Economic diplomacy: pandemic effect

The article analyzes the impact of the COVID-19 coronavirus pandemic crisis on the foreign policy and diplomacy of states, including economic diplomacy. ED is interpreted as a multi-sided multi-faceted activity, an integral part of foreign policy aimed at protecting the national interests and economic security of the country. Given the interdepartmental nature of the ED, the presence of numerous actors and agents, not only state, but also public and business structures, political and foreign economic coordination on the part of the Foreign Ministries is of great importance, and this role of foreign policy departments is increasing during the pandemic crisis. The activity of the ED of Russia in 2020 was generally successful, among the main results: active participation of diplomats in the anti-epidemic work of the Government of the Russian Federation, including export flights, provision of emergency assistance by compatriots abroad, assistance to foreign countries; measures to promote the Russian vaccine in the world, establish its production abroad, and thus win new world markets for medicines; settlement of the pricing crisis on the world oil market with the leading role of Russia and Saudi Arabia; adjustment of double taxation agreements with a number of foreign countries, taking into account the domestic economic needs of the country; the growing experience of BRICS, this interstate association, which did not know the crisis, including its fight against epidemiological diseases, during the period of Russia’s presidency in the BRICS; further steps to deepen integration within the EAEU; Russia’s success in the eastern direction of foreign policy, in the development of trade exchanges and epidemiological cooperation with the ASEAN and APEC states. The new world crisis has become a catalyst for the convergence of ED methods with scientific and public diplomacy, with other diplomatic cultures that can be combined under the general name of civil diplomacy. Such a separation is required to protect the legacy of professional diplomacy, the popularity and use of which methods is growing significantly. ED, as an integral part of official diplomacy, is presented as a mediator between classical and civil diplomacy. It provides civil society with an example of the more rigorous, pragmatic, resultsoriented work that the current pandemic crisis requires.

The purpose of this article was to highlight the role of public diplomacy in linking countries of the world in the process of economic globalization. Like objectives we intend to emphasize the kinds of powers that plays an important role in public diplomacy and national policies on public diplomacy. The investigations carried out by us so far shows that contemporary international relations recorded, under the impact of globalization, a process of resizing, which leads to the removal of the state monopoly on foreign policy. As a result, a whole range of non-state actors influence the image of a country abroad and information technologies gives them multiple communication mechanisms. In this situation, diplomatic activities must be accompanied by a process of communication, both in its internal and foreign markets.

The article intends to highlight geopolitical aspects in the development of international tourism in Ukraine as a global phenomenon that carries out economic, social and international political action. The paper analyzes international tourist flows in Ukraine, their dynamics and spatial structure during 2000–2017 in particular, in the context of military-political aggression on the part of Russia and intensification of Ukrainian-Russian intergovernmental relations. It has been established that the current dynamics of the international tourist flow in Ukraine is characterized by a sharp decrease in the volume of international visitors, a decrease in the rates of development of tourism activity and the reformatting of the spatial structure of the inbound and outbound tourist flow. The question arises as to the expediency of tourism development during the military-political confrontation. The experience of holding Eurovision–2017 in Ukraine, which took place against the backdrop of the anti-terrorist operation, is highlighted. The conclusion is drawn about the constructive role of tourism as a factor of «soft power» that can influence the informing of the world about the «Ukrainian issue». In this sense, international tourist flows acted as channels of public diplomacy, reflecting the true situation in Ukraine, which is fundamentally different from the Russian mass media. Attention is drawn to the intensification of domestic tourism in Ukraine, taking place against the backdrop of deteriorating key indicators of economic and social development. It is argued that the growth of the weight of domestic tourism was also possible due to the growth of patriotic sentiment in Ukrainian society. In a sense, the development of domestic tourism is seen as a continuation of the struggle of the Ukrainian people for their independence and territorial integrity. Consequently, the constructive role of tourism lies not only in the presentation of the country to the world community, but also in the construction of a national identity within the country. In this way domestic tourism favors further development of the Ukrainian political nation. Because newspaper readers or television viewers cannot directly experience or witness events that are happening in foreign countries, they have to rely heavily on foreign correspondents for their perspectives on the world. But the views of foreign correspondents can never be fully objective. Their views are often shaped by the government policies of the countries their companies belong to. Also, their attitudes are affected by the editorial policies of the companies they work for. Particularly for such controversial issues as North Korea, foreign correspondents' viewpoints are highly influenced by their government and company policies. The question is how foreign correspondents react when their government foreign policy is different from their company editorial policy. To examine the impact of government and company policies on the attitudes of foreign correspondents, this paper interviewed eight foreign correspondents covering North Korea. The results show government foreign policy and company editorial policy strongly influence the foreign correspondents' attitudes toward the North.

