This paper uses the methods of System Generalized method of moments (SYS-GMM), mediation effect and linkage effect to investigate the relationship among social organization participation, government governance and the equalization of basic public services from 2007 to 2017 in China. The empirical results show that the participation of social organizations and improvement in the government governance can promote the equalization of basic public services. The government has a greater capacity to drive the equalization of basic public services, but the density of social organizations can serve as a mediator in the equalization of basic public services. The government governance and social organization density have a strong linkage effect, but the link with social organization quality is weak. Furthermore, a linkage effect is evident in medical and health care, public education, environmental protection, and public culture but not in public science and social welfare.

PurposeThe procurement strategy challenges that influence the development of sustainable smart housing require a holistic system approach that models the relationships between procurement strategies and sustainable smart housing development approach. This considers the use of technology partnering to ensure value for money. The purpose of the paper is to assess the mediation effect of the technology partnership on procurement strategy influencing sustainable smart housing development.Design/methodology/approachThis study used a quantitative approach and primary data were collected via a structured questionnaire. In total, 500 survey questionnaires were administered to project managers in the Nigerian construction industry and a stratified proportionate random sampling method was used for the selection of respondents.FindingsThe results indicated that the procurement strategy influenced sustainable smart housing development in Nigeria, and the technology partnership mediates the relationship between procurement strategy and sustainable smart housing development.Research limitations/implicationsThis quantitative study is based on the perception of construction project managers in Nigeria. The findings serve as an awareness of the government and other stakeholders in the construction industry on the development of sustainable smart housing in Nigeria.Practical implicationsThe study establishes that technology partnership mediates the relationship between procurement strategy factors and sustainable smart housing development through enhancement of smart housing development and serves as awareness to stakeholders on the factors influencing smart housing development in Nigeria.Social implicationsThe study suggests that technology partnership influences the effect of procurement strategy factors on sustainable smart housing and hence improves the development of smart housing in developing countries.Originality/valueMediation roles of technology partnership minimize procurement strategy challenges and enhance sustainable smart housing development.

This article examines the effect of corruption on the foreign direct investment (FDI) of BRICS economies, such as Brazil, Russia, India, China and South Africa. An annual data series of BRICS for 1995–2015 is used. The empirical model is estimated by using the system generalized method of moments (SGMM). The estimated outcomes suggest that corruption impacts FDI positively and significantly when these five nations are merged as a single unit. It is because corruption yields a restrictive economic effect. Moreover, the study also revealed that when we study the countries separately, corruption has a negative and significant effect on FDI in Brazil, China and India, whereas, the relationship becomes insignificant for Russia and South Africa. Results suggest that governments should enhance their policies to control corruption. Furthermore, to attract more FDI, the government of each country should look into the motivation behind their FDI inflows and tailor their polices accordingly.

The “electronic government” movement has swept across most countries in the last decade. This movement represents a new paradigm for public services. As we know, traditional public services may be improved in many ways by the Internet. According to the literature reviewed, we found many studies were only focused on how to technically establish Web sites that allow citizens appropriate access to government information. However, few studies paid attention to the relationship management among the different e-government stakeholders. Therefore, the objective of this chapter is to integrate the relationship management among the three groups of stakeholders: the government itself, its citizens and employees. In this chapter, we will examine the literature regarding to the underlying rationale of a successful e-government. Also, an evaluation system for the usability of government Web sites that support relationship management among citizens, government employees and public services are developed and empirically tested.

Government through Presidential Regulation No. 95 of 2018 concerning SPBE supports and realizes clean, effective and transparent government governance so that it has quality and trusted public services. To improve society using e-government based services, it is necessary what factors influence a person to use e-government services. This study uses the UTAUT2 research model and the Government Adoption Model (GAM) to determine the factors that influence a person using e-government in Gunungkidul. This study used the PLS SEM measurement method and found that the factors that influence e-government acceptance are effort expectation, facilitating conditions, and computer self-efficacy.

