<p><em>Abstra</em><em>k</em><strong><em> -</em></strong> <strong>Kesehatan merupakan faktor penting  kehidupan, tak terkecuali  kaum urban di perkotaan besar di Indonesia, banyak permasalahan terjadi, prasarana idak memadai, kehidupan yang buruk menimbulkan masalah serius baik sekarang dan masa yang akan datang. Salah satu bagian kaum urban adalah pemuda, merupakan kaum di antara anak-anak dan juga dewasa. Sehingga di harapkan memiliki solusi untuk menghadapi permsaalahan tersebut.</strong><strong> </strong><strong>Penelitian ini bertujuan untuk melihat bagaiman peranan pemuda mengkaji permasalahan yang terjadi sehingga bisa mendapatkan solusi sederhana untuk mengatasi permasalahan kaum urban diperkotaan besar. Adapun metode yang digunakan penulis yakni metode deskriptif, mengkaji serta menganalisis literasi-literasi yang ada dan menyimpulkan menjadi sebuah solusi dari permasalahan yang penulis ungkapkan. Adapun hasil dari penelitian ini ,bahwa permasalahan kaum urban terletak pada tidak adanya program yang jelas serta terperinci secara baik, baik itu dari pemerintah daerah maupun pusat. Sehingga hal ini menjadi permasalahan bersama bukan salah satu pihak semata. Adapun yang bisa pemuda berikan solusi: yakni mencangkup program dan juga kebijakan, program yang di berikan yakni terdiri 3 tahap,</strong><strong> </strong><strong>yaitu: jangka pendek, menengah dan panjang. Adapun alasannya yaitu program tersebut di  terapkan sesuai dengan kebutuhan kaum urban serta kebijakan yang  merupakan wewenang dari pemerintah. Bisa disimpulkan, pemuda memiliki peranan penting dalam mengkaji ataupun memberikan solusi yang terbaik untuk kesehatan kaum urban.</strong></p><p><em>Abstract </em><strong>- Health is an important factor of life, including urban in large urban areas in Indonesia, many problems occur, infrastructure is inadequate, a bad life causes serious problems both now and in the future. One part of the urban community is youth, is a family among children and also adults. So that it is expected to have a solution to deal with these problems. This study aims to see how the role of youth examines the problems that occur so that they can get a simple solution to overcome urban problems in large cities. The method used by the author is descriptive method, reviewing and analyzing existing literacy and concluding to be a solution to the problems that the writer reveals. The results of this study, that the problem of urbanites lies in the absence of a clear and well-detailed program, both from the local and central government. So this matter becomes a common problem, </strong><strong>not</strong><strong> only one part. As for what the youth can provide a solution: namely covering the program and also the policy, the program provided is consisting of</strong><strong> </strong><strong>3 stages, namely: short, medium and long term. The reason is that the program is implemented in accordance with the needs of the urbanites and policies that are the authority of the government. Subject The role of cities in global economic growth. Significance Cities, defined as metropolitan areas with over 500,000 inhabitants, are powering global economic growth. However, by 2014 the results were uneven, as the cities with the highest growth lie in developing countries, mainly in China, while many North American and European cities remain trapped in recession. Current urbanisation models are unsustainable in the long term, posing threats to future economic prosperity. Impacts Most large cities' economies are growing faster than their respective countries and will continue doing so. The less wealthy developing urban areas will converge economically with their more developed peers. The existing patterns of urban sprawl in many cities will lead to an increasing funding gap in basic infrastructure. This funding gap could cause the failure of many cities to deliver basic services such as transport.

Purpose Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform. Design/methodology/approach This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged. Findings The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).” Originality/value This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

Generally, activities conducted by people generate waste. The waste which increasingly rises causing a big problem. Therefore, the role of community in waste management will strongly support the process of solving the waste problem in the community. The purpose of this study was to determine the relationship of engagement and active participation of citizens, as reflected in the attitude of citizens in the activities related to the response to the waste problem in the community. A descriptive method was used in this study to describe the involvement and participation in the prevention of waste. The result showed that the paradigm of PSBM (community-based waste management) appeared sporadically and has not yet received the maximum support from regional governments. A paradigm which is “people pay, the government manages“, has grown within the community for years. It would hardly change people’s behaviour patterns in solving the waste problem in the community since changing the city into a city that is clean, comfortable and healthy involved many parties, including the community.

