The paper studies the problem of updating educational programs and content, taking into account changing requirements of standards and employers for qualifications and competencies of specialists. First, we show that the updating process in transition to digital economy is associated with the transition to the convergence model of education providing its sustainability perspective. Furthermore, we propose the technique and develop basic models and methods for updating based on the convergence approach, for assessing the degree of convergence of competency models and educational content. The problems of collecting, consolidating, and extracting information on the required competencies from vacancy advertisements in open sources on the Internet are also considered. The convergence approach to updating educational programs is being introduced and tested in the information and learning environment of Penza State University (Penza, Russia).

Video clips are a type of interactive multimedia that are often incorporated in Internet based training, and recent studies have reported examples of how cooperative extension is beginning to use Internet technology, including video clips, as part of delivering educational programs online. A survey was designed to determine if Oregon State University Extension Master Gardener volunteers trained in 2001 were able to access a video clip online. Eighty percent of the recent trainees had access to or owned a computer and 93% of this group had access to the Internet. Yet, when asked to access the video clip online only 37% of the respondents were successful. This disparity suggests the need for a seamless interface between the multimedia component and the software required to access it. If the end user is unable to access the multimedia component, it is difficult to justify the additional resources required to develop these teaching tools.

With the technological advancements, academics and educational programs’ developers need to provide students with competences and skills that match the market’s demand. The article considers the problems of updating educational programs and content, taking into account changing requirements of standards and employers for qualifications and competencies of specialists. It is shown that the updating process in transition to an innovative and digital economy is associated with the transition to the convergence model of education. The authors have developed a basic model for updating educational programs based on the convergence approach. The presented framework benefits both academia and industry by enhancing the programs and therefore bridging the skills gap.

<p class="0abstract">The study considers the influence of cognitive load on the achievement of educational goals in the concept of mobile learning. It has been proved that the effectiveness of educational programs in a mobile learning environment is achieved by harmonizing cognitive load and structuring the educational content. The experiment was performed in order to identify pedagogical tools to ensure the effective use of the mental resources of students and to reduce their cognitive load when studying educational materials. The experiment was performed within the course of National education as part of the educational programs of Sechenov First Moscow State University (Russia) and Abai Kazakh National Pedagogical University (Kazakhstan). Traditional classroom learning was supplemented with electronic educational resources and a mobile learning program developed based on the Storage ISpring Cloud mobile learning platform with a focus on the study of national values of good manners and education. The experimental groups were offered three different approaches to studying the discipline in a mobile learning environment. The observation of the learning process helped us to identify the key aspects of effective educational practice in a mobile learning environment, namely: high-quality educational content; thematic and temporal structuring of the educational process; distribution of cognitive load in the educational course; introduction of tools to encourage student attention; active participation of students in the educational process; synergy of knowledge accumulation and delivery in the learning environment; thematic social interaction of the members of the educational group. The results of the experiment confirmed the constructive influence of pedagogical tools aimed at the reduction of cognitive load of students on the effectiveness of educational programs in a mobile learning strategy.</p>

The Internet is one of the most successful means of providing a rich learning environment, and children are among the most affected by that interactive atmosphere. The research adopted a descriptive approach using an evaluation card in a checklist form to evaluate general, educational content, and technical elements of Arabic- language children&rsquo;s websites. The evaluation card included (17) domains and (127) items examining (20) Arabic websites for children representing the research sample. In terms of general elements, the research findings confirmed that accessibility and ease of use received the highest rating (93.33%), while continuous timeliness was the lowest (21.25%). In the elements of educational content, the written text was the highest (91.11%), while the interactivity was only (30.77%), and finally the technical elements, the written text at the highest ratings (93%), compared to video, animation and sound at the lowest rating (60.83%). Regarding the availability of key domains in the websites, technical elements received the highest percentage (71%), followed by general elements (62.58%), and the educational content elements were last (53.93%). The research main recommendations involved designing Arabic websites for children with their interests and developmental needs as well as benefiting from websites in the international settings, by avoiding the shortcomings and weaknesses revealed in the research results.

The purpose of the study is to improve the quality of the process of training specialists in the process of updating educational programs and educational content, taking into account the changing requirements of professional standards and employers in the transition to an innovative economy. To achieve the goal, the following tasks were solved: methods for monitoring employers' requirements, educational and professional standards, models of life cycles of educational programs and electronic resources with stages of updating, methods for updating educational programs with adaptive adjustment to the requirements of employers in an intelligent educational environment. The authors investigated the problems of monitoring the requirements of employers and adapting electronic educational resources and programs to them, the features of their modernization in the continuous process of training specialists. New models for managing the processes of updating and personalizing educational content and training programs are considered. A methodology for adapting educational programs and content has been implemented using the tools of the Smart Learning Environment. The proposed models and methods make it possible to take into account the range of external conditions of the labor market and employers' requirements for educational programs and resources, build geotagged models to assess the territorial distribution of requirements for the competencies of specialists in the regions, taking into account the location of higher educational institutions in related fields.

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.
