This article reviews the status of knowledge gaps and co-production process challenges that impede coastal flood hazard resilience planning in communities of northwestern Alaska, where threat levels are high. Discussion focuses on the state of knowledge arising after preparation of the 2019 IPCC Special Report on the Ocean and Cryosphere in a Changing Climate and highlights prospects to address urgent needs. The intent is to identify some key steps necessary to advance the integration of relevant multidisciplinary observations with flood modeling and infrastructure mapping to co-produce new online hazard and risk assessment tools that inform local community planning and improve science collaboration among Federal, state, and regional partners for enhanced pre-storm preparations and post-storm recovery, including partial or complete relocation. By focusing coastal data integration for delivery of priority geospatial hazard map products through a consistent yet customized approach to adaptation planning, the broad collaborative effort in Alaska may yield a path of stakeholder service delivery that can be applied to many Arctic communities and other vulnerable regions of the world.

This paper looks into the relationship between Greek medicine and Egyptian culture in Tebtynis. Cultural interaction in this context has often been interpreted from a perspective that privileges the status of Greek culture: Hellenistic medical treatises (and other texts) were imported to Tebtynis to ‘improve’ the local community and local health-care. This paper looks at two aspects of Greek medical culture at the site: theoretical Hippokratic treatises and pharmaceutical recipes. These medical documents were associated with the Egyptian community in the village, especially the famous sanctuary of Soknebtynis. Analysis suggests that these documents were part of a medical culture that transcended cultural or ethnic divides; there is, this paper argues, considerable evidence for the co-existence of Greek medicine and Egyptian religious practice and ritual life.

В статье даётся краткий очерк антиномической природы биоэтического дискурса и возможностей его геометрической визуализации. Рассматриваются два варианта визуализации. Первый связан с представлением той или иной ситуации как системы полярностей, которая в свою очередь моделируется в рамках векторной модели. В простейшем случае тезис и антитезис рассматриваются как два перпендикулярных вектора, а синтез – как их векторная сумма. В этом случае можно ввести и более количественную оценку «меры многомерности» полярной системы – как величины проекции её векторного представления на суммарный вектор. С использованием этих конструкций разбирается один пример из биоэтики, связанный со столкновением принципов милосердия и правдивости (проблема «лжи во спасение»). Деяние (действие или бездействие) интерпретируется как своеобразный оператор на событиях, который переводит одни события в другие. Предполагается, что субъект в своих деяниях рассматривает различные возможности и выбирает те из них, которые максимизируют ту или иную ценностную меру субъекта, в данном случае – меру векторной проекции полярного вектора ситуации на суммарный вектор – вектор синтеза базисных полярностей. Второй вариант визуализации связан с понятием антиномий в биоэтике – таких противоречий, которые не являются формально-логическими ошибками. В отличие от последних, в антиномиях как тезис, так и антитезис имеют свой момент оправдания в рамках тех или иных условий. Используется также понятие «антинома» – логического субъекта антиномии, который предицируется тезисом и антитезисом антиномии. Редукции антиномии соответствуют двум крайним аспектам антинома, которые называются его «редуктами» – по аналогии с редукцией волновой функции в квантовой механике. Приводятся различные примеры антиномов: биоэты, глоболоки, холомеры. В биоэтах один редукт выражает в большей мере биологические (биоредукт), второй – этические (эторедукт) определения антинома. В глоболоках выделяются глобальный (глоборедукт) и локальный (локоредукт) виды редуктов: первый выражает более глобальные (универсальные) этические определения, второй – более локальные, связанные с ценностями и нормами того или иного сообщества. Наконец, холомеры – вид антиномов, где антиномически соединяются определения целого (холоредукт) и части (мероредукт). Даётся их интерпретация как многомерных ментальных объектов в некотором обобщённом пространстве, так что крайние их аспекты (редукции антиномии) можно представить как проекции более многомерного состояния. В заключении делается предположение о связи биоэтических проблем с идеей ментальной многомерности, что составляет основу возможной визуализации как интерпретации ментальной многомерности на векторном её представлении. The article provides a brief outline of the antinomic nature of bioethical discourse and the possibilities of its geometric visualization. Two visualization options are considered. The first is associated with the representation of a particular situation as a system of polarities, which in turn is modeled in the framework of a vector model. In the simplest case, the thesis and the antithesis are considered as two orthogonal vectors P1 and P2, and the synthesis is considered as their vector sum S = P1+P2. In this case, we can also introduce a more quantitative estimate of the “measure of multidimensionality” M(P) of the polar system – as the magnitude of the projection of its vector representation P on the sum vector S, i.e. M(P) = (P,es), where es = S/|S| is the unit vector of the vector S, and (P,es) is the scalar product of the vectors P and es. Using these constructs, the author analyzes one example from bioethics related to the clash of the principles of mercy and truthfulness (the problem of “lying for salvation”). An act (action or omission) is interpreted as a kind of an operator on events that transforms some events into others. It is assumed that the subject considers various possibilities in their actions and chooses those that maximize a particular value measure of the subject, in our case, the measure M(P) of the vector projection of the polar vector P of the situation on the sum vector S – the vector of synthesis of basic polarities. The second version of visualization is related to the concept of antinomies – such contradictions that are not formal logical errors – in bioethics. In contrast to errors, in antinomies, both the thesis and the antithesis have their moment of justification within the framework of certain conditions. The concept “antinome” is also used; it is the logical subject of antinomy, which is predicated by the thesis and the antithesis of antinomy. Antinomy reductions correspond to two extreme aspects of the antinome, which are called its “reducts” – by analogy with the reduction of the wave function in quantum mechanics. Various examples of antinomes are given: bioets, globolocs, and holomers. In bioets, one reduct expresses the biological (bioreduct) definition of the antinome, another the ethical (ethoreduct) one. In globolocs, global (globoreduct) and local (locoreduct) types of reducts are distinguished: the former expresses more global (universal) ethical definitions, the latter more local ones, related to the values and norms of a particular local community. Finally, holomers are a kind of antinomes in which the definitions of the whole (holoreduct) and the part (meroreduct) are antinomically connected. They are interpreted as multidimensional mental objects in some generalized space, so that their extreme aspects (antinomy reductions) can be represented as generalized projections of a more multidimensional state within certain constricted conditions (reduction intervals). In this case, it is possible to geometrically visualize such states as, for example, three-dimensional objects in space, through which antinomes can be modeled, and their reducts as two-dimensional projections of a three-dimensional body on certain projection planes (intervals of reducts). In this case, one of the central tasks of bioethics is to determine the boundaries of the demarcation of some intervals from others. For example, in solving the problem of abortion and the status of the human embryo, such a demarcation is expressed in the search for a time point that would separate the phase of a more biological definition (bioreduct) of the embryo from its more ethical state (ethoreduct). In conclusion, the author suggests that bioethical problems are connected with the idea of mental multidimensionality, which forms the basis of a possible visualization as an interpretation of mental multidimensionality in its vector representation.

