Nearly two-thirds of the emissions that cause smog come from road transport. In April 2019, the European Parliament adopted new regulations on public procurement to encourage investment in clean buses—electric, hydrogen, or gas. Directive 2009/33/EC is to apply from the second half of 2021. The aim of this article is to make an attempt to simulate the number of zero-emission buses (ZEB) in European Union (EU) member countries in two time horizons: 2025 and 2030, and to forecast the number of clean vehicles in the precise time horizons, including before and after 2050. Research questions are as follows: (1) what will be the number of ZEBs in individual EU countries over the next few years; (2) which of the EU countries will reach by 2030 the level of 95% share of ZEBs in all buses, which are a fleet of public transport buses; and (3) in which year will which EU countries reach the level of 95% share of zero-emission buses. The method used is a Bass model. The conducted analyses demonstrate that, by 2050, only four of the EU members will be able to reach 95% level of share of clean buses in the city bus transport fleets. It is likely that other countries may not achieve this even by 2050.

The article analyzes the city's logistics development strategies and its public transport, especially bus traffic. Statistical analysis of all road transport in the European Union (EU) has been carried out. The most important reasons for the tragic road accidents in Poland have been mixed up. Key elements of active safety and passive safety of buses and road safety were analyzed. Characterized key indicators of road safety in the EU and the probability of bus incidents. The impact on the ecology of the city of road transport was analyzed in terms of the significance of exhaust emissions of various bus designs and emissions of other pollutants.

The article examines the features of public procurement in Ukraine and their compliance with EU standards, the factors that affect their effectiveness. The problems of tender purchases that exist in Ukraine during the process are considered. The changes that took place in the implementation of procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement" are assessed. A detailed description of Poland's experience in public procurement is provided. The number and types of contracts concluded during procurement are analyzed. The main existing shortcomings in the field of public procurement, ways to solve and improve them are considered. The key EU rules on public procurement to be used in Ukraine have been identified. It was established that it is important to bring the mechanism of public procurement in Ukraine closer to the EU requirements, which will allow our country to raise the issue of joining this organization in the future. The purpose of the article is to analyze the features and problems of public procurement in Ukraine and find ways to overcome them. The main task of reforming the sphere of public finances in our country is to introduce an effective mechanism for the use of public procurement in accordance with the principles and approaches applied by EU countries, which should ensure financial efficiency and transparency of the procurement procedure. Public procurement is one of the tools to regulate supply and demand for specific publications. To increase the transparency and efficiency of use in our country, it is necessary to study the experience of EU member states, especially Poland. Analysis of the experience of public procurement in the EU will be able to identify effective approaches to their implementation in Ukraine, thanks to the main tasks of public procurement reform in our country will introduce an effective system in accordance with the principles and approaches used by EU countries. It is necessary to investigate the change that has taken place in public procurement after the introduction in 2020 of a new version of the Law of Ukraine "On Public Procurement", there are both positive and negative aspects that are due to the existence of corruption schemes in tenders.

The paper presents a detailed analysis of the market development stages of public transport bus services. Establishment of a new management model on the urban ground public transport entails a need to create a competitive market, through effective distribution of the city route network. As part of this goal we propose the route grouping method based on weighted average profitability and investigate some Moscow route network. The analysis and classification of these routes can determine the degree of variation in the route profitability. Drawing on the data obtained, we offer certain conclusions concerning the feasibility of a more detailed diversification of route portfolio followed by its further distribution among passenger carriers on regular urban bus routes.

Summary The paper presents basic legal conditions related to the operation and types of video monitoring systems. These considerations include the attempt to diagnose the impact of the use of video monitoring systems on the number of new cases initiated on the basis of the crime rate in the area of the city and county of Walbrzych. The article contains a comparative study based on this indicator in the studied area, in Poland and the EU countries.

Urban transport has a significant impact on the shaping of functionality of cities and well organized makes the city become more attractive as far as the mobility and competitiveness are regarded. Article concerns parameters which pertain to urban bus fleet used in public transport in all voivodeships over the period of 2009-2016. The aim of the paper is to show results of effective demand in urban bus transport. This paper presents also factors that were determining demand.

This paper tries to model the public passenger transport system in the railroad traffic from the aspect of the PSO obligation – the Public Transport Obligations, defined by a Regulation enacted by the state level of authority, in accordance with the EU Parliament Regulation 1370/2007/EC. The paper focuses on the aims of the Regulation which regulate the PSO principles, system financing, compensation and subsidies systems. It also establishes the conditions and trends in EU countries. There is also stress about the structure of expenses and income in the exploitation process in relation to the need for subsidies by local authorities for the transport of passengers

The article presents the problem of air pollution in polish cities on the example of Cracow. The focus was on one of the corrective actions taken by the city – free-fare public transport during high air pollution. Changes in the city's approach to this service since 2015 and consequences for the city budget were presented. Then, the efficiency of free-fare public transport in attracting new passengers was considered. The example of the Nysa town was cited, which introduced such permission for car drivers, but withdrew it three years later. In the next step, the concentration of air pollution before and after the activation of free-fare public transport in the heating season 2018/2019 was analyzed. Particulate matter PM10, nitrogen oxide and carbon monoxide were taken into account. There was no constant relationship between the changes in the level of these pollutants in the air and the full-paid (or fare-free) public transport. There is also no reason for the need to change parameters based on witch the fare-free public transport is activated. Finally, the necessity of further efforts of central and local authorities to improve air quality as well as further research on sources of air pollution and efficiency of undertaken actions was emphasized. Road transport has become the major source of environmental pollution and it is also one of the biggest environmental risks in the EU countries. Good air quality is very important for population as pollutants have negative impacts on human health. The paper deals with relationship between air pollutants generated by road transport and the life expectancy in EU countries. At the beginning of the paper the main pollutants from motor vehicles are described and impact on human health is summarized too. We use regression analysis of panel data to analyse the relationship between chosen air pollutants and life expectancy. Our results show negative impacts of nitrogen oxide and sulphur oxide, specifically reduction in life expectancy by 1.49 years for nitrogen oxides and 0.28 years for sulphur oxides with an increase of the pollutant by 1%. So according to our findings economic policy makers should focus primarily on the reduction of nitrogen and sulphur oxides.
