Aim. The purpose of the work is to process archival cartographic materials and remote sensing data for the interpretation of objects of historical and cultural heritage (OHCH) of Cherkasy, including those that have not been preserved. Method. One of the possible technological schemes for research is offered. According to her, the first step was to analyze the input data of the study, among which were: a map of Cherkasy in 1895 at a scale of 1:42000; German aerial image of 1944; a fragment of a space image of Cherkasy obtained from the GeoEye-1 satellite in 2018. Geometric correction of the input materials was performed in the Mercator projection and the WGS84 coordinate system, in which the transformed image was obtained. The next step was to vectorize the objects of historical and cultural heritage of Cherkasy, according to the list obtained on the city’s website. There are two types of objects: point and polygonal. When vectorizing polygonal objects, the historical boundaries were specified with the help of archival maps and aerial images. Special symbols have been developed for each of the types of historical and cultural heritage sites, according to the proposed classification. In addition, an attributive database of these objects was created, which had the following structure: number of the passport of object, the name of the object, the address of the OHCH, the number of the decision to take under protection, information about the OHCH. Also, the obtained vector data was exported to the exchange format with the extension kmz and an online version of the thematic map was created on the basis of the free GISFile resource. Results. As a result of the conducted researches, the thematic GIS of the objects of historical and cultural heritage of Cherkasy was created, which are plotted on the space image of high spatial resolution, obtained in 2018. An on-line version of the GIS of Cherkasy historical and cultural heritage sites has been created on the basis of the free GISFile cartographic service, with the possibility of analyzing the location of these objects and building optimal tourist routes. Scientific novelty. Possible algorithms for creating offline and on-line versions of thematic GIS are proposed. Practical value. The obtained results of mapping the objects of historical and cultural heritage of Cherkasy can be used by the structures of protection of objects of historical and cultural heritage of Cherkasy at the Ministry of Culture.

In unstable atmospheric conditions, using on-board irradiance sensors is one of the only robust methods to convert unmanned aerial vehicle (UAV)-based optical remote sensing data to reflectance factors. Normally, such sensors experience significant errors due to tilting of the UAV, if not installed on a stabilizing gimbal. Unfortunately, such gimbals of sufficient accuracy are heavy, cumbersome, and cannot be installed on all UAV platforms. In this paper, we present the FGI Aerial Image Reference System (FGI AIRS) developed at the Finnish Geospatial Research Institute (FGI) and a novel method for optical and mathematical tilt correction of the irradiance measurements. The FGI AIRS is a sensor unit for UAVs that provides the irradiance spectrum, Real Time Kinematic (RTK)/Post Processed Kinematic (PPK) GNSS position, and orientation for the attached cameras. The FGI AIRS processes the reference data in real time for each acquired image and can send it to an on-board or on-cloud processing unit. The novel correction method is based on three RGB photodiodes that are tilted 10° in opposite directions. These photodiodes sample the irradiance readings at different sensor tilts, from which reading of a virtual horizontal irradiance sensor is calculated. The FGI AIRS was tested, and the method was shown to allow on-board measurement of irradiance at an accuracy better than ±0.8% at UAV tilts up to 10° and ±1.2% at tilts up to 15°. In addition, the accuracy of FGI AIRS to produce reflectance-factor-calibrated aerial images was compared against the traditional methods. In the unstable weather conditions of the experiment, both the FGI AIRS and the on-ground spectrometer were able to produce radiometrically accurate and visually pleasing orthomosaics, while the reflectance reference panels and the on-board irradiance sensor without stabilization or tilt correction both failed to do so. The authors recommend the implementation of the proposed tilt correction method in all future UAV irradiance sensors if they are not to be installed on a gimbal.