This paper examines the peculiarities of teaching German as a second foreign language in a railway university. The analysis emphasizes the inefficiency of traditional methods and the success of the bilingual approach, which consists in a harmonious combination of methodological principles of teaching the first and second foreign languages. The authors carry out a theoretical analysis of the fundamental principles of teaching a second foreign language: a comparative approach, the principle of reliance on the first foreign and native languages, an autonomous approach, a cognitive principle. The paper deals with the issues related to interference and transfer in teaching a second foreign language. Project methods (simulation, presentation speech, Lapbook-technology) tested by the author in the learning process are offered as learning technologies, the use of which facilitates effective mastering of foreign language skills and abilities. The syllabus of the course A Second Foreign language developed by teachers of the Rostov State Transport University in accordance with the new edition of the Federal State Educational Standard is analyzed. The conclusion is made that this syllabus satisfies the requirements put forward by methodologists to the process of teaching a second foreign language. The analysis of the organization of the educational process with the use of textbooks and a fund of assessment tools prepared for the course is expected to be the subject of our further research.

Insufficient analysis of green infrastructure spaces benefit to youth activity promotion in Lithuanian social sciences discourse enabled to formulate scientific problem – what can be possibilities of using green infrastructure spaces while strengthening youth integration and participation in local community? The aim of the article – after analyzing social benefit of green infrastructure spaces to youth, to determine their usage possibilities for strengthening youth integration and participation in local community. Research methods: scientific literature, document analysis and synthesis, abstraction and comparison methods. Šiauliai district Kuršėnai town environmentally directed school’s projects were analysed for the case study. For youth, green infrastructure spaces are the areas for environmental education, health improvement, strengthening of their integration and participation in local community through various activities. Youth gradually become involved into social activity where their status of a passive participant changes into the status of an active participant. Case study can be used by various local actors (other schools, community, teachers, parents etc.) strengthening integration and participation of youth in local community by using GI spaces.

When the status of the federal state at the international arena is in major defined by its scientific and technological potential, migration of the highly trained professional from or to Russia acquires a strategic status. The article is devoted to the consequences of the intellectual migration in Russia and proposals for optimization of the management policy at this direction. Authors regret that at this time in Russia the migration outflow of scientists and other specialists in quality and quantity figures substantially exceeds the inflow. This hinders plans on the modernization of the Russian economy and postpones refusal from extractive development model. Authors suggest expanding the governmental regulation of the intellectual migration in Russia by adopting special programs on the basis of the international experience. It shall be based on the principles of the differentiated and targeted approach to the intellectual migrants, effective monitoring, and effective feed-back relations when the decision are being implemented. The funding of the science also shall be increased both, by means of the target projects and exemptions to the science-driven business. The significance of these steps is high, particularly in the light of outflow of the Russian specialists abroad. If the positive tendencies will be supported by the active governmental policy and social-economic increase, in the mid-term perspective this may drive to turning point in the still negative situation with "brain drain" from Russia. It is worth to pay additional attention to the educational and scientific immigration to Russia as to an important offsetting factor if we do not want to lose this chance.

