As we speed through the development and distribution of a vaccine for the COVID-19 pandemic, economies are suffering through the worst decline of the century while, at the same time, being pushed to comply with global agreements regarding climate change. Because of this, the economic downturn is also seen as an opportunity to speed up the sustainability transition or, in simple terms, to achieve a “green recovery”. What can we expect from a green recovery? We address this question by reviewing position documents in the debate between green recovery and its opponent, “quick rebound”, in the Netherlands. We apply systems thinking to model causal arguments regarding key concepts comprising green recovery and identify issues of consensus and dissensus. Our findings indicate that green recovery is promising for curbing greenhouse gas emissions and addressing growing socioeconomic inequalities. However, the position of what green recovery means for economic growth, including the development of gross domestic product and employment, is still largely unclear and at times contradictory. While some see tradeoffs, others suggest that economic growth and sustainability goals can be achieved simultaneously. Thus, we conclude by reflecting on the question: Can we have our cake and eat it?

AbstractOn 9 October 2018, the Court of Appeal of The Hague (the Netherlands) upheld the District Court’s decision in the case of Urgenda, thus confirming the obligation of the Netherlands to reduce its greenhouse gas (GHG) emissions by at least 25% by 2020 compared with levels in 1990. This case raised some of the thorniest issues in climate law. As the Netherlands is responsible for only a tiny fraction of global GHG emissions, is it right for a court to hold that a national emissions reduction mitigation target is necessary to prevent dangerous climate change and its impact on human rights? If so, how can this target be determined? The District Court and the Court of Appeal of The Hague have provided inspiring responses, although they are perhaps not entirely convincing.

The issue of climate change, greenhouse gas emissions, global warming, and their effect on nature and the ecosystem has raised serious concerns. The desire to sustain economic growth and development while keeping a check on the environmental footprints is one of the leading challenges the contemporary world is currently facing. To ensure sustained growth, there is a need for technologies and solutions that has the potential to meet industrial needs without compromising the environment. Cleantech offers a possibility to address these needs in a sustainable and environmentally friendly manner. Cleantech, being an umbrella term, is often confused and misunderstood, in terms of its definition and scope. This study seeks to explore what cleantech actually is, how this sector came into prominence, what are the driving factors behind its surge, and what kind of socio-economic, technical, and regulatory prerequisites are necessary for the advancement of this sector.

This chapter focuses on what the author calls the Obama dilemma (muddied and muddled by the advent of Donald Trump): how, or do we, sustain economic growth in the era of global warming? It argues that George W. Bush failed substantially to identify the vital issues facing the United States during his presidency. Rather than mire the United States in unwinnable wars in Iraq and Afghanistan, he needed to recognize the perils of climate change, US dependence on Middle East oil, and growing debt in the private and public sectors. Obama, by contrast, confronted all those issues, only to have the oppositional politics of Mitch McConnell and other Republicans. They sought to destroy his presidency even if they damaged the nation in the process. It concludes with a look at fracking as it shifted the geopolitics of energy while threatening to complicate the issue of greenhouse gas emissions.

On December 20, 2019, the Supreme Court of the Netherlands published its judgment in The State of the Netherlands v. Urgenda. The judgment is largely a discussion of questions of Dutch law, but contains several conclusions that are relevant from an international law perspective. In particular, the Court held that on the basis of the European Convention on Human Rights (ECHR), the Netherlands has a positive obligation to take measures for the prevention of climate change and that it was required to reduce its greenhouse gas (GHG) emissions by at least 25 percent by the end of 2020, compared with 1990 levels.

On the eve of the worldwide negotiations of a new climate agreement in December 2009 in Copenhagen it is important to clearly understand what Russia can do to mitigate energy-related greenhouse gas emissions in the medium (until 2020) and in the long term (until 2050). The paper investigates this issue using modeling tools and scenario approach. It concludes that transition to the "Low-Carbon Russia" scenarios must be accomplished in 2020—2030 or sooner, not only to mitigate emissions, but to block potential energy shortages and its costliness which can hinder economic growth.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. Africa’s urbanization rate has increased steadily over the past three decades and is reported to be faster than in any other region in the world . It is estimated that by 2030, over half of the African population will be living in urban areas . But the nature of Africa’s urbanization and subsequent form of cities is yet to be critically analyzed in the context of city authorities’ readiness to address the challenges . Evidence is also suggesting that urbanization in African countries is increasingly associated with the high economic growth that has been observed in the last two decades . Both underlying and proximate drivers are responsible for the urbanization, and these include population dynamics, economic growth, legislative designation, increasing densities in rural centers, as well as the growth of mega cities such as Lagos, Cairo and Kinshasa, that are extending to form urban corridors . With the opportunities of urbanization in Sub–Saharan Africa, there are also challenges in the development and management of these cities . Those challenges include provision of social services, sustainable economic development, housing development, urban governance, spatial development guidance and environmental management, climate change adaptation, mitigation and disaster risk reduction . The challenge involves dealing with the development and infrastructure deficit, in addition to required adaption to and mitigation of climate change . This paper examines the current state of urban management in Africa .

AbstractInfrastructure is necessary to protect and provide the goods and services required by humans. As coastal green infrastructure (CGI) aims to respect and work with natural processes, it is a feasible response to mitigate or avoid the consequences of coastal squeeze. The concept of CGI is receiving increased attention of late due to the challenges facing us, such as climate change, population growth and the overexploitation of natural resources on the coast. Terms which may be applied to encourage the construction of infrastructure, or to minimize the responsibility for poorly made decisions, often induce misunderstanding. In this paper, the concept of CGI and its use in solving coastal problems is reordered. Four categories are proposed, according to the degree of naturalness of the project: Nature reclamation, Engineered ecosystems, Ecologically enhanced engineering, and De-engineering/Relocation. Existing coastal risk evaluation frameworks can be used to design many types of CGI. Key concepts, challenges and good practices for the holistic management of coastal squeeze are presented from the analysis of successful and unsuccessful CGI projects worldwide.

Rising greenhouse gas emissions is an important issue of the current time. India’s massive greenhouse gas emissions is ranked third globally. The escalating energy demand in the country has opened the gateway for further increase in emissions. Recent studies suggest strong nexus between energy consumption, economic growth, and carbon emissions. This study has the objective to empirically test the aforementioned interdependencies. The co-integration test and multivariate vector error correction model (VECM) are used for the analysis and the Granger Causality test is used to establish the direction of causality. The time-series data for the period of 1971–2011 is used for the analysis. The results of the study confirm strong co-integration between variables. The causality results show that economic growth exerts a causal influence on carbon emissions, energy consumption exerts a causal influence on economic growth, and carbon emissions exert a causal influence on economic growth. Based on the results, the study suggests a policy that focuses on energy conservation and gradual replacement of fossil fuels with renewable energy sources, which would be beneficial for the environment and the society.
