The Crisis Management Manual is essential for safe and rapid evacuation in the event of an accident. However, the disaster response measures in the current ship evacuation manual are not systematic and are simple and impractical. In particular, the current instructions when the ship is heeling call for evacuation to the highest deck, in the opposite direction. This advice is dangerous, however, because it is isolated to a specific space, due to the walking limit angle according to the angle of heel during evacuation. This study focuses on the MV Sewol ferry accident on 16 April 2014, to evaluate the risk of isolation at sea when evacuating to the highest deck opposite in the direction of heeling when the ship was sinking. According to the initial angle of heel and various angular velocities, hazard maps were created for each safety factor to predict the risks for each situation, by performing a comprehensive evaluation of the safe and dangerous situations when evacuating to the highest deck. The problems and limitations of the current evacuation manuals and systems were identified, and the necessity of a new evacuation solution was presented.

Abstract. Geomophological hazard assessment is an important component of natural hazard risk assessment. This paper presents GIS-based geomorphological hazard mapping in the Red Sea area between Safaga and Quseir, Egypt. This includes the integration of published geological, geomorphological, and other data into GIS, and generation of new map products, combining governmental concerns and legal restrictions. Detailed geomorphological hazard maps for flooding zones and earth movement potential, especially along the roads and railways, have been prepared. Further the paper illustrates the application of vulnerability maps dealing with the effect of hazard on urban areas, tourist villages, industrial facilities, quarries, and road networks. These maps can help to initiate appropriate measures to mitigate the probable hazards in the area.

The dynamic growth of contemporary cadastral systems depends on multiple factors, which include, e.g. economic policy of a given country and possibilities of implementing activities supporting innovation and transfer of new technologies. A modern cadastre should satisfy not only its leading functions, which include, e.g. fiscal, information, legal or record functions. It should also be oriented towards new challenges, including 3D geovisualisation, which will enable multidimensional visualisation of cadastral objects. New data visualisation methods will contribute to extending the existing functions of cadastral systems and to emergence of new functions, e.g. related to ensuring public safety as a basic aim of crisis management, being an important element of sustainable development. This paper presents a concept of a database of multidimensional cadastral system enabling, for instance, 3D visualisation of system objects, incorporating its known functions (e.g. fiscal, information or legal functions), and also a new purpose –support for crisis management. Additionally, the study indicates sources of data that should be used for this type of undertaking (e.g. flood hazard maps, maps of areas at risk of mass land movements, orthophotomaps).

Abstract. In the Lombardy Region, as in many other contexts all over the world, hazard maps do not have a precise legislative confirmation. Despite this, they are necessary to support several institutional activities, and among these, local urban planning. An approach to hazard analysis and mapping that fits the Lombardy Region legislative framework is presented here that introduces a level of experimental modelling, making use of SOBEK 1-D–2-D as a tool for hydrodynamic simulations. A stretch of 17 km of the Adda river in Valtellina has been modelled, referring to twelve scenarios characterised by different temporal probabilities, and comprising the main sources of uncertainty. The results were compared with available local hydraulic studies, and combined to obtain two complementary flood hazard maps which could usefully support urban planning. Advantages and drawbacks of this modelling approach, together with considerations related to flood hazard mapping are discussed.

Abstract. Probabilistic seismic hazard analysis of Peshawar District has been performed for a grid size of 0.01∘. The seismic sources for the target location are defined as the area polygon with uniform seismicity. The earthquake catalogue was developed based on the earthquake data obtained from different worldwide seismological networks and historical records. The earthquake events obtained at different magnitude scales were converted into moment magnitude using indigenous catalogue-specific regression relationships. The homogenized catalogue was subdivided into shallow crustal and deep-subduction-zone earthquake events. The seismic source parameters were obtained using the bounded Gutenberg–Richter recurrence law. Seismic hazard maps were prepared for peak horizontal acceleration at bedrock level using different ground motion attenuation relationships. The study revealed the selection of an appropriate ground motion prediction equation is crucial for defining the seismic hazard of Peshawar District. The inclusion of deep subduction earthquakes does not add significantly to the seismic hazard for design base ground motions. The seismic hazard map developed for shallow crustal earthquakes, including also the epistemic uncertainty, was in close agreement with the map given in the Building Code of Pakistan Seismic Provisions (2007) for a return period of 475 years on bedrock. The seismic hazard maps for other return periods i.e., 50, 100, 250, 475 and 2500 years, are also presented.

The disaster management gain anew dimension with UU 24/ 2007 and followed some related regulations.Mitigation program implemented by BPBD Banjarnegara includes Structuraland Non Structural Mitigation has been completed well. For example, disasterdatabase, installation of Early Warning System (EWS), information andsocialization, training and disaster simulation.In the future, mitigation will be focused on public education. Thegovernment should implement the hazard maps, environmental improvement,evacuation route, installation of low-cost EWS at all location, and relocation. inadditon, whole villages must become village disaster response (desa tanggapbencana).Key words : landslides; structural mitigation; non structural mitigation.

