Fostering sustainability in the construction industry has been claimed; however, important barriers are hindering its implementation in public procurement. The main reason is the lack of knowledge about what sustainability criteria should be included and the high level of subjectivity in the definition of their level of importance. Both aspects should be addressed depending on the specific context of each country. Therefore, the aim of this research focused on identifying the sustainability shortcomings that exist in each European Union country in order to determine the level of importance of each sustainability category. Five environmental categories and eight social categories were established, and, to assess the sustainability performance of the 28 European countries, 42 national indicators were selected and the Promethee method was undertaken to rank the countries. Finally, through a cluster analysis, two groups of countries were identified. The first group consisted of the most economically developed European Union countries. These countries need to focus mainly on the environmental performance. However, the second group needs to make an effort in social sustainability at the same time, which controls their environmental performance. This research provides guidance on the decision-making with regard to the inclusion of sustainability in public procurement of the construction industry.

Sustainable procurement has been considered an opportunity for improving the environmental performance of the construction industry. The development of sustainable procurement in Indonesia is still in its initial phase. Therefore, a framework is needed to establish an outlook to explore the enablers and barriers for promoting sustainable procurement in the construction industry. In the formulation of the framework, the first step is to identify the important elements. The approach was explorative-descriptive. Based on ISO 20400, as the guidelines for sustainable procurement, and literature on sustainable procurement for construction works, a list of elements was gathered. In-depth interviews were conducted to identify the most significant elements for the Indonesian construction public procurement context. Respondents included procurement experts from the government agency, (i.e., the National Public Procurement Agency and the Ministry of Public Works and Housing), academics, and procurement specialists who are the members of the Indonesian Procurement Professionals Association. Results suggest that all elements contained in ISO 20400 are relevant with the kinds of literature on construction works; also, Indonesian respondents agreed with all the identified elements ranging from “important” to “very important.” This finding will be subsequently used to further understand the complex cause-effect relationships among the important elements in developing the framework for sustainable construction public procurement.

The public procurement sector plays a vital role in the economic development in developing countries such as Vietnam. However, public procurement activities usually perform poorly. This situation can be attributed to ineffective procedures and system (“hardware”) and human resource management (“software”), which occurs at every stage in project purchasing. The poor performance has reduced the effectiveness and efficiency of project delivery in the construction industry, causing delays, cost over-runs, and defects in construction projects. This paper, through working experience and observation by the first author, problems of public procurement were obtained as hypotheses and then validated based on questionnaire surveys and CIS (Construction Industry Structure) model analysis. The survey results indicated a relative correlation with CIS model in description of current construction industry. The study aims to identify issues of public procurement at all stages: pre bid, bid information, evaluation, and award. Based on identified major problems and determined risks, the results are expected to provide a valuable perspective, and thus, to propose necessary strategies to deliver high performance, competition and transparency for the public procurement. In further studies, it is relevant to propose a new model for sustainable public procurement based on the best value approach.

The analysis of the contracts awarded on the basis of a single tender in public procurement is necessary to be performed for studying the degree of openness of a market and for identifying a number of deficiencies such as reduced competition, high level of bureaucracy, reduced stimulation of the small and medium entreprises participation at the procurement procedures or non-splitting into lots the object of the procurement. The article describes the existing specialised literature, the advantages and disadvantages of receiving only one tender situation in Romania and European Union during the period 2015 – 2017, in correlation with the statistics regarding the weight of conracts awarded to small and medium entreprises and the weight of procurement procedures divided into lots. Also, the article longer poses a number of issues concerning the approach of contracts contracts based on only one offer as an indication of fraud or corruption or the conclusion of anticompetitive agreements.

This paper focuses on a possible connection between food security and the migrant crisis that began in 2015, which had a tremendous impact on the European Union as well as on the Mediterranean area. The goal of this paper is to determine if there is a correlation between the number of migrants and the levels of food security in both their homeland countries and destination countries. The Promethee method was used to attempt to answer this question. Unfortunately, the analysis is limited due to lack of data for certain countries concerning food security caused by current poor political situations. Nevertheless, the results showed that the best-ranked countries by food security are mostly EU countries. These countries do not have issues with food security, especially in comparison to countries in the Middle East. Also, countries with a high level of food security and political stability have the highest influx of migrants, which suggests there is also an economic motivation for migration. Finally, the analysis confirmed a strong correlation between countries’ achieved level of food security and the number of migrants.

