At present, the unauthorized occupation of land plots without a building permit, unauthorized seizure or non-compliance with the parameters of the permitted use of land in a number of regions of the country has the most significant problems in the land management system. The research presented in the article clearly shows the types of violations in the field of land legislation in the field of registered cases of unauthorized objects on the example of municipalities of the Krasnodar Territory. The ways of solving the problem of preventing and suppressing the facts of unauthorized construction are proposed.

The textbook considers the basic concepts of cartography, the history of its development, as well as the classification of maps and the main elements of the map, the issues of mathematical cartography, the main stages of creating maps, the factors, types and methods of cartographic generalization. Separate sections of the manual are devoted to cartographic signs and methods of image on maps of thematic content, the development of cartographic scales and methods of use of maps in land management and cadastre. Separately, the issues of the functioning of geographical information systems (GIS): their composition, structure, technology for creating thematic maps in the GIS environment. The manual concludes with a section on GIS mapping for real estate cadastre, environmental protection and land monitoring, as well as recommendations on the choice of GIS and requirements for cartographic documentation of real estate cadastre. To identify problems in land management and find ways to solve them, the modern structure of organization of rational land use is considered. The analysis of the digitalization of economy in advanced foreign countries is carried out. It has been determined that in order to implement effective land policy, it is necessary to use modern geoinformation technologies, in particular, introduction of digitalization in the field of land relations regulation. It was revealed that in recent years digital technologies have been actively used in agriculture of the republic on the basis of space monitoring, which makes it possible to determine the areas of agricultural crops, species yield, and weediness of fields. The efficiency of land management based on the creation of information system - a unified state cadastre of real estate for the implementation of the State program "Digital Kazakhstan" is shown. In matters of improving land use, it foresees the creation and implementation of a State cadastre of real estate and national spatial data infrastructure. Currently, a pilot project is being carried out to combine two information systems in order to obtain a unified information system for the real estate cadastre. It was concluded that provision of all types of services in accordance with land legislation must be converted into a digital format, thanks to which the public can get free access to information, the necessary services at a distance (without the obligatory attendance at public service centers), as well as in operational mode of obtaining them. For the efficient and rational use of land and work with real estate, a new structure should be created - the Real Estate Management Agency.

The article focuses on the main legal aspects of the land registry system in Ukraine. Research allowed to identify theshortcomings of the existent, inefficient land registry system, which significantly increase the conflict potential of land matters.The article also covers the preconditions needed for the establishment of an ef ficient land registry system based on the lessonslearned from land surveying activities of the Ministry of Defense. Moreover, it provides a comprehensive description of thecurrent state of the national land registry system of Ukraine. The paper highlights factors enabling the development of a cohesivesystem of measures, that would allow to significantly improve management of the land registry system of Ukraine. A list ofreasons has been provided, justifying a lack of an all-encompassing registration of the military land parcels of the Ministry ofDefense of Ukraine. Besides, many other topical issues related to the military land were identified, including systematicshortcomings that intervene with the comprehensive and legal usage of real estate assets of the Armed Forces of Ukraine. Inorder to ensure that the real estate and land parcel management system conforms to the law, preconditions for the establishmentof a computerized military land and real estate registration system were identified. Research findings included suggestionsrelated to the establishment of land management, registry and land registration center in the structure of MOD, which would dealwith issues related land management, registry and land registration. To ensure direct control and timely response such centerwould have subordinated detachments. The article provides a list of suggestions for the establishment of an efficient controlover the land fund of the Armed Forces of Ukraine, which will not only simplify the process of stock taking, but also will speed upthe process of land parcel transfer to the Ministry of Defense of Ukraine.