Cultural heritage is an essential component of a socio-economic complex. Cultural  heritage  topic  should  be  addressed  within  the  context  of  the  development  of  regional social and economic processes, and be based  on  principles, that allow integration  of all  available  resources  of  the  territory.  This  concept,  based  on  the  use  of  cultural  heritage as  a  structural  element  of  a  socio-economic  complex,  was  developed  on  the  example  of  the Tyumen  region.  It  was  assumed,  that  the  organizational  and  economic  basis  for  the  use  of heritage  was  a  cultural  framework,  that  could  form  the  basis  of  a  new  strategic  direction for the development of both historical cities and small rural settlements.Within  the  framework  of  the  project,  practical  research  works  were  carried  out  to identify  cultural  heritage  objects  in  all  districts  and  urban  territories  of  the  south  of  the Tyumen  region.  About  150  settlements  were  examined  in  detail,  with  the  fixation  of  architectural  buildings  and  structures,  that  have  signs  of  cultural  heritage  objects.  Design  proposals have been developed for the use of existing and newly identified heritage sites, in order  to  form  the  cultural  and  landscape  environment  of  historical  settlements,  the  development  of  museum,  cultural,  educational  and  tourist  activities.  Proposals  have  been  formulated  for  the  socio-economic  development  of  urban  settlements  and  municipal  rural  areas, based  on  the  identified  potential  of  cultural  heritage.  As  an  example  of  how  the  use  of  cultural heritage and cultural practices can affect the life  of a  particular historical  settlement, design  developments  for  the  village  of  Usalka  in  the  Yarkovsky  district  are  given.  This branch work within the Tyumen Industrial University may become the basis for creation of its own scientific school for the preservation and use of cultural heritage objects, for the development of a methodology for integrating heritage into modern economic reality.

The increasing commercialization of unmanned aerial vehicles (UAVs) has opened the possibility of performing low-cost aerial image acquisition for the documentation of cultural heritage sites through UAV photogrammetry. The flying of UAVs in Canada is regulated through Transport Canada and requires a Special Flight Operations Certificate (SFOC) in order to fly. Various image acquisition techniques have been explored in this review, as well as well software used to register the data. A general workflow procedure has been formulated based off of the literature reviewed. A case study example of using UAV photogrammetry at Prince of Wales Fort is discussed, specifically in relation to the data acquisition and processing. Some gaps in the literature reviewed highlight the need for streamlining the SFOC application process, and incorporating UAVs into cultural heritage documentation courses.

Sarmizegetusa Regia was included, together with the other five Dacian fortresses, on the List of UNESCO World Heritage Sites in 1999. They are a unique synthesis of external cultural influences and local traditions in terms of building techniques and overall, in the ancient military architecture, representing the grand expression of the civilisation of the Dacian Kingdom. These fortresses are the accurate expression of the exceptional development level of the Dacian civilisation, Sarmizegetusa Regia lying at the forefront of this fortified complex, epitomizing the evolution phenomenon from fortified centres to proto-urban agglomerations. As such, promoting these monuments and the numerous artefacts discovered by modern methods and techniques should become a priority. This paper presents a series of last generation applications and equipment that may be successfully used in promoting cultural heritage. Case studies include scanned artefacts and 3D reconstructions of the monuments in the site of Sarmizegetusa Regia, a monument on the UNESCO List of World Heritage Sites together with the other five Dacian fortresses (Bănița, Costești-Blidaru, Costești-Cetățuie, Piatra Roșie and Căpâlna). We present here the results obtained following the use of several hardware tracking systems, augmented virtual reality applications and haptic devices. One of the important aspects, when attempting to make enhanced on-line use of heritage good is the extent to which it is accessible and reusable by various categories of users, either specialists or the general public. Digitalizing a good in the cultural heritage is the first step for ensuring the broad access via the on-line medium, the quality of this process ensuring the electronic format artefact legitimacy and credibility, which means that it should be an electronic duplicate truthful to the real artefact.

The results of search studies of previously discovered archaeological sites in the Kemerovo region are presented. The factors of “loss” of cultural heritage objects are described. Examples are given and the results of the search for specific funeral monuments in the basin of the river Inya on the territory of the Kuznetsk basin. Information on archaeological heritage sites is being clarified. New information on archaeological sites studied is introduced into wide scientific circulation.

The process of transformation of communicative practices of interpretation and popularization of cultural heritage in the framework of the accelerating dissemination and integration of digital technologies in all spheres of human activity is considered. The rhizomorphism of modern digital culture is analyzed, which inevitably aff ects the nature of the representation of monuments in virtual space. It is hypothesized that, despite the variety of approaches presented for creating digital avatars of cultural institutions and cultural heritage objects in a virtual environment, none of the currently existing solutions for Saint-Petersburg makes it possible to represent a cultural heritage object in the context of its retrospective visualization and connection with other culturally signifi cant objects, such as events and personalities. Conceptual grounds are proposed for a deeper understanding of the cultural monument as a subject of representation. An attempt is made to comprehend the representative capabilities of digital instruments, moreover, the question of the need to develop a full-scale and multi-functional digital platform for representing cultural heritage sites is raised.

