Do local development policies influence local employment growth? Based on a survey to municipal managers in all Swedish municipalities, this is one of the first studies to empirically assess the relationship between reported local development initiatives (entrepreneurial governance (EG)) and growth of local employment. We find a weak but significant association between EG and employment growth for urban municipalities. This suggests that EG is more effective in larger, growing municipalities than in smaller, declining rural areas. Urban municipalities may of course have more resources for entrepreneurial governance than rural ones as they have grown substantially faster for a long period of time. The result thus indicates that EG and growth are in a positive interplay of interaction. When the EG index was divided into three sub-indexes after the entrepreneurial process (discover or create opportunities, collect resources and exploit opportunities) the analyses also showed positive correspondence between some sub-indexes and employment growth for the rural municipalities, indicating that EG is not solely a phenomenon connected to growth in urban, growing municipalities. In sum, the article indicates several avenues through which entrepreneurial governance at local level might be linked to local growth.

The purpose of this paper is to prove that the rationalization of the “Integrated Endogenous Local Development” should be proved to be a valuable policy mean, under the proposed methodological procedure of Sensitizing Local People, through the “animation procedure”, toward developing their own skills, capacities and therefore their place, that are asked by the local SMEs Sensitization may be proved to be the fundamental methodological tool, for building the social capital at local level, by making valuable local people’s “intrinsic inclinations”-a “term” which is stronger than “capacities”- under a new value system, and human communication. ”Sensitization” - as the upper limit of the sensitization procedure- is been approached, step by step, especially: Establishing the “bottom-up approach” in planning the development procedure at local level, Establishing the “animation procedure” among local people, Analysing local people “intrinsic inclinations” in context with a “system value”, Creating a “team psychology” among local people, Encouraging local people in finding and adopting the local “Flag Theme”. The proposed procedure may be useful, especially in small, less developed and isolated rural areas. A case-study “Women Cooperative, Gargaliani, South-West Peloponnesos”, is referred as a typical case of the development procedure, based on local people (women) animation in Greece.

In this paper, we analyze the effects of productive specialization and productive diversity on employment growth at the local level during the Great Recession in Aragon, a NUTS II region in Spain. This region is characterized by (i) a high population density in the capital city (around half of the total population), giving rise to a very uneven population distribution and therefore a lot of small cities and municipalities, and (ii) a large proportion of small businesses (95% of the firms in this region have fewer than ten employees). We use annual data from 2000 to 2015 and panel data models, and grouped local business activities into three main categories: industry, construction and services. Our results show that, during this period, local specialization in any of these activities hurt local employment growth, whereas diversity had a non-significant effect on employment growth. Only in the case of services did we obtain a positive effect of diversity on local employment growth, which was restricted to the most populated cities (i.e., cities with more than 3000 inhabitants). Therefore, only diversity in services activities located in large cities contributed to employment growth during the Great Recession.

The concept of decentralisation has shaped development thinking in contemporary times in both developed and developing countries. Indeed, the demand for decentralisation is strong throughout the world because of its link to community development and improving the quality of life of mass of the people in the rural areas. Decentralisation is globally recognised as the way of ensuring community participation and local development. However, some authors argue that the purported benefits of decentralisation leading to community development are not as obvious as proponents of decentralisation suggest. In Africa, decentralisation is implemented in various forms by governments across the continent. Indeed, in West Africa, it is difficult to find a country that does not have decentralisation programme. In Ghana, decentralisation has been practiced since 1988 and the populace has come to embrace it as the best way of ensuring development and local participation in governance. Nevertheless, after nearly three decades of implementing decentralisation, which has generated rather elaborate structures and processes, Ghana still struggles to realise the expected developmental progress, or achieve the envisioned structural and procedural effectiveness. This paper explores the relationship between decentralisation and community development in Sekyere Central District. Again the paper seeks to find out the contributions decentralisation has brought to the communities in Sekyere Central District and finally investigate whether decentralisation is working as it should in the district. This paper was carried out using a mixed method approach. Purposive sampling technique was adopted to select all the assembly members in Sekyere Central District. Both primary and secondary data were collected from the relevant sources in an effort to meet the objectives of the study. The regression analysis of all the assembly members indicated that, the calculated value F is 28.25 at 5% alpha level of significant (0.000). It shows that there is significant relationship between decentralisation and community development.

