The state of the meat market in Russia for 2013-2019 is considered, and its assessment for the future until 2021 is made. The leaders of meat production are identified, the features of production in the context of the pandemic are provided, and the analysis of producer prices by types and categories of meat is performed. The proposals on improving the market of meat producers, expanding marketing research of the meat consumers market, and increasing exports were made.

Currently, the Russian Federation has a difficult economic situation on the meat market. The problems affecting the effective development of this market were especially aggravated in the context of the new coronavirus infection pandemic, and directly affected the food security of the Russian Federation. The authors of the article reviewed the meat products market at the turn of 2019 - 2020, and also presented two options for its development for the medium term - basic and crisis ones. In addition, barriers to the export of meat products to the world market have been identified and directions for their early overcoming have been proposed. The results obtained in the course of this study not only provide an answer to the question about the role of external interventions in the economy of the state, but may become the basis for thinking about the importance of careful planning of long-term studies to assess difficult-to-predict risks, such as a new coronavirus infection, in terms of concerning the food security of the state.

The article gives a review and presents the results of the international study of growth and development prospects of the Russian Economy in “Exploring the Future of Russia’s Economy and Markets” collective monograph edited by Doctor of Economics, Professor B.S. Sergi (Harward University, USA) published in 2018 by Emerald publishing house. The authors identify key industry markets in the economy of modern Russia and make a future model of its growth and development for the medium term period (until 2025). The paper shows the battle of traditions and innovations within this model. This process implies achieving the goal of sustainable development and at the same time achieving Russia’s leadership in high technology industries (HighTech). On the basis of the book prepared by its editor Doctor of Sciences (Economics), Professor, president of “Institute of Scientific Communications” autonomous non-profit organization (Volgograd) E.G. Popkova, Doctor of Sciences (Economics), Professor of Plekhanov University of Economics (Moscow) E.V. Raulina, as well as Doctor of Sciences (Economics), Professor, chief researcher of the All-Russian Research Institute of Agricultural Economics, chief researcher of the State Research Institute of System Analysis of the Audit Chamber of the Russian Federation (Moscow) A.V. Bogoviz perspective directions for future growth and development of the Russian economy are identified. They are the integration of entrepreneurship (including international one), green innovations and dynamic innovative development based on industry 4.0 technologies.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
