This article addresses the search for religion’s “suitable place” within International Relations (IR), taking as a starting point the social changes in the world (“reflexive modernity”) and the postulated “Mesopotamian turn” in IR. The assumption is that religion is present at each level of IR analysis in the Middle East and, thanks to that, more and more at the international system level. This presence of religion serves to undermine one of the basic assumptions lying at the heart of the modern international order (and therefore also IR), i.e., the so-called “Westphalian presumption”. The author, inter alia, emphasizes how more attention needs to be paid to the “transnational region” constituted by the Middle East—in association with the whole Islamic World. A second postulate entails the need for a restoration of the lost level of analysis in IR, i.e., the level of the human being, for whom religion is—and in the nearest future, will remain—an important dimension of life, in the Middle East in particular. It can also be noted how, within analysis of IR, what corresponds closely to the level referred to is the concept of human security developed via the UN system. The Middle East obliges the researcher to extend considerations to the spiritual dimension of security, as is starting to be realized (inter alia, in the Arab Human Development Reports). It can thus be suggested that, through comparison and contrast with life in societies of the Middle East as it is in practice, religion has been incorporated quite naturally into IR, with this leaving the “Westphalian presumption” undermined at the same time. The consequences of that for the whole discipline may be considerable, but much will depend on researchers themselves, who may or may not take up the challenge posed.

Since 2010 Middle East have many events or what they call "Arab spring events" which it result of overthrow governments and the rise of new political groups, all of this elements was resulting of many international and regional activities and making new regional and international axles, as well as the intersections of the different regional interests, therefore this research will try to study the stability and instability in the region as an independent variable not according to the neorealism or neoliberalism theories, but according to the constructivism theory which it base their assumptions on:  "In the international relations the non-physical structures of international interactions are determined by the identities of the players, which in turn determine the interests that determine the behavior of international players." So the research questions are: 1-What is the identity policy and haw affect in international relations? 2-How the social construct affect in international relations? 3-How the elite's identities for the main actors in the Middle East affect in the regional axles?

This study attempts to give a description and analysis derived from the new realism school in the international relations of the visions of the great powers of the geopolitical changes witnessed in the Middle East after 2011 and the corresponding effects at the level of the international system. It also examines the alliances of the major powers in the region and its policies, with a fixed and variable statement to produce a reading that is based on a certain degree of comprehensiveness and objectivity.

This is a rich, impressive and timely book. At a time when American and neoliberal triumphalism deny the significance of any revolution later than 1776, and when almost no-one in the social sciences is still studying either revolution or class, Fred Halliday has demonstrated that we have been living in a revolutionary age, dominated by the conjoined effects of war and class revolution. In case you find his sub-title mysterious, Karl Marx noted that the Europe of his time was dominated by five Great Powers, but Revolution, ‘the sixth Great Power’, would soon overcome them all. Halliday would suggest that Marx was only half-right. Revolution did not overcome all five Powers, but it did transform them all—and their successors. Hannah Arendt and Martin Wight also emphasized that couplings of war and revolution have dominated much of modernity. But Halliday adds that these are not to be seen as ‘disruptions’ of International Relations, they are International Relations, since they have set the overall parameters of the modern international system. They did so, he says, in three distinct revolutionary phases from the sixteenth century to the present-day: sixteenth-seventeenth century religious wars/revolutions, late eighteenth and early nineteenth century Atlanticist wars/revolutions, and twentieth century wars/revolutions which became increasingly dominated by communism.

The end of the Cold War was an event of great significance in human history, the consequences of which demand to be glossed in broad terms rather than reduced to a meaningless series of events. Neorealist writers on international relations would disagree; most such see the end of the Cold War in terms of the collapse of a bipolar balance of power system and its (temporary) replacement by the hegemony of the winning state, which in turn will be replaced by a new balance. There is obviously a story to be told here, they would argue, but not a new kind of story, nor a particularly momentous one. Such shifts in the distribution of power are a matter of business as usual for the international system. The end of the Cold War was a blip on the chart of modern history and analysts of international politics (educated in the latest techniques of quantitative and qualitative analysis in the social sciences) ought, from this perspective, to be unwilling to draw general conclusions on the basis of a few, albeit quite unusual, events. Such modesty is, as a rule, wise, but on this occasion it is misplaced. The Cold War was not simply a convenient shorthand for conflict between two superpowers, as the neorealists would have it. Rather it encompassed deep-seated divisions about the organization and content of political, economic and social life at all levels.

Neoclassical realism offers insights into why particular foreign policy choices are made, and under what systemic conditions unit-level factors are likely to intervene between systemic stimuli and state behavior. Neoclassical realism brings a multilevel framework that combines both systemic incentives and mediating unit-level variables to arrive at conclusions about foreign policy choices in particular cases. It sets the relative distribution of capabilities in the international system as the independent variable and adds mediating variables at the unit level of analysis. Variables at the domestic level of analysis, such as the role of ideology, the foreign policy executive’s perceptions, resource extraction, and domestic institutions, add explanatory power to system-level approaches. Neoclassical realism accounts for state behavior in a way that a more parsimonious systems-level theory is unable to achieve. But this rich theoretical framework also faces controversies and criticisms: Is neoclassical realism distinct from other theories and what is its added value? Neoclassical realism overlaps only to a small extent with alternative theoretical approaches. The domestic level of analysis dominates Foreign Policy Analysis (a subfield of International Relations). Unit-level variables suffice to explain state behavior in bottom-up approaches, and opening the structure of the international system for fundamental rethinking is central to constructivism. Neither explains the system-level conditions under which unit-level variables mediate between systemic stimuli and foreign policy. Neoclassical realism analyzes and explains a given foreign policy that more parsimonious or alternative theoretical approaches cannot.

