This article shows a novel geo-visualization method of dynamic spatiotemporal data that allows mobility and concentration of criminal activity to be study. The method was developed using, only and significantly, real data of Santiago de Cali (Colombia), collected by the Colombian National Police (PONAL). This method constitutes a tool that allows criminal influx to be analyzed by concentration, zone, time slot and date. In addition to the field experience of police commanders, it allows patterns of criminal activity to be detected, thereby enabling a better distribution and management of police resources allocated to crime deterrence, prevention and control. Additionally, it may be applied to the concepts of safe city and smart city of the PONAL within the architecture of Command and Control System (C2S) of Command and Control Centers for Public Safety. Furthermore, it contributes to a better situational awareness and improves the future projection, agility, efficiency and decision-making processes of police officers, which are all essential for fulfillment of police missions against crime. Finally, this was developed using an open source software, it can be adapted to any other city, be used with real-time data and be implemented, if necessary, with the geographic software of any other C2S.

This research identifies specific communication sensor features vulnerable to fog and provides a method to introduce them into an Advanced Framework for Simulation, Integration, and Modeling (AFSIM) wargame scenario. Military leaders use multiple information sources about the battlespace to make timely decisions that advance their operational objectives while attempting to deny their opponent’s actions. Unfortunately, the complexities of battle combined with uncertainty in situational awareness of the battlespace, too much or too little intelligence, and the opponent’s intentional interference with friendly command and control actions yield an abstract layer of battlespace fog. Decision-makers must understand, characterize and overcome this “battlespace fog” to accomplish operational objectives. This research proposes a novel tool, the Fog Analysis Tool (FAT), to automatically compile a list of communication and sensor objects within a scenario and list options that may impact decision-making processes. FAT improves wargame realism by introducing and standardizing fog levels across communication links and sensor feeds in an AFSIM scenario. Research results confirm that FAT provides significant benefits and enables the measurement of fog impacts to tactical command and control decisions within AFSIM scenarios.

Using a simulated Emergency Medical Services (EMS) dispatch center during multi-casualty incident management, this study explored whether the presence of a separate situation display in a Command and Control (C2) setting might require attention at the expense of attending an individual task display, and how it influenced performance and situational awareness. Overall, participants always attended the task display more than the situation display. However, the situation display drew attention at the expense of attending less the task display. The presence of the situation display was related to improved performance and better situational awareness (SA), particularly in the projection level of the SA, which could account also for the better decision-making performance. Participants may have developed an attention allocation strategy to effectively utilize the information of the situation display and execute their tasks on the task display.

The article analyzes the state of legislation as for provisions on the interaction of bodies and units of the National Police with local self governments in the field of public safety and order. The main directions of improving the legal basis of interaction of these bodies in this area are substantiated. One of the factors influencing the state of public safety and order in settlements is the degree of interaction of bodies and subdivisions of the National Police with local self-government bodies representing the respective territorial communities. According to the results of the study, the following areas of improvement of the legal basis for the interaction of bodies and units of the National Police with local self governments in the field of public safety and order were proposed: 1) standardization of the terms of cooperation of the specified bodies concerning maintenance of public safety and order in connection with the organization and carrying out of peaceful meetings and other mass actions; 2) consolidation of the recommended order of interaction between these bodies during the development and implementation of program documents on public safety and order; 3) determining the procedure for coordination by local self governments and the National Police in the field of coordination and control over the activities of public formations with regard of protection of public order and the state border; 4) legislative consolidation of the possibility of concluding agreements on interaction and coordination of activities by territorial police bodies and local self-government bodies; 5) determining the procedures for approval by territorial bodies (subdivisions) of the National Police of decisions of local self-government bodies on the issues of traffic organization and functioning of public transport. Separate elaboration requires regulatory regulation of relations arising in connection with the conduct of joint raids by representatives of local governments and the National Police and inspections of compliance with legislation in the field of landscaping, trade rules, etc. The search for optimal solutions to this problem should be the subject of further research.

Based on the analysis of the peculiarities of the official activity of the employees of the National Police of Ukraine, it has been established that the performance of official tasks mostly takes place in extreme conditions and involves the application of police measures by law enforcement officers. This causes significant physical and psychological stress and impairs the physical health of employees. It is stated that the official activity of employees of most units of the National Police of Ukraine is determined by irregular working hours, daily shifts, frequent services for the protection of public safety and order. This leads to constant overload and, over time, to chronic fatigue. It is established that the specifics of physical activity during the performance of official duties by police officers are determined by the police department and due to the functional responsibilities of employees. The reasons that determine the physical activity of police officers have been identified: the performance of official duties related to the protection of public safety and order, service in daily uniforms; physical training in the system of police training, participation in competitions in professional and applied and other sports. There are objective and subjective indicators used to determine the amount of physical activity of police officers. Subjective are: the feeling of difficulty in performing the work, the inability to continue its implementation in the prescribed amount and pace, fatigue, and so on. It is stated that objective indicators play a key role in assessing the level of physical activity. Among them there are external and internal. External indicators include indicators that are evaluated by its external parameters: speed, pace, number of repetitions, load, and so on. To the internal - indicators of biochemical, physiological, psychological changes in the body due to specific loads. Prospects for further research are to examine the effect of stress on police memory and attention during service.

To understand the decision making processes of fourteen ambulance command and control (C2) operators, interviews employing the critical decision method were conducted in two ambulance C2 centres. An emergent themes analysis of the interview transcripts resulted in the identification of the strategies used by the operators when making dispatch decisions. To complement this work, factors that were considered to contribute to the complexity of the decision making task were identified and then rated by the operators to determine the extent of this contribution. As a result the researchers obtained quantitative data regarding the factors that were considered to contribute the greatest to the complexity of the dispatch task from the view point of the operators. The benefits of this approach include the identification of cognitive 'choke points' in the dispatch process that can be addressed during interface design.

Police training varies across countries in terms of length, process, and content. Some countries adopt practice-oriented police training while others have theory-oriented police training. Training is necessary, especially in organizations dealing with law enforcement and public safety. It equips the police officers with the necessary skills and knowledge to address the demand for security for modern-day society. Police Training in the Philippines is under the Philippine National Police (PNP) pursuant to R.A. 11279. The Philippine National Police Training Institute (PNPTI) administers the eighteen (18) Regional Training Centers nationwide. In Western Visayas, police training is being carried out by the Regional Training Center (RTC) 6 located in Bacolod City for Police Non-Commissioned Officer (PNCO.) This study intends to assess the level of quality and satisfaction of police training in RTC 6.
