AbstractThe COVID-19 pandemic before mass vaccination can be restrained only by the limitation of contacts between people, which makes the digital economy a key condition for survival. More than half of the world’s population lives in urban areas, and many cities have already transformed into “smart” digital/virtual hubs. Digital services ensure city life safe without an economy lockout and unemployment. Urban society strives to be safe, sustainable, well-being, and healthy. We set the task to construct a hybrid sociological and technological concept of a smart city with matched solutions, complementary to each other. Our modeling with the elaborated digital architectures and with the bionic solution for ensuring sufficient data governance showed that a smart city in comparison with the traditional city is tightly interconnected inside like a social “organism”. Society has entered a decisive decade during which the world will change by moving closer towards SDGs targets 2030 as well as by the transformation of cities and their digital infrastructures. It is important to recognize the large vector of sociological transformation as smart cities are just a transition phase to human-centered personal space or smart home. The “atomization” of the world urban population raises the gap problem in achieving SDGs because of different approaches to constructing digital architectures for smart cities or smart homes in countries. The strategy of creating smart cities should bring each citizen closer to SDGs at the individual level, laying in the personal space the principles of sustainable development and wellness of personality.

Purpose The purpose of this paper is to rethink the focus of the smart cities debate and to open it to policymaking and strategy considerations. To this end, the origins of what is termed normative bias in smart cities research are identified and a case made for a holistic, scalable and human-centred smart cities research agenda. Applicable across the micro, mezzo and macro levels of the context in which smart cities develop, this research agenda remains sensitive to the limitations and enablers inherent in these contexts. Policymaking and strategy consideration are incorporated in the agenda this paper advances, thus creating the prospect of bridging the normative and the empirical in smart cities research. Design/methodology/approach This paper queries the smart cities debate and, by reference to megacities research, argues that the smart city remains an overly normatively laden concept frequently discussed in separation from the broader socio-political and economic contexts in which it is embedded. By focusing on what is termed the normative bias of smart cities research, this paper introduces the nested clusters model. By advocating the inclusion of policymaking and strategy considerations in the smart cities debate, a case is made for a holistic, scalable and human-centred smart cities agenda focused, on the one hand, on individuals and citizens inhabiting smart cities and, on the other hand, on interdependencies that unfold between a given smart city and the context in which it is embedded. Findings This paper delineates the research focus and scope of the megacities and smart cities debates respectively. It locates the origins of normative bias inherent in smart cities research and, by making a case for holistic, scalable and human-centred smart cities research, suggests ways of bypassing that bias. It is argued that smart cities research has the potential of contributing to research on megacities (smart megacities and clusters), cities (smart cities) and villages (smart villages). The notions of policymaking and strategy, and ultimately of governance, are brought into the spotlight. Against this backdrop, it is argued that smart cities research needs to be based on real tangible experiences of individuals inhabiting rural and urban space and that it also needs to mirror and feed into policy-design and policymaking processes. Research limitations/implications The paper stresses the need to explore the question of how the specific contexts in which cities/urban areas are located influence those cities/urban areas’ growth and development strategies. It also postulates new avenues of inter and multidisciplinary research geared toward building bridges between the normative and the empirical in the smart cities debate. More research is needed to advance these imperatives at the micro, mezzo and macro levels. Practical implications By highlighting the connection, relatively under-represented in the literature, between the normative and the empirical in smart cities research, this paper encourages a more structured debate between academia and policymakers focused on the sustainable development of cities/urban areas. In doing so, it also advocates policies and strategies conducive to strengthening individuals’/citizens’ ability to benefit from and contribute to smart cities development, thereby making them sustainable. Social implications This paper makes a case for pragmatic and demand-driven smart cities research, i.e. based on the frequently very basic needs of individuals and citizens inhabiting not only urban but also rural areas. It highlights the role of basic infrastructure as the key enabler/inhibitor of information and communication technology-enhanced services. The nested clusters model introduced in this paper suggests that an intimate connection exists between individuals’ well-being, their active civic engagement and smart cities sustainability. Originality/value This paper delineates the relationship between megacities and smart cities research. It identifies the sources of what is termed normative bias in smart cities research. To address the implications of that bias, a nested clusters model for smart cities is introduced, i.e. a conceptual framework that allows us to redraw the debate on smart cities and establish a functional connection between the array of normatively laden ideas of what a smart city could be and what is feasible, and under which conditions at the policymaking level.