Liberalism has always been concerned with security, albeit the security of the individual; institutions, including the state, are all established and sustained by individuals and instrumental to their desires. Indeed, liberalism cannot be understood apart from its normative commitment to individualism. The tradition insists that all persons deserve, and it evaluates institutions according to how far they help individuals achieve these goals. Nor is liberalism anti-statist. Liberal theory has paid particular attention to the state as the institution defined by its ability to make individuals secure and aid their commodious living. Although liberal security literature that only examines individual states’ foreign policies may be guilty of denouncing the role of international interaction, the general liberal claim argues that the international system, under broad conditions, permits states choices. As such, for liberalism, states can choose over time to create and sustain international conditions under which they will be more or less secure. Liberalism’s history can be traced from the proto-liberalism in the Reformation to the emergence of the social contract theory and neo-theories, as well as liberalism’s focus on increasing security. Meanwhile, current debates in liberalism include the democratic peace and its progeny, reformulations of liberal international relations (IR) theory, and meta-theory. Ultimately, liberalism’s most striking recent successes concern the democratic peace and related research on democratic advantages in international cooperation. Liberalism is a useful guide to international security insofar as individuals and the groups they organize affect or erode states.

Nonrealist variables (NRV) in the study of International Relations (IR) encompass the nonmaterial causal and consequential phenomena linked to interstate relations, central to which are studies of identity and norms. The two primary dimensions of the research agenda on identity are social interaction and culture. The study of social interaction considers the origins and dynamism of agency, the interests that flow from identity, and the manner in which identity influences issues such as security, allegiance, and empathy. On the other hand, research examining identity through the lens of culture reflects two distinct subinquiries: civilizational conflict, which is concerned with the impact of national culture on interstate conflict; and strategic culture, which studies how domestic and military cultures influence security policy. Meanwhile, the role of norms as they pertain to the study of IR is subdivided into two general research agendas associated with two levels of analysis in the IR subfield: the international system level and the national level norms. The analysis of norms in the scientific study of international processes (SSIP) is stronger than identity. This is due to the long-term presence of norms in the study of IR in research agendas examining alliances, reciprocity, arms races, and deterrence. Ultimately, the agent-based modeling approach may provide a methodology for scholars in SSIP through which to study the emergence and impact of identity and norms on systems and subsystems in IR.

Abstract In this brief note written during a global pandemic, we consider some of the important ways this historical moment is altering the religious landscape, aiming our investigative lens at how religious institutions, congregations, and individuals are affected by the social changes produced by COVID-19. This unprecedented time prompts scholars of religion to reflect on how to strategically approach the study of religion in the time of “social distancing,” as well as moving forward. Particularly important considerations include developing heuristic, innovative approaches for revealing ongoing changes to religion, as well as how religion continues to structure social life across a wide range of contexts, from the most intimate and personal to the most public and global. Although our note can only be indicative rather than exhaustive, we do suggest that the initial groundwork for reconsiderations might productively focus on several key analytical themes, including: Epidemiology, Ideology, Religious Practice, Religious Organizations and Institutions, as well as Epistemology and Methodology. In offering these considerations as a starting point, we remain aware (and hopeful) that inventive and unanticipated approaches will also emerge.

Over the years, a number of scholars have noted that ethnic groups in violent conflict act much like states in the international system; James O'Connell describes the dynamics as ‘international relations without safeguards’. Brief observations aside, however, few works actually apply International Relations theory to explain large-scale ethnic violence. While the oversight ought to be surprising, it is easily explained in terms of what International Relations theory calls the ‘level of analysis problem’.

This study deals with two increasingly important aspects of international relations : first, the interpretation of the North-South dynamic of the international System and second, the significance of détente in the Euro-Arabo-African mini-triangle. In his discussion of the first problematic, the author suggests it would be useful to take an interdependence approach towards the analysis of North-South relations, implying that the international system is hexagonal as regards both structure and process and that non-alignment is becoming a sixth pole of influence in the system. More specifically, and taking as a starting point the « depolarization » of the détente process, the author argues that the security objectives of the West European, Arab and African political Systems are in fact interdependent. This interdependence is to be found above all in their interest in diluting the East-West conflict and instituting a policy of détente, the purpose of which is all the more significant for being internal - i.e. the stabilization, legitimization and integration of these political Systems. Since the effects of such a policy will be felt only gradually, these countries find they have a common interest in a complementary strategy whereby the East-West conflict is segmented and intersected by the North-South conflict (intra-alliance, even). The aim of the study is to show that, in the theory of international relations, greater attention should be paid to the motivations and strategies of actors in the South and their impact on the international system in the economic problem areas as well as the political and strategic ones. Because the properties of political reality differ from those of physical reality, the properties of political regularities also differ from those of physical regularises. The regularities we discover are soft. They are soft because they are outcomes of processes that exhibit plastic rather than cast-iron control. They are imbedded in history and involve recurrent « passings-through » of large numbers of human memories, learning processes, human goal seeking impulses, and choices among alternatives. They decay quickly because of the memory, creative searching, and learning that underlie them.