A proper estimation of the value of the public contracts is of major importance of the contracting authority. First, value of contracts govers the regime of rules under which the proceedings will be conducted. Second the decision of the contracting authority concerning the application of specific procurement procedure depends whether the value of contract is below or above specific threshold. For multi year contracts or contracts with renewal option, the contracting Authority must provide clauses for the revision of prices in accordance with published official inflation. In case of goods the contracts through renting or leasing of these, the estimated value of the public contract shall be based on the monthly rent or fee multiplied by the number of months the contract will last. The contracting Authority is responsible for comparing the above mentioned elements with a cost analyses of the goods, services or works. European Union rules provided in Article 9 of the directive 2004/18/EC of the European Parliament and of the council of 31 March 2004 on the coordination of procedures for the award of public works, supply and services and in contain also more detailed rules concerning methods of estimation of contract value which should be applied in specific case. The priciple of the transparency of public procurement requires that all potential contractors have the same chances to compete for contracts being offeres by public administration. Two of the more notable trends in development thinking relating to public works over the past decade are the increasing emphasis on private sector execution and the growing appreciation that the technological flexibility of the sector permits a high level of employment creation. In several Asian countries, these trends have been fostered by international technical cooperation projects aiming to introduce labor-based techniques and/or to improve the performance of small-scale domestic contractors. This article reviews eight such projects in countries with a variety of operational environments, distinguishing between projects where the task was contractor development and those where there was a more ambitious goal of construction industry development. It offers a model for mobilizing private sector capacity and concludes that a more coherent and replicable approach to project design and execution could yield substantial benefits.

Even though the relevance of corruption is very high in all fields of activity, the specialized literature in the field of public procurement has paid very little or even no attention to this crucial phenomenon. The field of public procurement presents a high risk of corruption, the evidence being the large number of high-level corruption cases in several Member States of the European Union. The study presents the specialized literature related to corruption in public procurement in the European Union and United States of America, analyzes the level of corruption in public procurement in Romania, the causes that generate corruption and the main measures to combat it. The article also presents the results of a survey realized among the purchasers from Romania which addresses the main elements of corruption in the field of public procurement. The survey analyzes issues related to corruption in public procurement in Romania, such as: level of corruption, control over corruption, frequency of occurrence of corruption acts, procurement procedures most prone to corruption, characteristics of the procurement procedures that favors the occurrence of corruption, most widespread way of manifesting corruption, most important consequence of corruption, percentage of increasing contract costs due to corruption, most effective anti-corruption measure.

As the UK is part of the European Union it is important to understand the effect this has on the practice of dentistry. This chapter briefly reviews the European Union legislation as it relates to dentistry, and describes common features found in European states with regard to the practice of dentistry. The European Union consists of 28 member states with over 520 million citizens. Article 129 of the Treaty of Rome requires the European Union: . . . ● to contribute towards ensuring a high level of human health protection; . . . . . . ● to direct action towards the prevention of diseases, particularly of the major health scourges, including drug dependence, by promoting research into their causes and transmission, as well as health information and education. . . . One area in which the European Union works is by funding collaborative research between member states, for which major research schemes are available. It is not yet clear what the European Union’s role will be in public health, although there are developments in this area. In 1969, the principle of freedom of movement was established and aimed to ‘abolish any discrimination based on nationality between workers of the Member States as regards employment, remuneration and other conditions of work and employment’. This means that every worker who is a citizen of a member state has the right to: . . . ● accept offers of employment in any European Union country; . . . . . . ● move freely within the European Union for the purposes of employment; . . . . . . ● be employed in a country in accordance with the provisions governing the employment of nationals of that country; . . . . . . ● remain in the country after the employment ceases. . . . The freedom of movement has applied to dentists since 1980, if their education has met the requirements of the Dental Directives. The European Union Dental Directives (78/686 and 687 EEC) mean that any national of a member state who holds one of the recognized qualifications of dentistry may practice dentistry in any other member state.


In automated control systems for technical processes, the conversion of a continuous signal into a digital code and vice versa from a digital code to a continuous (analog) value is widely used. For direct type converters often used the term ADC, the reverse - DAC. The characteristics of the converters often dramatically affect the parameters of the entire automated system. The importance of the correct choice of ADCs and DACs has especially increased recently in connection with the mass introduction of microcontrollers MC. Indeed, in addition to the ADC and DAC, it is necessary to place the processor core in the microcontroller's crystal, I/O interfaces and many other elements necessary for the functioning of the MC. The use of information converters in the construction industry imposes additional requirements on converters: for example, in building monitoring systems, precision ADCs with extremely high accuracy are often required (while performance may be low), in other applications it is necessary to provide the necessary parameters at a high level of industrial interference, etc. This article explores issues related to the rational choice of ADCs and DACs, taking into account current trends in the IT field and the specifics of work in the construction industry. Sigma-Delta converters are noted as the most promising models of direct type converters.