Purpose The purpose of this paper is to establish the relevance of the real estate curricula being offered by the two universities in Botswana to industry. Design/methodology/approach This is a cross-sectional study in which a designed questionnaire was administered to the practitioners in real estate obtained from the membership list of the Real Estate Institute of Botswana (REIB), final-year students and former graduates of the Bachelor of Land Management programme using proportionate stratified random sampling technique. This resulted into the total population of 150 elements. Students for the Bachelor of Commerce in Real Estate (BCom RE) at Ba Isago and BSc Real Estate programme at the University of Botswana were excluded from the population because they did not have graduate degrees yet; therefore the study sample was drawn from the identified population at 90 per cent confidence level with a 10 per cent margin of error. The sampling frame composed of 122 registered property valuers and managers, 14 alumni and 14 final-year students of Land Management (150). The sample size of 60 was determined at 90 per cent level of confidence with a 10 per cent margin of error. The questionnaire was administered through e-mail using a contact list from the REIB to their members. It was also e-mailed to the alumni and physically administered to the final-year students as well. A 60 per cent response rate was achieved. Findings It was established that the three programmes offered at the two universities in their current form are relevant to the industry. The overall average scores out of 5 for these programmes were 4.14 for BSc Real Estate – UB, 4.10 for Bachelor Land Management – UB and 3.97 for BCom RE – Ba Isago University College. By using analysis of variance, the study further established that there were no significant differences between the two programmes that are offered at UB and the one at Ba Isago University College. This was established by looking at the computed F-test (0.89) and the critical F-test (2.36). Since the computed F-test was less than the critical F-test value, it was concluded that there is no significant statistical differences among the three programmes being offered in the two universities. Research limitations/implications The major limitation in this study was the use of an e-mailed questionnaire to the property practitioners and alumni of the Land Management programme which is characterised by a low response rate. Practical implications Since the three overall mean scores are close to and above 4.00, it means the current programmes offered at the two universities are relevant to the industry. Social implications The research results might be useful to the society and should be used to enhance the social uplifting of society by contributing to the decisions that are made which might affect the society as a whole. Originality/value This is the first study to be conducted in Botswana which was meant to establish if the real estate programmes offered in the two universities were relevant. It is the first study to compare and evaluate the relevance of the contents of three real estate programmes locally.

This work is devoted to the issues of entering into the Unified State Register of Real Estate (hereinafter referred to as USRN) information about the location of borders between subjects of the Russian Federation, borders of municipalities, and settlements on the example of the Tyumen region. The procedure and features of the establishment, change of administrative-territorial division are considered. Analysed the legal aspects and grounds for carrying out activities for the coordinate description of administrative boundaries as objects of land management. At the same time, problems that arise both at the stage of adoption of regulatory acts establishing administrative boundaries and at the stage of preparation and coordination of land management documentation are identified and justified. According to the results of the work, a number of proposals were formulated, which will allow to provide the USRN with information on the administrative-territorial division in full.

In 2015-2016 the State University of Land Use Planning and land management faculties of higher educational institutions released the final mass enrollment of graduates who studied “engineer” qualification for five years. Starting from 2016-2017, bachelors and masters of land management began to leave the walls of the State University of Land Use Planning and land management departments of universities. Has the division into two parts - bachelor's and master's been justified? Basically, we can say that this is an international practice and we would not want to live separately from the international community, since we study foreigners from many countries of the world who want to receive education in a Western way; in addition, our students also study abroad. But, unlike the Western baccalaureate, we remain specializations. There are profiles in the undergraduate program: land administration, land management, real estate cadastre, urban cadastre, land valuation, real estate valuation, and so on, that is students receive professional knowledge. Mastership is designed to deepen them. But it is absolutely not necessary to choose undergraduate and graduate programs in the same direction, it can be changed. If a student is not satisfied with the direction or specialization chosen before, he can correct it by studying another mastership program. One undoubted positive consequence of Russia's accession to the Bologna process is the simultaneous assumption of international obligations to maintain the wide accessibility of higher education regardless of financial situation of young people. Europe seeks to provide broad social protection in this area, where Russia has been catastrophically losing ground in recent years. The United States, with all its wealth, has never tried to positively solve this problem and is not going to accept the Bologna rules, and they have enough compelling arguments for this. First of all, do we need a bachelor degree? How will a master match with a candidate of science? Today, the heads of land surveying firms and companies, sociologists, professors of universities as well as educational and scientific institutions are discussing this problem.