1. Introduction It is expected that Tokyo Metropolitan area and her vicinity may be jolted by a devastating earthquake with a 70% chance for the next 30 years. If it happens, an unprecedented scale of damage and losses may follow. With the severity of possible consequences due to this earthquake, a special project, entitled as “Special Project for Metropolitan Earthquake DisasterMitigation in Tokyo Metropolitan Area” (2007-2011), is commissioned by the Ministry of Education, Culture, Sports, Science, and Technology of Japan (MEXT), This special project consists of three subprojects; Seismology, Earthquake Engineering, and Crisis Management and Recovery. In this issue of JDR, we will introduce 10 papers produced as a series of the achievements from the subproject on Crisis Management and Recovery. This subproject considers Tokyo Metropolitan Earthquake as a national crisis occurred in the Tokyo metropolitan area. All the available knowledge of disaster researchers should be gathered from nationwide, including both emergency response and long-term recovery to minimize damage and losses. This project examines measures for improving the capacity for the people from disaster management organizations to react to crisis and help rebuilding life recovery of disaster victims. An information-sharing platform will be proposed to comprehensively manage individual disaster response and recovery measures. “Training and exercise systems” will be introduced to empower local capacity to mitigate and recover from disaster by integrating all of the project achievements among stakeholders. The final goal of this project is to make ourselves prepared for help the anticipated 25 million victims at most due to Tokyo Metropolitan earthquake.

AbstractIntroductionNo standard exists for provision of care following catastrophic natural disasters. Host nations, funders, and overseeing agencies need a method to identify the most effective interventions when allocating finite resources. Measures of effectiveness are real-time indicators that can be used to link early action with downstream impact.HypothesisGroup consensus methods can be used to develop measures of effectiveness detailing the major functions of post natural disaster acute phase medical response.MethodsA review of peer-reviewed disaster response publications (2001-2011) identified potential measures describing domestic and international medical response. A steering committee comprised of six persons with publications pertaining to disaster response, and those serving in leadership capacity for a disaster response organization, was assembled. The committee determined which measures identified in the literature review had the best potential to gauge effectiveness during post-disaster acute-phase medical response. Using a modified Delphi technique, a second, larger group (Expert Panel) evaluated these measures and novel measures suggested (or “free-texted”) by participants for importance, validity, usability, and feasibility. After three iterations, the highest rated measures were selected.ResultsThe literature review identified 397 measures. The steering committee approved 116 (29.2%) of these measures for advancement to the Delphi process. In Round 1, 25 (22%) measures attained >75% approval and, accompanied by 77 free-text measures, graduated to Round 2. There, 56 (50%) measures achieved >75% approval. In Round 3, 37 (66%) measures achieved median scores of 4 or higher (on a 5-point ordinal scale). These selected measures describe major aspects of disaster response, including: Evaluation, Treatment, Disposition, Public Health, and Team Logistics. Of participants from the Expert Panel, 24/39 (63%) completed all rounds. Thirty-three percent of these experts represented international agencies; 42% represented US government agencies.ConclusionExperts identified response measures that reflect major functions of an acute medical response. Measures of effectiveness facilitate real-time assessment of performance and can signal where practices should be improved to better aid community preparedness and response. These measures can promote unification of medical assistance, allow for comparison of responses, and bring accountability to post-disaster acute-phase medical care. This is the first consensus-developed reporting tool constructed using objective measures to describe the functions of acute phase disaster medical response. The study aimed to identify the degree of evaluation of a sample of Palestinian university students in the governorates of Gaza for its role in responding to disasters and crisis management in the light of the Corona epidemic, and to discover whether there was statistical significance at the level of significance between the average evaluation of the sample members for this role because of the variables: (sex, the college). To achieve this, the researcher followed the descriptive analytical approach by applying a questionnaire consisting of (34) paragraphs on (412) male and female students from the fourth level and above who were tested in a simple random manner. The results showed that the sample evaluation. The role of universities in disaster response and crisis management in light of the Corona epidemic was of great importance in relative weight (78.33%). There are statistically significant differences between the mean scores for the evaluation of the sample individuals for this role due to the sex variable, in favor of males, while there are no differences due to the college variable. The study recommended that universities should analyze the reserve capacity of their resources during this phase and merge the stage of prevention of repercussions with the stage of preparedness for confrontation.

INTRODUCTION: Communication and information exchange are of great importance in order to coordinate crisis management in an emergency and rescue processes. Therefore, the attainment of a strong, complete, and stable communication infrastructure will be among the vital factors for providing an appropriate response to emergencies. The use of new technologies that seem to ensure reliable communication and information exchange must be constantly evaluates. METHODS: This review study searched articles published from 2000 to 2021 in Persian and English regarding blockchain technology applications in such databases as Google Scholar, Science Direct, and PubMed using keywords, including rescue, blockchain, and crisis management. FINDINGS: Accurate and optimal presentation of information is an essential prerequisite for crisis management in response to disasters due to the significant impact of each role-maker's decisions. Innovative blockchain technology is extensively used in various fields and is usually well-known and popular for its decentralized and distributed organization and leadership. CONCLUSION: In general, blockchain technologies have shown success in reducing logistics, support, executive, and management costs in different areas. Crisis management in emergencies and disaster response can be significantly improved by the implementation of blockchain technologies. In addition, studies show that the implementation of blockchain technology in crisis management during an emergency and rescue processes is very complex and requires a great deal of cooperation from all parties. However, it will be effective in practice.