One of the prerequisites for improving transparency and accountability of state financial management (central and regional) is to reform the presentation of financial statements, i.e. the government should be able to provide all relevant financial information honestly and openly to the public. Research is a quantitative research with survey method in SKPD in the Provincial Government of South Sumatra numbering 127. Data is processed with the help of WarpPLS. Based on the results of the analysis, the user attitude is able to mediate the relationship between the ease of the user to the management of regional information systems and the usefulness of being able to mediate the relationship of ease of users to the management of regional information systems</span></em>

The rapid economic development has severely damaged the ecological environment and affected public health. Firms are the main source of pollution; thus, corporate environmental responsibility (CER) has attracted great attention from the government, shareholders and the public. This study used both the fixed effects model and the system GMM (Generalized Method of Moments) model to examine the relationship between environmental pollution, environmental regulations and CER for 30 provinces in China, over the period 2005 to 2015. This study drew the following results: first, mandatory CER disclosure policy can significantly decrease environmental pollution. Second, an inverted U-shaped relationship exists between environmental regulations and environmental pollution. Third, environmental pollution has a positive impact on CER. Fourth, an inverted U-shaped relationship exists between environmental regulations and CER. Therefore, it is necessary to find a balance between environmental regulations affecting environmental pollution and CER so that they can effectively reduce environmental pollution and increase the enthusiasm of firms to carry out environmental responsibility activities.

This study established a relationship of innovations and employees’ job performance in the government sector and also the mediating effect of technology towards the relationship. It adopted quantitative approach where data was collected through questionnaires survey and analyzed statistically. The questionnaire survey utilized simple random sampling methods among UAE government employees. A total of 300 questionnaires were distributed randomly and 265 were returned indicates 88.3% response rate. The collected data was then used to develop and assess SEM-AMOS mediation model. The results found that all the direct relationships reported a positive effect. It also found that the innovation dimension constructs and technology mediating construct havingexplained 84% variation in employees’ job performance constructs. For indirect/mediation effect, it was found that technology does not show any mediation effect on the relationship between innovation and job performance constructs. This implies that technology does not mediate the relationship between innovation strategies and the employees’ job performance. It also implies that for an effective employees’ job performance core attention to building and managing an innovation approach is required in the UAE government sector. Thus, innovation strategies give more influence to employees’ job performance in the government sector through the distinctive capabilities of UAE ministry employees.

The objectives of the research are to investigate the influence of destination image and tourist satisfaction on tourist behavioral intention, and to test the mediation effect of tourist satisfaction on the relationship between destination image and tourist behavioral intention. Using accidental sampling method, 400 tourists visited Ramelau Mountain participated in the survey by filling up the prepared questionnaires. While Smart-PLS 3.1 was used for data analysis. The result of the research demonstrates that tourist destination image and tourist satisfaction positively and significantly influences tourist behavioral intention, and tourist satisfaction significantly influences the relationship between destination image and behavioral intention. Empirically the research helps enrich studies on tourist destinations with tourist behavioral intention in countries that just start developing their tourism industry. This study also assists the government in developing natural attractions, culture, infrastructure, facility, accessibility, value, and price to change tourist behavioral intention to visit and revisit, and to recommend tourist destinations to other people.

Government needs healthy and permanent finance resource to carry out its functions successfully and effectively. Healthy and permanent finance resource depends on efficiency of tax system. There are two sides in taxation: the government who impose taxes and citizens who pay taxes. The relationship between these two sides, their views about each other's significantly influence the successiveness of tax system. In our study we research taxpayers' perceptions of the tax, their tax conscience and their opinions about tax system and government. The results of the survey carried out in capital city of Kyrgyzstan between 500 taxpayers showed that the tax culture is low and the most important factors affecting the tax culture are: trust in the government, quality of public services and the informal economy. Moreover, proposals will be given, in order to establish more efficient tax system by improving tax culture.

Objectives: The new public service theory is a new theory and practice mode of public administration, which provides an important theoretical platform and a new perspective for the construction of government service center. Value pluralism will inevitably make it difficult for a single value appeal to be consistent with the public value of the public. Methods: If the principle of single value supremacy is the only one, it will promote the infinite development of a certain kind of sports social organizations. Results: To improve the supply efficiency of sports public services, social sports services belong to public organizations, and their development aims to provide social sports services for all citizens, which requires a large number of human resources to participate in public sports services and management. The development of sports social organizations is influenced by economic development and the implementation of the national regional development strategy, the understanding of the government and relevant departments, and the development of sports public services. Conclusion: The choice of paths to promote the innovation mode of social services will provide better public services for improving the existing supply mode and system of public services.
