A model developed at the University of Tomsk, Russia, for high latitudes (over 55° N) is proposed and applied to the analysis and observation of the solar resource in the state of Sonora in the northwest of Mexico. This model utilizes satellite data and geographical coordinates as inputs. The objective of this research work is to provide a low-cost and reliable alternative to field meteorological stations and also to obtain a wide illustration of the distribution of solar power in the state to visualize opportunities for sustainable energy production and reduce its carbon footprint. The model is compared against real-time data from meteorological stations and satellite data, using statistical methods to scrutinize its accuracy at local latitudes (26–32° N), where a satisfactory performance was observed. An annual geographical view of available solar radiation against maximum and minimum temperatures for all the state municipalities is provided to identify the photovoltaic electricity generation potential. The outcomes are proof that the model is economically viable and could be employed by local governments to plan solar harvesting strategies. The results are generated from an open source model that allows calculating the available solar radiation over specific land areas, and the application potential for future planning of solar energy projects is evident.

Charles Madge is best known as a founder of Mass Observation, but he was also an accomplished poet, a journalist, and a social scientist. Madge was born in Johannesburg and educated at Cambridge (he never completed his degree) where he learned from I. A. Richards and came into contact with Surrealism. T. S. Eliot championed Madge’s poetry and published the latter’s The Disappearing Castle (1937) and The Father Found (1941). Madge’s verse was deemed exemplary enough of his era to be included in W. B. Yeats’ Oxford Book of Modern Verse (1938). With Eliot’s help, Madge secured a job as a reporter for The Daily Mirror in 1935 and he became increasingly aware of a breach between the daily lives of British citizens and the operations of those in power. With Humphrey Jennings and Tom Harrisson, Madge launched Mass Observation in 1937, hoping to marshal poetry, sociology, and anthropology to reconnect the desires of the population with the workings of the state. Madge and Harrisson’s personalities were often in conflict during the early years of Mass Observation. Madge left Mass Observation and took up more mainstream research work with J. M. Keynes at the National Institute for Economic and Social Research from 1940 to 1942. Despite his lack of academic training, Madge assumed the first chair in sociology at the University of Birmingham in 1950, a position he held for twenty years.

In this study, the state of the production, market, and integrated management of mineral water in South Korea was assessed and a strategy was established to improve the competitiveness of mineral water with respect to foreign brands. Diverse data, including a number of mineral water manufacturers, daily permitted volume, daily production amounts, sales volume, and sales amounts, were used to clarify the state of mineral water and establish a strategy. Real-time data transmitted from the mineral water manufacturers were analyzed and managed in an integrated management system (IMS). Chemical characteristics of mineral water were analyzed to assess water quality and identify problems related to contamination. This study shows that specialization plans according to geological characteristics should be established, rather than focusing on quantitative growth by a low-cost sales method. The establishment of contamination management plans was found to be needed for wells with potential pollution due to sub-surface inflow into the wells. We suggest that an independent editing system of the attribute information needs to be designed based on the analysis and management of the IMS.

Palabras clave: Desarrollo local, actores territoriales, desarrollo endógeno, universidad, desarrollo sostenible Summary This research work was motivated by the deficiencies of articulation between universities and territorial actors for local development, aiming to design a model that achieves this articulation. The study was a quasi-experimental cohort, interviews and surveys were applied as empirical methods, results that allowed the conclusions to be obtained, which enabled the design of the model, which has as articulating axis the leadership that must develop the university as a body of Development of the towns, generating synergy with the decentralized local governments and the other territorial actors, propitiating a planning that allows changes towards the sustainable development in the social area of the territory. In the same way it is detected that the topic of local development covers many fields and is being introduced with emphasis in the programs presented by the central government, each of them oriented with the national plan of good living, also highlights the role of cooperation Within the process of endogenous development. The Cemetery of the Porte Sante in Florence is located on San Miniato al Monte, one of the highest hills of the city. The cemetery was built in 1854 and it has always been characterized by a monumental nature. Since the end of 1800 the excavated burials were enriched with decorations, and other areas were dedicated to the creation of chapels and mausoleum made by the most famous architects of the time. Today the cemetery is not well preserved: many tombs are abandoned and there is a general need of restoration. During the Diagnostics Laboratory of the Specialization School of the University of Florence, many studies on the major chapels of the cemetery have been carried out. In this paper is presented the survey and the analysis on the state of decay of the Bogliaco Bartolani Chapel, projected in 1913 by Architect Enrico Dante Fantappiè, an Italian master of Eclecticism. This chapel is a very interesting example of the style, in which stands out the juxtaposition and contrast of different materials and crafts. The studies on the chapel follows a line that go from an initial photographic and metric survey, to a bibliographic and archive research work and finally to an examination of the decay phenomena on the exterior façades. The final phase will be a comparison between this tomb and another example of chapel by Fantappiè, located in the same cemetery: similar construction design leads to similar state of decay. Moreover the workflow presented could be an interesting example of how studies can be carried out with reduced expenses in case of a very low budget. In the cemetery public and private properties (often dispersed) are converging: pushing the boundaries of proprieties is crucial to carry out a policy of recovery of one of the monumental hills of Florence.

Many labs today wish to transfer data between their EDS systems and their existing PCs and minicomputers. Our lab has implemented SpectraPlot, a low- cost PC-based system to allow offline examination and plotting of spectra. We adopted this system in order to make more efficient use of our microscopes and EDS consoles, to provide hardcopy output for an older EDS system, and to allow students to access their data after leaving the university. As shown in Fig. 1, we have three EDS systems (one of which is located in another building) which can store data on 8 inch RT-11 floppy disks. We transfer data from these systems to a DEC MINC computer using “SneakerNet”, which consists of putting on a pair of sneakers and running down the hall. We then use the Hermit file transfer program to download the data files with error checking from the MINC to the PC.

In the second half of the nineteenth century, the nature of the national policy of Russia is significantly changing. After the events of 1863 in Poland (the Second Polish uprising), the government of Alexander II gradually abandoned the dominant idea of anathematizing, whose essence is expressed in the domination of the principle of serving the state, the greatness of the empire. The tsar-reformer deliberately changes the policy of etatamism into the policy of state ethnocentrism. The manifestation of such a change is a ban on teaching in Polish (1869) and the temporary closure of the University of Warsaw. At the end of the 60s, the state's policy towards a five million Russian Jewry was radically revised. The process of abolition of restrictions on travel, education, place of residence initiated by Nicholas I, was provided reverse.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues. This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
