Studying the impact of land urbanization on smog pollution has important guiding significance for the sustainable development of cities. This study adds the spatial effect between regions into the research framework of smog pollution control in China. On the basis of a panel dataset of 31 province-level administrative regions in China from 2000 to 2017, we investigate the impact of land urbanization on smog pollution. We construct a spatial weight matrix and use Moran’s I statistic and the spatial autoregressive panel data model. The research results show that land urbanization and smog pollution have an inverted U-shaped relationship. With the advancement of land urbanization, the area’s smog pollution first increases and then decreases. However, in general, China has not passed the inflection point and is still at a stage where increasing land urbanization rate aggravates smog pollution. Moreover, the country’s smog pollution has a significant spatial positive correlation that shows agglomeration. In that context, multiple environmental governance entities, including the government, enterprises, and the public, need to collaborate on measures to reduce smog pollution. Future urban construction in China will need to integrate solutions that address the current nexus between urbanization and smog pollution to achieve green and sustainable development.

The article analyzes the main foreign approaches to the interpretation of the “sustainable development” definition, the directions for the formation of various concepts, programs, political attitudes based on the definition and ideas of sustainable development, identifies shortcomings of the most common approaches and concepts. An overview of the main approaches and theories of sustainable development is compiled, their classification is proposed, a spatial model of the conceptual areas of the concept of “sustainable development” and spheres of its application is presented. The study concluded that the alternative approaches to understanding the role of the environment in the existence of mankind, to the assessment of both the impact of industrial and agricultural production and the results of people’s livelihoods (especially in the context of a sharp increase of urbanization rate) on the global environmental situation, have led to the formation of various concepts of sustainable development that form the basis of national strategies and programs of sustainable development. As a result, the ideas, and the very concept of sustainable development, are increasingly becoming a field of disagreements and contradictions between states and individual regions of the world, rather than a common platform for combining efforts to solve global problems of mankind.

AbstractAs a response to the urgent call for recovery actions against the COVID-19 crisis, this research aims to identify action priority areas post COVID-19 toward achieving the targets of the sustainable development goals (SDGs) within the 2030 Agenda for Sustainable Development launched by the United Nations (UN). This paper applies a mixed-method approach to map the post-COVID-19 SDGs targets on a fuzzy action priority surface at the country level in Iran, as a developing country, by taking the following four main steps: (1) using a modified Delphi method to make a list of the SDGs targets influenced by COVID-19; (2) using the best–worst method, as a multi-criteria decision-making tool, to weight the COVID-19 effects on the SDGs targets achievement; also (3) to weight the impact of the SDGs targets on the sustainable development implementation; and finally (4) designing a fuzzy inference system to calculate the action priority scores of the SDGs targets. As a result, reduction of poor people proportion by half (SDG 1.2), development-oriented policies for supporting creativity and job creation (SDG 8.3), end the pandemics and other epidemics (SDG 3.3), reduction of deaths and economic loss caused by disasters (SDG 11.5), and financial support for small-scale enterprises (SDG 9.3) were identified as the highest priorities for action, respectively, in the recovery agenda for sustainable development post COVID-19. The provided fuzzy action priority surface supports the UN’s SDGs achievement and implementing the 2030 Agenda for Sustainable Development in Iran. It also serves as a guideline to help the government, stakeholders, and policy-makers better analyze the long-term effects of the pandemic on the SDGs and their associated targets and mitigate its adverse economic, social, and environmental consequences. ResumoO artigo tratou sobre o desenvolvimento sustentável e a evolução histórica como princípio norteador para o tripé social, ambiental e econômico. Teve como objetivo geral a reflexão jurídica do princípio de desenvolvimento sustentável à luz da inovação e o objetivo específico envolve a análise da sustentabilidade das inovações a serem alcançadas pelas gerações futuras. O método de pesquisa utilizado foi uma revisão bibliográfica, com abordagem qualitativa e exploratória, o método de análise foi o dedutivo que parte de premissa de que princípios reconhecidos como verdadeiros possibilitam chegar a conclusões de maneira formal. A Lei de Política Nacional do Meio Ambiente caracterizou, através de seus artigos iniciais, a forma como o meio ambiente deve ser entendido, sendo incluídos os objetivos gerais e específicos que o legislador procurou defender. Ainda, é fácil identificar a maneira como a norma instrumentalizou a Administração Pública Ambiental, em que através de três mecanismos conseguiria aplicar a regulamentação, quais sejam: intervenção ambiental, controle ambiental e controle repressivo, com a imposição de medidas sancionatórias. Após a promulgação da Constituição Federal, a Lei nº 6.938/81 obteve um reforço por meio dos artigos 170 e 225, em razão do interesse público objetivar o desenvolvimento sustentável e inovador, baseado no tripé social, ambiental e econômico, pois através desse equilíbrio e a diminuição da desigualdade humana é que se prospera. O Governo conduziu medidas para incentivar e fomentar o desenvolvimento inovador, com perspectivas favoráveis e benéficas para a conscientização da sociedade em participar de iniciativas que permitam a todos o melhoramento humano e social.Palavras-chave: Lei 6.938/81. Cadastro Defesa Ambiental. Inovação.AbstractThe article was about the sustainable development and historic evolution as guiding principle for the social, environmental and economic tripod. It had as general objective the legal reflection of sustainable development principle in light of innovation and the specific objective was the analysis of the sustainability of the innovations to be achieved by future generations. The research method used was a bibliographical review, with a qualitative and exploratory approach, the method of analysis was deductive that starts from the premise that principle recognized as true, makes it possible to reach conclusions in a formal way. The Law of National Environmental Policy characterized through its initial articles the way how the environment should be understood, including the general and specific objectives that the legislator sought to defend. Still, it is easy to identify the way the norm has instrumented the public environmental administration, where through three mechanics it would be possible to apply the regulation, namely: environmental intervention, environmental control and repressive control with the imposition of sanctioning measures. After the promulgation of the Federal Constitution, law 6.938/81 obtained reinforcement by means of articles 170 e 225, because of the public interest aiming at sustainable and innovative development based on the social, environmental and economic tripod, because it is through this balance and the diminution of human inequality that one thrives. The government has taken steps to encourage and foster innovative development with favorable perspectives and benefits for the society awareness in participating of initiatives that allow all the humans and social improvement.Keywords: Law 6.938/81. In recent year, the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency, including small and medium-size industrial enterprises. The study conducted a survey of 316 industrial SMEs in three regions of the North, Central and South of Vietnam with the main survey subjects being managers in enterprises. The main purpose of the study is to assess the impact of the goverment support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises (SMEs) in Vietnam. In this research, the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs. The research results show that the government support policies have an important role but not strongly influence human resource factors, financial factor and social responsibility (SR) policies of enterprises in their sustainable development for industrial SMEs in Vietnam.

This paper uses the qualitative comparative analysis method to define the conditional variables and the outcome variables of the impact path of the sustainable development of green buildings in Tianjin. Secondly, the paper analyzes the relationship between the conditional variables and the outcome variables to pave the way for the subsequent suggestions on the sustainable development of green buildings. Finally, by assigning values to the cases, the truth table of the impact path of sustainable development of green buildings is generated, the impact path is established, and the impact path is analyzed through the three aspects of the government, technology and enterprises.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.