Five years development plans are prepared by State Planning Organization (former name), Ministry of Development. Development Plans are significant policy documents including information about resources of development goals in long term and related regulations to be made in Turkey. Ten different development plans including the years between 1963 and 2018 were prepared. The common basic goal of these plans is: Ensuring a fortunate and prosperous life for Turkish citizens, raising life standards to higher levels. Reaching more prosperous life standards is possible through a long term and systematic development effort. Regions including cities (except metropolis), districts and villages are called rural areas. Efforts for increasing the economic level of people living in rural areas by using and supporting natural resources in these areas are named regional development policies. Regional development policies are firstly determined and shaped in development plans. Economic activities in rural areas are mostly based on natural production resources. Regional development is only possible through efficient use of these local resources. The basic goal is to decrease the difference in the level of economic, social and cultural development between development priority regions and the others. The goal of this study is to present the preparations that should be made and focus on present and future problems. Qualitative design document analysis technique is used in this research; local development policies that are mentioned in ten development plans are analyzed. Findings, results and suggestions are presented at the end of the study.

As the "Urban and Rural Planning Law " had been promulgated in 2008, the paper studied the context of socio-economic development and the actual situation of urban and rural development in Guangdong Province, drawing on the experience of the British planning system, proposing the framework of urban and rural planning system as "Provincial Spatial Plan" and "Local Development Plan", which including urban system planning, master plan, detailed plan, village plan four types. The new framework will streamline the planning system, reduce the levels of planning and clear the relationship between different types of planning, contributing to regional coordination in urban and rural areas.

Abstract Storytelling is a powerful way to explore climate change on a local level. Through listening to local elders, we get insight into the differences in weather patterns over a long period of time. More importantly, we gain insight into a broader picture of what climate, weather, and nature mean to human relationships, not only the relationship to weather, but to culture, myth, and life. By observing and listening closely, we learn to remember that nature speaks to us, is a large piece of the human spirit, and contains within itself a history of humankind.

AbstractParts of European rural development policies are meant to empower local decision makers. These policies are implemented in very different multilevel governance contexts in the member states. We question the extent to which the institutional differences at the different levels affect the implementation of LEADER (an approach for Community-led Local Development). This contributes to a better understanding of the causes and consequences of different types of LEADER implementation. The research is based on ten case studies in France, Germany and Italy. First, there is an examination of the three different administration systems and the variations of Rural Development Programmes. Based on analyses of documents and interviews with stakeholders, we analysed institutional differences in the LEADER implementation at local level.

Local authorities have a duty to find local financing solutions. Indeed, tax proves to be the most effective financial instrument that will supply local public budgets in order to contribute to local development in its economic, social and environmental levels. The local tax is not only a tool to increase local resources, but also a detour to sit in the territories, economic efficiency, social equity and environmental protection. Tax resource is a resource that meets present needs without touching the capacity of future generations. However, the success of a local taxing dedicated to sustainable development requires the establishment of three major pillars: governance, transparency and innovation. Improving governance requires greater involvement of local actors in the processes that affect the exercise of powers at local level, particularly in terms of openness, participation, accountability, effectiveness and consistency in local taxation. Transparency is a prerequisite and guarantor of good governance, this assumes perfect clarity and accessibility oftax public information and institutional communication and more effective close. The third pillar of this tripartite packaging of local sustainable development is the administrative innovation through simplifying procedures, legislative innovation, e-government, the implementation of new rules to improve the relationship local tax office / taxpayer and promoting research and development in this field.

AbstractHow pervasive is partisan sorting and polarization over public policies in the American public? We examine whether the barriers of partisan sorting and polarization seen in national politics extend to important local policies that shape economic development. To describe the extent of partisan sorting and polarization over local development policies, we employ conjoint survey experiments in representative surveys of eight US metropolitan areas and a hierarchical modeling strategy for studying heterogeneity across respondents. We find that strong partisans are sorted by party in some of their policy opinions, but rarely polarized. The same voters who disagree about national issues have similar preferences about local development issues suggesting a greater scope for bipartisan problem solving at the local level.