<p>In order to better understand current coastal flood risk, it is critical to be able to predict the characteristics of non-tidal residuals (from here on referred to as surges), such as their temporal variation and the influence of coastal complexities on the magnitude of storm surge levels. In this study, we use an ensemble of Deep Learning (DL) models to predict hourly surge levels using four different types of neural networks and evaluate their performance. Among deep learning models, artificial neural networks (ANN) have been popular neural network models for surge level prediction, but other DL model types have not been investigated yet. In this contribution, we use three DL approaches - CNN, LSTM, and a combined CNN-LSTM model- , to capture temporal dependencies, spatial dependencies and spatio-temporal dependencies between atmospheric conditions and surges for 736 tide gauge locations. Using the high temporal and spatial resolution atmospheric reanalysis datasets ERA5 from ECMWF as predictors, we train, validate and test surge based on observed hourly surge levels derived from the GESLA-2 dataset. We benchmark our results obtained with DL to those provided by a simple probabilistic reference model based on climatology. This study shows promising results for predicting the temporal evolution of surges with DL approaches, and gives insight into the capability to gain skill using DL approaches with different Architectures for surge prediction. We therefore foresee a wide range of advantages in using DL models for coastal applications: probabilistic coastal flood hazard assessment, rapid prediction of storm surge estimates, future predictions of surge levels.</p>

This study aims to identify the types of economic activity, characteristics and perceptions of visitors, business actors, labor towards culinary businesses and to determine the multiplier effect and sustainable development strategies for culinary businesses on the economic growth of local communities. This research was conducted from November 2020 to January 2021 at the Beba Fish Landing Base, Galesong Utara, Takalar Regency. This research uses simple random sapling technique. The data of this study consisted of primary data and secondary data. Data collection was carried out using questionnaires and field observations then analyzed descriptively and multiple impact analysis (Multiplier Effect) then analyzed using a SWOT analyst. Based on the research results, there are two types of economic activities in PPI Beba, namely, fishery activities and supporting activities (culinary business) of food made from fish as the main ingredient. In general, visitors who come to PPI Beba are aged between 45 years and over with the majority of jobs being civil servants with 51% of the total visitors as a whole the rest are entrepreneurs. While the majority of business actors are women in the age range of 40 - 50 years and over. Meanwhile, 81.8% of the culinary business workforce are women with the highest level of education in Elementary Schools. In general, the three recipes gave an assessment of the PPI Beba condition which was far from good. is the main business. The characteristics of the workforce are 74.3% female and 25.7% male, with the status of 65.7% being married and ages ranging from 28 - 45 years. And in general, visitors have a perception or give a moderate to good assessment of the accessibility to PPI Beba. Culinary efforts at PPI Beba have a real economic impact on the local community. The economic impacts arising from these activities are direct impacts, indirect impacts, and induce impacts as measured by the multiplier effect value, where the results of this study obtained a multiplier effect value of 2.15 for the Keynesian Income Multiplier; 1.10 for the income multiplier type I ratio, and 1.14 for the income multiplier type II ratio. This shows that the culinary business at PPI Beba can be developed into culinary tourism to see the opportunities that exist.

Childhood obesity remains one of the defining challenges of our time, with government response around the world being largely ineffective. This has been particularly the case in the USA, which continues to suffer high rates of childhood obesity despite numerous legislative interventions to combat it. In order to develop insight into this ongoing catastrophic change failure, we engaged in a three-year qualitative study of the implementation of policies in the USA designed to reduce childhood obesity through school-based interventions. We found that leaders in schools, as in many organizations, were faced with numerous, often conflicting, pressures from federal, state, and local community stakeholders. The resultant ambivalence led to change failure being reframed as success to in order to fit with locally expressed priorities. In bringing light to an understudied aspect of change implementation, local community pressure, we further theoretical understanding of why large change interventions often fail. We also offer insights more generally into the (re)framing of change and the influence of local communities on organizations. Policy and managerial implications are also discussed.

Historically within most catchments, resource management programs have been planned and implemented in isolation of one another. This was once the case in the Goulburn Broken Catchment, a major catchment of the Murray Darling Basin, Australia. Although only 2% of the Murray Darling Basin's land area, the catchment generates 11% of the basin's water resources. Learning from the past, a cooperative and collaborative approach to natural resource programs has developed. This approach is the envy of many other catchment communities and agencies. Through a combination of “Partnership Programs”, “Operational Initiatives” and community involvement, significant programs have been implemented within the catchment, which will benefit not only the local community but communities further afield. The outcomes of the waterway health program highlight the benefits provided through the establishment of cooperative and partnership resource improvement programs. These programs were founded on the ability of the community to recognise the need for integration, base management decisions on best available science and an ability to work together. Their effective delivery has been provided through the resources provided, to the local community, by the Natural Heritage Trust with matching and State and local allocations. While programs have shown success, challenges still face the community. These challenges include verification and implementation of environmental flows, storage of the catchment's vital water resources, and maintaining community involvement and participation in on-going works programs. The Goulburn Broken Catchment community, with the support of Federal, State and Local Governments, is looking at opportunities for continued improvements in waterway health.
