Digital society technologies: benefits and risks

In his Address to the Federal Assembly on December 1, 2016, the President of Russia outlined the relevance of the systematic program of the digital economy related to the development of the “economy of a new technological generation”. The definition of the digital economy was presented in the Strategy for the Development of the Information Society in the Russian Federation for 2017–2030, published a little later, as an activity in which the key factors of production are data presented in digital form, while their processing and use in large volumes, including directly at the time of their formation, allow to significantly increase the efficiency, quality and productivity in various types of production, technologies, equipment during storage, sale, delivery and consumption of goods and services, in comparison with traditional forms of management. Today, the digital transformation of society, its economic, financial, social spheres, and education has acquired a large-scale nature. In October 2020, Russian Prime Minister M. Mishustin signed Resolution No. 1646 on a new approach to digitalization of government agencies. The article shows the unconditional benefits of the introduction of digital technologies, as well as the risks associated with their implementation.

The article presents various approaches to the concept of ‘digital economy’, offers the author’s definition, identifies the features of state protection of competition in the context of digital economy, describes the procedure for conducting economic activities and maintaining competition in the commodity markets in the context of the development of information and communication technologies, reveals the features of the state mechanism for protecting competition in the conditions of digitalization of production of goods and services. It justifies the need to develop a holistic organizational and legal mechanism of public administration, taking into account the processes of globalization of the digital economy, and the need to change legislative approaches to ensure that new entities are taken into account in the field of competition and the coverage of public relations. Analyzing the normative legal acts of the Russian Federation related to the concept of Big Data and the processing of large amounts of data, the authors come to the conclusion about expediency of amending the clauses of the Decree of the President of the Russian Federation ‘On the Strategy of information society development in Russian Federation to 2017 – 2030’ in the part on definition of the digital economy.

The imperfection of structure and the maintenance of stages of a predesign stage of implementation of the investment project creates some problems which pass into the subsequent stages of the reproduction cycle of a capital construction project, forming additional expenses of time, money and human resources. The authors pay the main attention to the stage of justification of investments (mainly to the means of the federal budget) as to the key element of decision making on the project implementation and also to the technical-and-economical justification of the project, which determines the further design and construction of the facility of the real estate. It is offered to use the system of indicators for the assessment of efficiency of the made decisions on the basis of uncontrollable and controlled factors. The mathematical model of the factors, the order of definition of the extent of their influence is offered. Scenarios of the choice of the investment decision on the basis of the established principles in the conditions of uncertainty are described. The authors point out, that during introduction of the offered mechanism it is necessary to adopt the relevant amendments to the legislative and regulations of the Russian Federation, that in turn involves the emergence of a temporary log. However, the planned results of the work of the modernized system will affect positively on the reduction of duration of the predesign stage without any loss of its qualitative characteristics. Thus, that might become one of the key factors of sustainable development of modern cities.

Currently, the digital economy contributes decisively to an increase in competitiveness, especially as a digital transformation involves migrating to new technological models where digital marketing is a key part of growth and user loyalty strategies. Internet and Digital Marketing have become important factors in campaigns, which attract and retain Internet users. This study aims to identify the main ways in which users can be gained and retained by using Digital Marketing. The Delphi method with in-depth interviews was the methodology used in this study. The results of the research show the most important actions for achieving user recruitment and loyalty with Digital Marketing from the opinions of consulted experts. The limitations of this study are those related to the number of experts included in the study, and the number of research papers consulted in the literature review. The literature review and the results of this research are used to propose new solid research with a consolidated critical methodology. This research deals with a new approach that will optimize web technologies for the evolution of user trends, and therefore, will be of academic and professional use for marketing managers and web solution developers. The conclusions of the investigation show the key factors, discarding others that do not affect the optimization of conversions in B2C businesses such as the duration of the session and the rebound percentage. Likewise, the results of the research identify the specific actions that must be carried out to attract and retain users in B2C companies that use the Digital Marketing ecosystem on the Internet. The requirements for companies that wish to implement a model to optimize conversions using the current digital economy are also shown.

The article discusses in detail the concept of digital economy and its relationship with the Information Society. The opinions of domestic and foreign scientists and representatives of the business sector on the process of digitalization of the economy are analyzed. The definition of applied projects as a tool for digitalization and informatization is given. The relevance of the application of applied projects in the development of the digital economy is proved. The directions of the National Program “Digital Economy of the Russian Federation” in the context of the development and implementation of applied projects are studied. The main problems of the implementation of applied projects are highlighted. The necessity of regular analysis and assessment of the life cycle of applied projects in the digital economy is substantiated. Measures are proposed to improve the organization's activities in the implementation of applied projects.

