The scale and dynamics of socio-economic and spatial processes in Poland in the last three decades, including territorial diversification of the pace of economic development and demographic and social changes, as well as processes such as metropolisation and suburbanization, determine new challenges in the management and programming of the development of large cities and their areas functional. The new processes require state and local authorities to take actions in the strictly political, legal and organizational and planning dimensions. In Poland, for almost 20 years, there has been a discussion on the introduction of specific forms of management of metropolitan areas. Failure to adopt systemic solutions at the level of the entire country (lack of political will for metropolitan reform and the creation of metropolitan self-government county) leads to the emergence of numerous grassroots integration initiatives of local governments (metropolitan associations of cities and municipalities). Since 2015, the EU cohesion policy instrument Integrated Territorial Investments has been implemented in functional urban areas. Since 2017, the first multi-task metropolitan union (Metropolitan Union of Upper Silesia—Górnoślasko-Zagłebiowska Metropolis) established by the parliament (special act) and the government (executive regulation) has been operating in Poland. The first—sui generis—statutory metropolis encourages local authorities of other metropolitan areas to adopt their own legislative initiatives (Kraków, Łódz, Tricity: Gdańsk-Gdynia-Sopot). Is the choice of the path for creating individual statutory solutions for each of the Polish metropolises in the form of a metropolitan union appropriate? Does diferrentia specifica for various metropolitan areas seem to be the most justified at the moment, taking into account the political conditions and the bottom-up and top-down approach to metropolitan governance in Poland? The article presents the complex path to solving the issue of management in Polish metropolitan areas and assesses the legitimacy of a solution based on a model tailored to each metropolis, introduced by a separate metropolitan act.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.


Government increasingly relies on nonprofit organizations to deliver public services, especially for human services. As such, human service nonprofits receive a substantial amount of revenue from government agencies via grants and contracts. Yet, times of crises result in greater demand for services, but often with fewer financial resources. As governments and nonprofits are tasked to do more with less, how does diversification within the government funding stream influence government-nonprofit funding relationships? More specifically, we ask: How do the number of different government partners and the type of government funder—federal, state, or local—influence whether nonprofits face alterations to government funding agreements? Drawing upon data from over 2,000 human service nonprofits in the United States, following the Great Recession, we find nonprofit organizations that only received funds from the federal government were less likely to experience funding alterations. This helps to illustrate the economic impact of the recession on state and local governments as well as the nonprofit organizations that partner with them.

The fast growing information and communication technology (ICT) sector brought in the use of computers, internet and mobile phones not only by the technocrats but also by the general public to receive and send communication faster, cheaper and easier. This situation brought out visible changes in people life, government function and cities spatial form and structure. Globally, the e-Governance system approach attempts to change the government-centered planning and delivery of civic services to people-centered planning and execution of development. It is also evident that the transformation is prominent not only in the planning and production of services but also in terms of urban local government system. This is to state that there are two noticeable visible changes in the government system such as (a) Government to Governance, and (b) Governance to e-Governance. These changes make the central, state and local governments more responsible, transparent, and participatory in terms of planning, development and management of towns and cities. But due to the urgency and cope with the World order the central, state and local governments in India introduce e-Governance without looking into the concept of e-Readiness. This chapter attempts to explore the basic question such as how the application of e-Governance system to be considered as an important means towards improvement in the service delivery systems of urban local governments within the perspective of e-Readiness.

Although energy has become a key political issue in recent decades, a comprehensive national policy is lacking, and state and local governments are playing increasingly important and diverse roles. This essay reviews what we know about intergovernmental relations in energy policy, including overlaps between national, state, and local authorities; the character of intergovernmental interactions; and interstate variations. In sum, this essay illustrates why intergovernmental issues in energy policies are an interesting and important area of inquiry, reviews current scholarship in key areas, and suggests possible future avenues for research on this topic.

