The growth of poor jobs related to economic crisis adds to its increase since the mid-1970s as a result of new forms of flexible employment. In Europe, there is no clear evidence on whether working in a poor-quality job is better for mental wellbeing than being unemployed. The objectives of this study were to compare mental wellbeing between the unemployed and those working in jobs with different quality levels and to examine gender and welfare state differences in Europe. We selected 8324 men and 7496 women from the European Social Survey, 2010. Hierarchical multiple logistic regression models were fitted, separated by sex and country group. No significant differences in mental wellbeing were shown between unemployed-non-active, unemployed-active, and those working in low-quality jobs in either sex. Only men from Conservative countries in low-quality jobs had better mental wellbeing than unemployed (non-active) men. Only having a good-quality job reduced the likelihood of poor mental wellbeing compared with being unemployed (non-active) among men in all countries (except Social-Democratic) and among women in Eastern and Southern European countries. No differences were observed among men or women in Social-Democratic countries, while strong gender differences were found in Conservative and Liberal countries. Our study indicates the need to take job quality into account, in addition to creating jobs during economic crises. The main mechanisms to explain the strong gender and welfare state differences identified could be social protection for unemployed, labor market regulations, and family models.

This article explores potential cleavages and conflicts between political support coalitions of social investment versus classical social transfer policies. To that extent, we analyse international survey data from the European Social Survey (ESS) for 21 European countries. Our central finding is that different welfare state beneficiary groups perceive and react negatively to increased government involvement in policy fields from which they do not benefit themselves: single parents are more likely to oppose government support for the unemployed when long-term replacement rates in the unemployment benefit scheme are high. Vice versa, the unemployed are less likely to support the public provision of childcare services if the latter is already well-funded. This finding has implications for the study of welfare states in general because it implies that in mature welfare states, political conflicts may be less about the welfare state as such, but about the distribution of welfare state services and benefits between different groups of beneficiaries.

What configuration of institutions and policies is most conducive to human flourishing? The historical and comparative evidence suggests that the answer is social democratic capitalism — a democratic political system, a capitalist economy, good elementary and secondary schooling, a big welfare state, pro-employment public services, and moderate regulation of product and labor markets. Lane Kenworthy shows that this system improves living standards for the least well-off, enhances economic security, and boosts equality of opportunity. And it does so without sacrificing other things we want in a good society, from liberty to economic growth to health and happiness. Its chief practitioners have been the Nordic nations. The Nordics have gone farther than other rich democratic countries in coupling a big welfare state with public services that promote high employment and modest product- and labor-market regulations. Many believe this system isn’t transferable beyond Scandinavia, but Kenworthy shows that social democratic capitalism and its successes can be replicated in other affluent nations, including the United States. Today, the U.S. lags behind other countries in economic security, opportunity, and shared prosperity. If the U.S. expanded existing social programs and added some additional ones, many Americans would have better lives. Kenworthy argues that, despite formidable political obstacles, the U.S. is likely to move toward social democratic capitalism in coming decades. As a country gets richer, he explains, it becomes more willing to spend more in order to safeguard against risk and enhance fairness. He lays out a detailed policy agenda that could alleviate many of America’s problems.

Abstract The worldwide economic crisis of the last decade, and still unresolved, led to a great recession involving all major economies. Since economic factors may influence mental wellbeing, not surprisingly a rise in poor mental health was observed in different countries, while representing a great challenge to psychiatric interventions. This paper aims at reviewing the available English literature focusing on the impact of the current economic crisis on mental health, with a special focus on depression and suicide. Available studies indicate that consequences of economic crisis, such as unemployment, increased workload or work reorganization, and reduced staff and wages, may constitute important stressing factors with a negative impact on mental health. Although data are not easily comparable in different countries, depression seems to be the most common psychiatric disorders especially in middle-aged men. Even suicide rates seem to be increased in men, mainly in countries with no public welfare or poor family relationships. All these findings require a careful attention from both governments that cut resources on public health instead of investing in it, and psychiatric associations that should implement appropriate strategies to face and to manage this sort of depression epidemic driven by economic crisis. Again, as available data suggest that the impact of the crisis might have been attenuated in countries with higher spending in social protection, they clearly urge policy makers to take into account possible health externalities associated to inadequate social protection systems.

The severe economic crisis that has surfaced in Greece over the last eight years, not only has resulted to an unprecedented social crisisbut has also challenged long established domestic patterns of solidarity. By defining social solidarity very generally as “the willingnessto share social risks” this paper aims at highlighting two parallel processes of transformation of solidarity in Greece in the contextof the ongoing crisis. First, a process of retrenchment of an already problematic formal welfare state solidarity, largely imposedby the successive bail out agreements with the Troika. Secondly, the emergence of various forms of informal solidarity, aimed at supportingthe social groups most affected by the crisis. The paper concludes that although the latter has played an important role in offeringimmediate relief to those “in need”, is far from being considered, neither as a panacea for solving social problems nor as a substituteto welfare state solidarity, at a time when the demand for social protection has increased dramatically.