This article aims to explain the use and role of cute, adora- ble characters in Japanese advertising. Kawaii culture or the “culture of cute” has become known worldwide mainly because of Hello Kitty, the cat which led the “pink globalization”, as Yano (2013) states. In this paper we have attempted to reveal the symbolism of these apparent meaning- less cute signs and characters. Starting from Hofstede’s theory of cultural dimensions (2001, 2003, 2010), which shows how a society’s culture influ- ences the values of its members, we intended to show how are these kawaii characters used in Japanese advertising and how they fit cultural specif- ics. Used either in non-commercial, educational or commercial advertising, cute personae can make the target audience feel more comfortable, secure and cooperating (Murakami, 2005). In this paper we have discussed the role of three iconic characters: the emblematic Hello Kitty, Kumamon, the lovely bear created by the government of Kumamoto Prefecture (Japan) and Gudetama, a lazy egg yolk produced by the Japanese company Sanrio in 2014. The selected characters reflect different types and personalities and each of them serves a specific purpose, but via the analysis conveyed we conclude that perhaps their main aim is to persuade and create a long-term relationship with the public.

The growth of central government debt in Indonesia is the subject of endless discussion for both economists and experts in other fields. Although the government uses this debt in order to increase Indonesia's competence through infrastructure development, there are problems in the form of previous accumulated debts. This accumulative debt is known as the concept of “debt stock” which is assessed through Indonesia's fiscal resilience (APBN) to measure the repayment capacity of new debts that will be made in the future. This ability will be seen using long-term data from 1990 to 2016 which is reflected in the variables of central government debt, government spending and revenue so that it is known that Indonesia's central government debt can still be said to be sustainable and the Indonesian government should prioritize productive expenditures in order to increase government revenues.

There are frequent calls to enhance citizens' trust in government to pave the way towards a new paradigm of participatory governance and strong citizen support for government. In various realms, citizens may directly or indirectly engage with the government through various available mediums, even though, despite the availability of various policies and services provided by the government, citizens are generally passive and adamant in trusting the public sector. While many studies have explored a set of determinants that influence citizens' trust in government (i.e., central government, local government, parliament, and the legal system), few studies have ascertained the relationship and the role of social trust, happiness, governance, and political systems. These are critical factors that may influence trust in government. To address this gap, this study draws on the theoretical lens of social capital theory, proposing that cognitive social trust and citizen happiness—environment and performance—are the most likely predictors of citizen trust in government. This study assumes that citizens' perceptions of governance and political systems will moderate the effect of social trust and happiness on trust in government. Using data from the Asia Barometer Survey 2007, and focusing on data collected from the Philippines, this study tests a latent model employing the structural equation modelling technique. It finds that happiness negatively predicts trust in the central government and the legal system, while all other predictors do not have a significant effect. The findings also show that the political system moderates the impact of social trust and happiness on trust in government. Finally, this article points out its theoretical, empirical, and practical implications and provides directions for future research.

To strengthen Human Security in border areas, the state must pay attention to many things. Various aspects of security continue to be carried out by looking at the multiple sources and potentials that exist, but it is undeniable that there are still many human insecurities. Regulatory potential such as government programs carried out as a form of follow-up to policies made by the Central Government based on the Law on the Protection and Security of Fishermen, Fish Cultivators, and Salt Farmers. To provide opportunities for small and traditional fishers to also be able to take advantage of marine products optimally so that they cannot compete with other fish entrepreneurs. Government policies are essential for the community in shaping human security in the Paloh border area, Sambas Regency, Indonesia. The role of the government and young activists is very much needed for the development of existing or new businesses. Governments that have policies in empowering fishing communities can make it easier for fishing communities to develop correctly.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.