This paper examines the implication of rural- urban migration on Nigeria Society using Anambra state as focus of the study. Cities have been growing both through natural increase and through stampede from rural areas in Nigeria. People migrate to urban areas based on the prevailing conditions they fund themselves and the reasons for the migration vary from one individual to another depending on the situation that informs the decision to migrate. In most rural areas, the effect of rural-urban migration was a rapid deterioration of the rural economy leading to poverty and food scarcity. The cause of the phenomenon has been described as the push factors in the rural areas and the pull factors in the urban areas. The objective of this paper is to identify the implication of rural-urban migration on Nigeria society. It is a survey research. Thus, 1200 questionnaire were distributed among the selected local governments in Anambra State. The analysis was run using Runs test and mode analysis. The result of the analysis found the effect of people migrating from rural areas to urban centres on the society to include: increase in prostitution in the urban centres; increase in squalor settlement in the urban centres; and people are doing all sorts of odd jobs in order to survive in urban centres. The paper therefore recommends that the government should make and implement a policy on provision of functional social amenities such as electricity, pipe borne water etc. in the rural areas. Good schools and qualified teachers should be made available in the rural areas and establishment of industries in both rural and urban areas that will to an extent accommodate unemployed youths.

Abstract Brazil faces a severe lack of wastewater coverage. Even in urban areas, wastewater is directly disposed of in watercourses without any treatment for a large part of the population. Although the federal, state, and local governments have invested in water and wastewater services (WWS), the expected results have not been achieved. To overcome this problem, the present paper provides an opportunity to observe an ex-ante regulatory impact assessment (RIA) as a policy tool in Brazil. The regulatory policy options will be appraised through the multiple criteria decision analysis (MCDA) according to the following objectives: (i) protect the customers with respect to social aspects; (ii) safeguard the economic, operational and infrastructure sustainability; and (iii) protect the environment. The results show that by making decisions based on evidence, policy makers should reduce the households not connected to wastewater services by 75% and for that they should incur BRL 33 million to the year 2023. Hence, the extra revenues to be obtained with these new connections are capable of making a surplus estimated as BRL 42 million for the same period. This study promotes the use of RIA as a rational, robust and transparent decision framework by the regulatory agencies worldwide.

