Improving the transparency of financial support for healthcare in the Russian Federation

The article considers the problem of ensuring transparency of financial provision of healthcare in the Russian Federation. Based on the results of the study, based on the official data of the Federal Treasury on budget execution of the budget system of the Russian Federation, a conclusion was drawn on the significance of this area. At the same time, insufficient attention was paid to the problem of transparency of budget expenditures for financial support of healthcare, which can be solved by the recommendations proposed by the authors. This will also have a positive impact on improving the quality of communication between public authorities and local authorities with the population.

The subject of the study is administrative barriers in the provision of public services to individuals and business entities in the Russian Federation. The article proposes methods of analysis of the quality of providing public and municipal services to the population and economic entities. The paper investigates the degree of openness of public authorities. The authors propose a systematic approach to the study of the causes and conditions of administrative barriers, as well as an effective universal system of measures designed to eliminate such barriers and improve the quality of the state’s response to public requests. The paper studied methods of combating administrative barriers in a practical application with the establishment of the main techniques and methods of public administration, the methodology for eliminating administrative barriers. The authors analyze the role of self-regulation, professional communities and social networks in removing administrative barriers.

The purpose of the article is to assess the status and develop measures of state policy to overcome consistently interregional differences in the level and quality of life of the population based on promoting the independence of regional and local authorities of the Russian Federation. The applied purpose of the work is to determine the optimal values of the distribution of revenues of the consolidated budget of the Russian Federation at the levels of the budget system as a financial condition of the solvency of the subnational authorities. According to the provisions of the Decree of the President of the Russian Federation of 07.05.2018 No. 204 “On National Goals and Strategic Objectives of Development of the Russian Federation for the Period up to 2024” the range of issues is of critical importance, as it requires the inclusion of regional and local authorities in the implementation of national projects.  Materials and methods. The article analyzes the changes in the level of interregional differences in the main indicators of socio-economic development of the Russian Federation for 2000, 2005 and 2016–2018. Based on the analysis of interregional differentiation by own and total revenues of their consolidated budgets, the changes in the level of financial independence of subnational authorities were assessed. As factors, hindering the development of regions with “self-reliance”, the state debt policy, the practice of inter-budget transfers, and the income structure of three-tier budget system of the country are analyzed. The methodological basis of the study is the work on regional statistics, structural analysis, quantitative modeling. Tabular and graphic methods of visualization of research results, statistical methods of processing of initial data were used. To solve the problems of the study, standard Microsoft application packages were used.  Results. The article shows the excessive centralization at the Federal level of the main decisions that determine the fiscal and debt policy of regional and local authorities, the “explosive” growth in the volume of subnational debt for these years, as well as the “blurring” of inter-budget transfers from the Federal budget to the budgets of the Russian Federation regions. The debt policy of the state and inter-budgetary regulation are estimated as not fully corresponding to the tasks of spatial development of the country. A system solution for optimizing the structure of three-level budget system of the Russian Federation is proposed and a method for defining the optimal values of the distribution of revenues of the consolidated budget of the Russian Federation by levels of the budget system is presented.  Conclusion. The high heterogeneity of Russia’s spatial development is one of the features of its economy. The article deals with the differentiation of Russian regions in terms of the level and quality of life of the population, analyzes the factors that led to this differentiation. State fiscal and debt policy, inter-budget transfer policy are the key factors in consistently solving the problems of overcoming interregional differences in the level and quality of life of the population, improving the competitiveness of the country, ensuring sustainable economic growth. Achieving the optimal structure of the budget system (as well as the movement to it) will create conditions not only for the inclusion of subnational authorities in the implementation of national projects, but also for the implementation of the diversity of the potential of its regions – a unique advantage of the Russian Federation.

The article amendments introduced into the text of the chapter eighth of the Russian Federation Constitution by the federal constitutional law of March 14, 2020 "On improving the regulation of certain issues of the organization and functioning of public authorities" and approved during the All-Russian vote on July 1, 2020 are described and interpreted. It is noted that the fundamental twist in the theory of municipal law was the innovation in the text of Article 132 of the Constitution of the Russian Federation on a unified system of public authorities, which includes both local authorities and bodies of federal entities and federal authorities. Promising directions for the development of legislation in the field of interaction between municipalities and public authorities in the context of the changes to the text of chapter eight of the Russian Federation Constitution are proposed.

This paper discusses the current issues of legal regulation in the field of artificial intelligence in the state and municipal service in the Russian Federation in order to ensure and protect the rights and freedoms of man and citizen. The article highlights the current problems that arise in the implementation of certain state functions, such as – the work of state bodies with citizens' appeals and the lack of regulatory regulation of the use of artificial intelligence technology in this process, the use of which will contribute to meeting the deadlines for working with citizens' appeals, as well as increase the overall level of quality of interaction between citizens and public authorities. Specific measures are proposed for the development of legislation in order to introduce artificial intelligence in solving the problems facing the public authorities. The article formulates the main conclusion regarding the trend of using the artificial intelligence system in the issue under consideration.

The relevance of the study is due to the presence of problems in the management of municipal finances and the need to identify ways to solve them. The purpose of the study is to formulate a set of recommendations that will make it possible to achieve improved financial support for municipalities in the current socio-economic conditions as a basis for ensuring their development and improving the quality of life of the population. Materials and research methods. The research uses official Federal Treasury data for 2015-2017, the processing of which was carried out using such methods as analysis, synthesis, a set of graphical tools for presenting results. Results. According to the results of the study, author’s recommendations were formulated for improving the financial support of municipalities in the Russian Federation. Conclusion The results of the study are recommended to be practically introduced into the management of all municipal entities in the Russian Federation, as well as to be used by the Ministry of Finance of the Russian Federation to develop relevant guidelines.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.