The economic crisis and the unequal degree to which it has affected European Union (EU) member states have fuelled the debate on whether the EU should take responsibility for the living standards of European citizens. The current article contributes to this debate by investigating for the first time public support for an EU-wide minimum income benefit scheme. Through an analysis of data from the European Social Survey 2016, our results reveal that diverging national experiences and expectations are crucial in understanding why Europeans are widely divided on the implementation of such a benefit scheme. The analysis shows that (1) welfare state generosity and perceived welfare state performance dampen support, (2) those expecting that ‘more Europe’ will increase social protection levels are much more supportive, (3) the stronger support for a European minimum income benefit in less generous welfare states is explained by more optimistic expectations about the EU’s domestic impact and (4) lower socioeconomic status groups are more supportive of this policy proposal. These findings can be interpreted in terms of sociotropic and egocentric self-interests, and illustrate how (perceived) performance of the national welfare state and expectations about the EU’s impact on social protection levels shape support for supranational social policymaking.

AbstractWelfare opinion research has traditionally viewed migration as a potential hazard for welfare solidarity. In this article, we argue that while increased presence of foreigners can indeed make some people less supportive of public welfare provision in general or trigger opposition to migrants’ social rights, the link between migration and solidarity is not universally a negative one. Instead, many people can combine support for migration with high preferences for comprehensive social protection; others can endorse migration while they are not particularly supportive of an all-encompassing welfare state. Based on this line of reasoning we construct a taxonomy of four ideal types of welfare solidarity that are present in contemporary European welfare states. To illustrate the usefulness of this heuristic tool, we apply Latent Class Factor Analysis to European Social Survey round 8 data. We find that the majority of Europeans (56%) combine strong support for both migration and the welfare state (extended solidarity). However, exclusive solidarity is also widely spread as over a quarter of respondents (28%) oppose migration while expressing strong support for the welfare state. People who oppose migration and have relatively low preference for the welfare state (diminished solidarity) represent a small minority (5%). A little more than a tenth (11%) of Europeans endorse migration, but express relatively low support for the welfare state, which we assume to be a reflection of cosmopolitan solidarity. Despite considerable variation in the incidence of the four solidarities across countries, the preference structure is the same for all. Further, we find that at the individual level, the propensity to hold one of these types of solidarities is influenced by social trust, citizenship and country of birth, financial situation, education, and residence type. However, the extent of migration and social spending do not appear to be related with the propensity of holding either type of solidarity as the liberal’s dilemma and the welfare chauvinism theories would predict.

"East Asian countries have been hit yet again by economic crisis, this time of a global nature, after having endured the Asian economic crisis of 1997-98. Social protection for the weak in society during the crisis poses a great policy challenge. This paper examines Korea’s social policy responses to these economic crises in the context of the evolution of the welfare state. Faced with the economic crisis of 1997-98, the welfare state was extended and strengthened in terms of coverage and benefits in order to facilitate labor market reform. In the current global economic crisis, social policies such as public assistance and unemployment benefits, together with extra job-retaining measures that the government put into place, have enabled Korea to respond much more effectively to social risks arising from the crisis than it did during the earlier Asian crisis. However, it is imperative for Korea to further strengthen the welfare state, particularly in the areas of social services for children and the elderly, in order to maintain its economic potential in the face of dramatic demographic transitions and changes in family structure that are likely to occur in the future."

The approach of the new millennium appears to signal the demiseof traditional models of social organization. The political core ofthis process of change—the restructuring of the welfare state—andthe related crisis of the industrywide collective bargaining agreementhave been subjects of much debate. For some years now inspecialist literature, this debate has been conducted between theproponents of a neo-liberal (minimally regulated) welfare state andthe supporters of a social democratic model (highly regulated). Thealternatives are variously expressed as “exit vs. voice,” “comparativeausterity vs. progressive competitiveness,” or “deregulation vs.cooperative re-regulation.”

For the Netherlands and Belgium in the twentieth century, occupation is a key concept to understand the impact of the war on welfare state development. The occupation shifted the balance of power between domestic social forces: this was more decisive for welfare state development than the action of the occupier in itself. War and occupation did not result exclusively in more cooperation between social classes: some interest groups saw the war as a window of opportunity to develop strategies resulting in more social conflict. Class cooperation was often part of a political strategy to gain control over social groups or to legitimate social reforms. The world wars changed the scale of organization of social protection, from the local to the national level: after World War II social policy became a mission for the national state. For both countries, war endings had more lasting effects for welfare state development than the occupation itself.

Traditionally Germany has been categorized as the archetypical conservative welfare state, a categorization not systematically questioned in much of the comparative welfare state regime literature. For many scholars Germany was largely stuck and unable to reform its coordinated market economy and welfare state arrangements at the turn of the twenty-first century, due to a large number of veto points and players and the dominance of two ‘welfare state parties’. More recent research has highlighted a widening and deepening of the historically institutionalized social protection dualism, whilst at the same time significant family policy transformations, which can be considered as partially in line with the social investment paradigm, have been emphasized. This chapter sets out to sketch the main policy developments and aims to identify political determinants of social policy change in Germany.