From the point of view of the new science of globalism, the problems of the ecological, socio-economic state of the world and countries are considered through the prism of the interaction of the human psyche and society and the inhabited world. The criteria of ecological civilization of countries and peoples are justified. Optimizing the consumption of natural bio-and energy resources is becoming a fundamental environmental factor for sustainable development. The "Law of the maximum for humanity" as the law of the biosphere can be the arbitration court, the neutral force that will explain the historical need for mutual understanding, taking into account the interests of ecology and economy for the survival of man as a biovid on Earth; a new reality will begin to form — the phenomenon of co-residence of the world society with the biosphere. The world's population, its energy and bio-consumption, as well as all living matter on the planet, must correspond to the biological capacity of the Earth and not go beyond its boundaries. The task of the society is to implement a worldview breakthrough at the current stage of development, its own cultural mutation, which in the future will create the basis for adaptive technological and socio-cultural development. The task is to classify the entire Earth as a "Green Book" and to solve systemic environmental problems of a global nature. An integral part of sustainable development should be the principle of "vital consumption" at both the personal and social level, instead of the dominant principle of"expanded production and consumption". The indicator of the" culture of consumption "of natural resources, both at the individual level and at the level of society, should be included as an integral part of the integral indicator in the "True Indicator of Progress" and the "Human Development Index". The book is interdisciplinary in nature; it is a kind of scientific and philosophical poetic essay intended for teachers and students of universities in the field of sociology, ecology, biology and related fields, as well as for everyone who cares about the future of society.

Indian Government has proposed to develop 100 Smart Cities and 500 AMRUT (Atal Mission for Rejuvenation and Urban Transformation) Cities in its overall commitment of sustainable development. The proposed study aims at documenting the potential and need of developing Smart cities in India, to understand smart city principles and various dimensions of smart city adopted in various parts of the world which will further help in deriving recommendations and lessons for India's future smart cities. The objective of this study is to generate learning and exploration that will improve confidence in civic authorities, experts, city planners, developers; and help stimulate further private sector investment in developing Smart cities of India.

he concept of Smart Cities was first thought of by IBM in 2008 when world was facing its worst economic crisis. Then it was taken up by various countries around the world. The main objective here is to build and promote the cities which will provide the core infrastructure and provide the decent quality of life along with a clean and long-lasting environment which will be supported by smart technologies & solutions. Though smart city concepts are very new to India, where technology is mostly used in urban cities. So, in such a scenario one may ask a very basic question that “How a city can be made Smart?”. So, if we look around and see what are the things that some smart cities around the world are doing differently, then we may notice that they have addressed basic issues faced by any metropolitan city in a smarter way possible. For instance, we can see that the already developed smart city projects have addressed transportation, energy, crime, water management & other issues using current technologies & applications. If we leave aside the technology gap between rural & urban India, it is certain that Urban areas are already in need of Smart City Projects because of Population. But again, this needs a strong political will power to take quick decisions and aligned with technological advances such as E governance, online tendering of the government work which will be transparent and efficient. but often it is misunderstood that use of IT in administration and governance is the only meaning of Smart City Projects, but in fact if you are able to achieve all the issues such as administration, governance, transportation, water management, energy supplies, waste management, water treatments plants, meaningful use of public private partnerships in managing transportations and road constructions and evening installations of solar panels and LED bulbs across city. So basically, there are many factors contributing to create a smart city. The main factor which will drive this kind of ambitious projects are political will powers of government, without a political will power it is very difficult to complete the bigger projects. As there is lot on stake for such a large-scale project which will easily span over next decade.

A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.

