international community and, together with its hard power, to manage its rise as a world power.

The article aims to examine and explore with pros and cons of High-Level (“Strategic”) Cooperation Councils (HLSCC) mechanisms in Turkish foreign policy and evaluate its effectiveness in foreign trade, foreign policy cooperation, and crisis management capacity of Turkey concerning the relations with Russia. Turkey has already started to establish High-Level Cooperation Councils to build institutional infrastructure for strategic partnerships in foreign policy and strengthen institutional power in the bilateral cooperation after 2006. The study of Turkish foreign policy is an academically attractive topic mostly in terms of its geopolitical dimensions. The institutional mechanisms that enable the country to interact with other states in a dynamic regional and international environment remain less researched heretofore. The article attempts to highlight the evolution of Turkish foreign policy in terms of institutional changes in the bilateral and multilateral mechanisms. The article applies a case study method with descriptive analysis examining Councils’ functions such as foreign policy coordination and determination of collective commitments and official bilateral targets in the case of Russia - Turkey High-Level Cooperation Council. The article found out that these institutional mechanisms partly justified themselves as a coordination mechanism, but they were relatively weak for achieving the pledged commitments. The Councils were flexible and innovative cooperation mechanisms of the foreign policy to develop bilateral and multilateral ties in the age of the global power restructuring and the volatile conjuncture in world politics.

AbstractThis article explores a controversial issue of Chinese foreign policy: whether the Hu leadership has abandoned Deng Xiaoping’s taoguang yanghui policy — hiding one’s capabilities and biding one’s time — and reoriented Chinese foreign policy towards a more assertive, if not more aggressive, direction. This is controversial because while China in public still insists that it follows the taoguang yanghui policy established by Deng in the early 1990s; Chinese diplomacy has become increasingly active and assertive since Hu came to power, particularly since the 2008-2009 global economic crisis. This article argues that as a rising power, an active foreign policy has become a necessity rather than a luxury for China. This diplomatic activism marks a certain departure from the taoguang yanghui policy, but the Hu leadership is still juggling China’s taoguang yanghui policy with its emerging role as a global power. One defining tension in China’s foreign policy agenda is to find a balance between expanding China’s international influence and taking more international responsibility on the one hand and continuing to play down its pretence of being a global power and avoiding confrontation with the United States on the other.

The forte of the Scanning transmission Electron Microscope (STEM) is high resolution imaging with high contrast on thin specimens, as demonstrated by visualization of single heavy atoms. of equal importance for biology is the efficient utilization of all available signals, permitting low dose imaging of unstained single molecules such as DNA.Our work at Brookhaven has concentrated on: 1) design and construction of instruments optimized for a narrow range of biological applications and 2) use of such instruments in a very active user/collaborator program. Therefore our program is highly interactive with a strong emphasis on producing results which are interpretable with a high level of confidence.The major challenge we face at the moment is specimen preparation. The resolution of the STEM is better than 2.5 A, but measurements of resolution vs. dose level off at a resolution of 20 A at a dose of 10 el/A2 on a well-behaved biological specimen such as TMV (tobacco mosaic virus). To track down this problem we are examining all aspects of specimen preparation: purification of biological material, deposition on the thin film substrate, washing, fast freezing and freeze drying. As we attempt to improve our equipment/technique, we use image analysis of TMV internal controls included in all STEM samples as a monitor sensitive enough to detect even a few percent improvement. For delicate specimens, carbon films can be very harsh-leading to disruption of the sample. Therefore we are developing conducting polymer films as alternative substrates, as described elsewhere in these Proceedings. For specimen preparation studies, we have identified (from our user/collaborator program ) a variety of “canary” specimens, each uniquely sensitive to one particular aspect of sample preparation, so we can attempt to separate the variables involved.

The Road to Iraq is an empirical investigation that explains the causes of the Iraq War, identifies its main agents, and demonstrates how the war was sold to decision makers and by decision makers to the public. It shows how a small but ideologically coherent and socially cohesive group of determined political agents used the contingency of 9/11 to outflank a sceptical foreign policy establishment, military brass and intelligence apparatus and provoked a war that has had disastrous consequences.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

AbstractThis piece examines and critiques the massive literature on China’s ambitious Belt and Road Initiative (BRI). It details how research currently seems stuck on the road to nowhere. In addition, it identifies a number of the potholes that collective research endeavors are hitting such as that they are poorly synchronized. It also stresses that lines of analysis are proliferating rather than optimizing, with studies broadening in thematic coverage, rather than becoming deeper. It points out that BRI participants are regularly related to the role of a bit player in many analyses and research often is disconnected from other literatures. Among other things, this article recommends analysts focus on the Maritime Silk Road Initiative (MSRI) or Silk Road Economic Belt (SREB) in specific regions or countries. It also argues for a research core that focuses on the implementation issue (i.e., the issue of MSRI and SREB project implementation), project effects (i.e., the economic and political costs and benefits of projects), and the translation issue (i.e., the domestic and foreign policy effects of projects) and does work that goes beyond the usual suspects. On a related note, research need to identify, more precisely, participants and projects, undertake causal analysis, and take into account countervailing factors. Furthermore, studies need to make more extensive use of the Chinese foreign policy literature. Moreover, works examining subjects like soft power need to improve variable conceptualization and operationalization and deliver more nuanced analyses. Finally, studies, especially by area specialists, should take the area, not the China, perspective.