Over the past ten years, Russia has been building a system of effective state financial management. Particularly, it is implemented by reforming the Federal Executive bodies that are currently transforming the digital economy. The realities of the present time dictate the need to improve the methodology, forms, and technology of the process of financial management. Moreover, development of the concept of “financial management” is necessary. Note that this concept is not determined in the normative legal acts of the Russian Federation at the legislative level. This leads to multiple discussions and the formation of different points of view on its definition. In this article, the authors analyze the concept of “financial management” in the Russian and foreign literature and provide their own definition of this term.

Drawing inspiration from American institutionalism and new institutional economics, this paper discusses the rise of large corporate farms as the transition from the classic capitalist firm to the corporate form of organization based on the separation of ownership and control. Three case studies from the Brazilian cerrado show the rise of large corporate farms to be enabled and impelled by the advance of agricultural production technologies and the search for scale economies. The key finding from the case studies is that complex technology not only necessitates large-scale farming but also generates technical and organizational solutions to the potentially pervasive agency problems. In addition to the use of sound corporate governance practices, these solutions include organizational architecture encompassing computer-aided accounting and budgeting systems, incentive-based compensation, clear definition of performance goals, and delegation of operational decisions to farm managers. Furthermore, organizational architecture has been shown to promote a culture of trust and accountability, which counteract the opportunistic tendencies of farm managers and workers.

The subject/topic. The article is devoted to the consideration of a new form of tax controlling, its transition to a qualitatively new level with emphasis on the benefits of the remote format of tax controlling in the context of digitalization of economic activity, as well as its impact on improving the work of tax authorities. Goals/objectives. The aim of the work is to disclose the essence of the concepts of «digital economy» and «remote tax controlling» and the advantages of using it to optimize the activities of tax authorities dictated by the trend of the times. Method-ology. The author’s definition of the concept of «digital economy» is given, a comparative analysis of the advantages of full-time and remote forms of tax controlling is developed and presented, the goals of modernizing the tax system are given; the advantages of working in priority areas for identifying the reserves of the tax potential of the country's budget are described. Results. The conclusion is made about the need to optimize the activities of tax authorities. The main advantages of using such a tool as remote tax controlling are highlighted. It was added that such a measure would also be an excellent solution both in order to achieve a balanced and stable territorial budget, and to reduce interregional differences in the level and quality of life of Russians. The paper also discloses a list of information technologies implemented in the activities of the Federal Tax Service of the Russian Federation and de-scribes the benefits of switching to digital accounting methods. Conclusions/significance. The necessity of the transition to the method of remote tax con-trolling is substantiated, which facilitates the work of specialists in particular and regulatory authorities in general. A number of advantages are described when implementing this tool, including temporary savings, and an increase in the reliability and completeness of the data obtained. Application. The remote tax controlling tool considered in the article can be used both to improve the strategies of the executive authorities and to improve control over the implementation of national projects of the Russian Federation.

The article contains a study of existing views on the economic content of big data. From among the views, within which the authors define big data, the descriptive-model, utility-digital and complex-technological approaches are formulated. Against the back- ground of the large-scale spread of digital technologies (machine learning, cloud computing, artificial intelligence, augmented and virtual reality, etc.), functioning thanks to big data, the study of their economic essence is becoming especially relevant. As a result, it was found that the basis of economic activity in the digital economy is big data. The definition of big data as a resource of the digital economy is proposed.

The article addresses the problems of organizing the maintenance of electronic labor books in the Russian Federation. The author draws attention to the fact that the official definition of the concept of "digital economy" does not cover the digitalization of labor relations, and therefore needs to be finalized, and the transition to the blockchain platform in digitalization of labor relations will reduce the level of distrust of citizens in electronic labor books. In addition, the author concludes that it is necessary to systematize legislation in the field of labor books.

The article is devoted to the shadow digital economy as part of the shadow economy. The authors believe that, unlike the traditional shadow economy, the digital shadow economy is aimed not only at making a profit, but also at getting access to valuable digital, financial resources and/or databases. This topic is poorly studied in Russia, while foreign research centers have already started a serious analysis of statistical data on the digital shadow economy for commercial purposes. Most of the sources of this study are foreign publications, which indicates the international nature of the analyzed phenomenon. The lack of consensus of the world community on the shadow markets and cryptocurrency as products of the shadow digital economy leads to the lack of joint and more effective international cooperation in combatting financial cyber-crime, as well as international criminal syndicates engaged in the sale of illegal products. The authors give arguments about the relevance of this phenomenon to the realities of the Russian Federation, offer their own scientific definition of the shadow digital economy and give appropriate recommendations to combat this phenomenon.