Abstract: The concept of sustainable development and the concept of smart city are two basic concepts of the modern world, created because of urban population growth, climate change, scarcity of resources and other changes and challenges. It can be said that these two concepts came about because of an innovative way of thinking about the crisis that society is in. To facilitate the adaptation of urban areas to new concepts that place emphasis on sustainability in an economic, environmental and social context, ISO has further a range of standards that are not only aligned with the UN Sustainable Development Goals but also the Smart Cities concept. The paper defines standards that cities need to adapt to, or whose requirements they need to meet to achieve sustainable development, and emphasizes the ISO 37120 standard, the first standard to propose a set of indicators for measuring and monitoring the success of Smart City initiatives. Sažetak: Koncept održivog razvoja i koncept pametnog grada dva su temeljna koncepta suvremenog svijeta, nastala kao posljedica rasta broja stanovnika urbanih područja, klimatskih promjena, oskudnosti resursa i ostalih promjena te izazova. Može se reći kako su ta dva koncepta nastala posljedično inovativnom načinu promišljanja o krizi u kojoj se društvo nalazi. Za lakšu prilagodbu urbanih područja novim konceptima, koji naglasak stavljaju na održivost u ekonomskom, ekološkom i socijalnom kontekstu, ISO na raspolaganje dalje niz normi, koje su ne samo usklađene s ciljevima održivog razvoja UN-a, već i konceptom Pametnih gradova. Kroz rad definiraju se norme kojima se gradovi trebaju prilagoditi, odnosno čije zahtjeve trebaju ispuniti, kako bi ostvarili održivi razvoj te se naglašava i norma ISO 37120, prva norma koja predlaže set indikatora za mjerenje i praćenje uspjeha Smart City inicijativa.

The purpose of the study is to synthesize the principles of smart tourism destination and justify their application for the purpose of development of tourist innovations in urban tourism. The purpose of this article is also to explore the relationship in the development of "smart destination" and "smart city" as information systems. Such studies are important in the context of the sustainable development of urban tourism. Methods. This study used a comparative analysis of modern electronic and literary sources on the topic of smart cities and smart destinations. An analogy method was used to identify similarities and differences in the development of information systems. The classification method was applied to study the main features of development of smart destination. Results. Thanks to smart destination technology, tourists become a resource for development of tourism. This technology also enhances engagement and integration with target audiences. The implementation of the concepts of smart city and smart destination requires consideration of several important factors that will create favourable preconditions for their implementation. Smart tourism is the dominant trend in the world now. With smart tourism, locals and tourists alike can interact with a convenient, safe, informative environment. Smart destinations open up previously unattainable opportunities for businesses to improve their products and services. The main feature and advantage of a smart tourist destination is its customer orientation. Scientific novelty. The article analyses the main trends of smart tourism destinations in the world. The components and main directions of the development of smart destinations are determined. The analysis of modern global tendencies of smart destinations development is carried out. Practical significance. The results of the study can be used in planning the further development of smart tourism destination in Ukraine and the corresponding adjustment of the policy of tourist innovations.

During the latest years, smart city projects have been more and more popular and widespread all over the world. The continuous increasing of city’s population and the complexity of city management drive local governments towards the strong use of technologies to support a higher quality of urban spaces and a better offering of public services. The fascination of smart cities, able to link high technology, green environment and well-being for citizens, interests all the municipalities, independently on their dimensions, geographical area or culture. However, the concept of smart city is far from to be unambiguous. Several experiences all over the world show that cities define themselves as smart, but the meaning attributed to this word is different each time. Smart city concept has been growing from empirical experience, therefore a systemic theoretical study about this phenomenon still lacks. In this paper, the author aims to propose a comprehensive and verified definition of smart city, based on both a deep literature investigation about smart city studies and a large survey of smart city projects in the international panorama. The goal of this work is not only to provide a clear framework about this interesting and current topic, but also to support local governments and public administrations in effective smart city implementation, able to create public value and well being for citizens and environmental sustainability in the urban space.