<p><em>Abstra</em><em>k</em><strong><em> -</em></strong> <strong>Kesehatan merupakan faktor penting  kehidupan, tak terkecuali  kaum urban di perkotaan besar di Indonesia, banyak permasalahan terjadi, prasarana idak memadai, kehidupan yang buruk menimbulkan masalah serius baik sekarang dan masa yang akan datang. Salah satu bagian kaum urban adalah pemuda, merupakan kaum di antara anak-anak dan juga dewasa. Sehingga di harapkan memiliki solusi untuk menghadapi permsaalahan tersebut.</strong><strong> </strong><strong>Penelitian ini bertujuan untuk melihat bagaiman peranan pemuda mengkaji permasalahan yang terjadi sehingga bisa mendapatkan solusi sederhana untuk mengatasi permasalahan kaum urban diperkotaan besar. Adapun metode yang digunakan penulis yakni metode deskriptif, mengkaji serta menganalisis literasi-literasi yang ada dan menyimpulkan menjadi sebuah solusi dari permasalahan yang penulis ungkapkan. Adapun hasil dari penelitian ini ,bahwa permasalahan kaum urban terletak pada tidak adanya program yang jelas serta terperinci secara baik, baik itu dari pemerintah daerah maupun pusat. Sehingga hal ini menjadi permasalahan bersama bukan salah satu pihak semata. Adapun yang bisa pemuda berikan solusi: yakni mencangkup program dan juga kebijakan, program yang di berikan yakni terdiri 3 tahap,</strong><strong> </strong><strong>yaitu: jangka pendek, menengah dan panjang. Adapun alasannya yaitu program tersebut di  terapkan sesuai dengan kebutuhan kaum urban serta kebijakan yang  merupakan wewenang dari pemerintah. Bisa disimpulkan, pemuda memiliki peranan penting dalam mengkaji ataupun memberikan solusi yang terbaik untuk kesehatan kaum urban.</strong></p><p><em>Abstract </em><strong>- Health is an important factor of life, including urban in large urban areas in Indonesia, many problems occur, infrastructure is inadequate, a bad life causes serious problems both now and in the future. One part of the urban community is youth, is a family among children and also adults. So that it is expected to have a solution to deal with these problems. This study aims to see how the role of youth examines the problems that occur so that they can get a simple solution to overcome urban problems in large cities. The method used by the author is descriptive method, reviewing and analyzing existing literacy and concluding to be a solution to the problems that the writer reveals. The results of this study, that the problem of urbanites lies in the absence of a clear and well-detailed program, both from the local and central government. So this matter becomes a common problem, </strong><strong>not</strong><strong> only one part. As for what the youth can provide a solution: namely covering the program and also the policy, the program provided is consisting of</strong><strong> </strong><strong>3 stages, namely: short, medium and long term. The reason is that the program is implemented in accordance with the needs of the urbanites and policies that are the authority of the government. The purpose of the research is to deepen the theoretical foundations of financial stability as a factor in shaping the fiscal space of local budgets and substantiate the methodological tools for assessing the financial stability of local budgets of Ukraine in the medium and long term. Methods. The following research methods were used in analysing the problem: induction, deduction, system approach, statistical analysis, logical generalization, graphical method. Results. Fiscal extension gives the opportunities to local authorities to obtain and use extra budget resources for achieving the goal taking into account the restrictions caused by the necessity to maintain the financial sustainability in mid- and long-term periods. A methodological toolkit for assessing the financial sustainability of local budgets in mid- and long-term periods is proposed. The complex of arguments for the appropriate applying of the estimation of financial sustainability of local budgets in the national practice using the methodology of the European Commission in the mid-term period is given. It is substantiated that the development of strategic directions for ensuring the long-term financial sustainability of local budgets in Ukraine should take place with the use of foresight. It is substantiated that the fiscal space provides opportunities for local governments to obtain and use extra budgetary resources to achieve a certain goal, taking into account the constraints due to the need to maintain financial stability in the medium- and long-term periods.  Methodical tools for assessing the financial stability of local budgets in the medium- and long-term periods are proposed.  A set of arguments on the expediency of applying the methodology of the European Commission in the medium-term period in the native practice of calculating the financial stability of local budgets is presented.  It is substantiated that the development of strategic directions to ensure long-term financial stability of local budgets of Ukraine should take place using foresight. Practical meaning. The practical significance of the obtained results is in the possibility of using methodological tools to assess the effectiveness of local budget sustainability management by state and local authorities in developing and making management decisions to regulate the level of financial stability of local budgets. Prospects for further research. The formation of theoretical foundations of financial stability as a factor in the formation of the fiscal space of local budgets and substantiation of methodological tools for their assessment in the medium and long term periods confirms the need for further scientific substantiation of strategic directions of long-term financial stability of local budgets in Ukraine under the condition of decentralization.

The need to care for trees, especially in urban areas, has become increasingly important for countries like Malaysia which are developing rapidly. Recognising the fact that construction activities could put trees at risks of death and damage, the Malaysian government introduced Tree Preservation Order (Act 172) in 1996. However, there were cases occurred afterwards whereby matured trees had been cut down for development without consent of the local authorities. This situation has raised many questions about the effectiveness of the TPO (Act 172) implementation, including on how far the TPO (Act 172) has been publicised and understood by those related to the construction industry, a pre-requisite for successful legislative implementation. This study assesses the current awareness and knowledge of the TPO (Act 172) among 60 professionals in the construction industry (PCI) and 47 personnel in local authorities (PLA) within Klang Valley through a questionnaire survey. The results show that the awareness level of TPO (Act 172) among PLA respondents was higher than that of PCI. While most of the PLA got acquainted with the TPO (Act 172) through their organisations, most of the PCI learned it from friends and social medias. It is recommended that the government should be more active in publicising the TPO (Act 172) such as through mass media and awareness campaigns.