Strong cultural heritage management relies on a thorough evaluation of the threats faced by heritage sites, both in the present and in the future. In this study, we analysed the changes in the position of Hiorthhamn shoreline (Svalbard), which is affecting coastal cultural heritage sites, for a period of 93 years (1927–2020). Shoreline changes were mapped by using maps, ortophotos, drone images, terrestrial laser scanning (TLS), and topographic surveys. Also, TLS was used to 3D document the endangered coastal cultural heritage sites. Detailed sedimentological and morphological mapping was made in the field and from the newly acquired drone images in order to understand shoreline-landscape interaction and to depict changes occurring from 2019 to 2020. Short-term (2019–2020) and long-term (1927–2020) shoreline erosion/accretion was made with the help of the Digital Shoreline Analysis System (DSAS) and prompted a subdivision of three sectors, based on change pattern. Compared to a previous long-term analysis (1927–2019), this year’s average erosion rate analysis (expressed by the EPR parameter) for the 93-year period is −0.14 m/yr. This shift in mean development is due to a newly formed spit-bar in Sector 2. Referring strictly to Sector 1, where the protected cultural heritage objects are located, the erosion rate increased from the previous analysis of –0.76 m/yr to −0.77 m/yr. The shoreline forecast analysis highlights that half of the protected cultural heritage objects will likely disappear over the next decade and almost all the cultural heritage objects analysed in this study will disappear in roughly two decades. This shows the great danger the Arctic’s cultural heritage sites is in if no mitigation measures are undertaken by the local authorities.

The article investigates the principles of protection and use of cultural heritage sites in terms of ecological optimization of residential areas. The concept of cultural heritage object is defined and the order of definition of protection zones of cultural heritage objects in the conditions of ecological optimization of settlement territories is established. The principles of formation of the status of a cultural heritage object are revealed and the legislative basis is described. The concept of "territory of cultural purpose" is separated. Describes the problems of protection of cultural heritage sites, the main of which include the complexity of the content of objects, the search for the necessary funds for restoration, to solve which it is necessary to attract external sources of funding other than the state. The generally accepted ways of solving the outlined problems are given and the principles of their realization are substantiated, namely the necessity of complex application is emphasized. The classification of the process of reconstruction of cultural heritage is presented, the main directions of which include: restoration, regeneration, revitalization, revaluation, improvement and new construction. Each of these classes is described according to the method of implementation on site. It is emphasized that the protection zones of cultural heritage sites are areas adjacent to the included in the register of monuments and ensembles, and within which, in order to ensure the preservation of cultural heritage sites and compositional and species links, the construction of capital construction projects and their reconstruction related to changes in height, number of floors, area, except for construction and reconstruction of linear objects. The boundaries of the protection zone of the cultural heritage object are structured according to the zones of location of the latter. The directions of the relation of the state supervision in the field of protection of objects of cultural heritage to the principles of realization of the state support are defined. The list of possible measures of influence of citizens and legal entities in the field of protection of cultural heritage objects in the conditions of ecological optimization of settlement territories is offered.

Today, there is a need to assess the historical development of small cities in Russia in order to identify urban planning conflicts in the urban environment and determine promising directions for their resolution. This study is aimed at analyzing existing urban planning conflicts and disclosing the resource potential of the territory of historical buildings in the center of a small town on the example of Valuyki, Belgorod region. The authors uses conflictological and complex approaches. The analysis of the planning, functional and transport structure of the city is carried out. The analysis of the cultural heritage objects of the historical center based on historical and cultural reference plan of the city center is compiled. The current state of the riverside territories of the river Valuy in the central part of the city has been reviewed. A number of urban-ecological conflicts leading to the degradation of the coastal zone have been identified. Urban planning conflicts of the city center (social-functional, land-use, transport, etc.) are also identified and classified, their types are determined by the type of location (linear, point, areal), their participants and possible directions for their solution are identified. The promising directions of the development of the historical center of the city and the likelihood of the emergence of new types of activities for cultural heritage sites have been determined.