This study aims to explains the impact of globalization and economic liberalization on Indonesia's economic structure and as a result, the increase of local original income (PAD) in the regions of Gresik and of Sidoarjo to support the implementation of local autonomy under Undang-Undang Nomor 5 Tahun 197-1. Entering the decade of l980's the government of Indonesia decided to reform its economic structure from a state-led development into a market-driven development by launching a package of deregulations. This, in turn, had an impact on capital inflows from foreign countries as well as increasing trade between Indonesia and other countries. These developments resulted in the emergence and the growth of industrial and trade regions in Indonesia, particularly in the regions ofGresik and ofSidoarjo. However, it brought about a marginal increase in PAD.  Therefore, the role of PAD had also been marginal in the process of implementing local autonomy.  Thus; this study concluded that the reposition of bureaucracy was an important action necessarily taken by the local government to improve its capability in implementing local autonomy.

The purpose of this article is to describe the capacity and role of WHO in dealing with the spread of COVID-19 and to discuss in-depth articles at the stages of policy implementation that specifically discuss the WHO protocol that is applied in dealing with the spread of Covid-19. The implementation of the policy to handle the spread of COVID-19 considers various aspects not only health but also the economic and social impacts resulting from government decision making. In addition, response measures are implemented through the Acceleration of COVID-19 Handling task which is part of the formation of structures, structure is one of the aspects that are considered in Edward III's implementation theory besides communication, resources and disposition because the presence of a structure helps implement policies has a significant effect. on policy implementation. The support of all elements of the government, the private sector in compliance with government and WHO instructions, especially regarding social distancing and physical distancing, will have a big impact in preventing the spread of COVID-19.

AbstractCorona Virus Disease 2019 (COVID-19) has been a hot topic since the end of 2019.  The virus, which was first discovered in Wuhan, has become a global security pandemic, namely health security that has an impact on economic security. The significance of the increase in covid-19 cases cannot be underestimated because it has caused hundreds of thousands of victims to die in approximately 6 months. Various national policies are implemented in each country to deal with it. This article seeks to present alternative policies for the government through a bottom up pattern, namely through the strength of civil society as the impact of the pandemic, which is integrated with local government policies, considering society as the foundation of a country's strength. The role of civil society here is focused on the role of women as one of the strategic agents of public policy dissemination, to increase public awareness of Covid-19 as an effort to reduce the number of Covid-19 cases. Women are considered to be able to play a dual role in a pandemic situation and have a strategic role through their families in increasing public awareness of Covid-19. Virus yang pertama kali ditemukan di Wuhan ini menjadi sebuah pandemi keamanan global, yaitu keamanan kesehatan yang berdampak terhadap keamanan ekonomi. Signifikansi peningkatan kasus covid-19 menjadi hal yang tidak dapat dianggap remeh karena telah menyebabkan ratusan ribu korban meninggal dalam waktu kurang lebih 6 bulan. Berbagai kebijakan nasional diterapkan di setiap negara untuk menghadapinya. Artikel ini berusaha untuk menyuguhkan kebijakan alternatif bagi pemerintah melalui pola bottom up, yaitu melalui kekuatan masyarakat sipil sebagai terdampak pandemi, yang diintegrasikan dengan kebijakan pemerintah setempat, mengingat masyarakat sebagai pondasi kekuatan suatu negara. Peran civil society disini difokuskan pada peran perempuan sebagai salah satu agen strategis sosialisasi kebijakan publik, untuk meningkatkan kesadaran masyarakat terhadap covid-19 sebagai upaya menekan angka kasus covid-19. Perempuan dinilai mampu berperan ganda dalam situasi pandemi dan memiliki peran strategis melalui keluarga dalam meningkatkan kesadaran masyarakat terhadap covid-19. In March 2020, the World Health Organization declared coronavirus disease 2019 (COVID-19), caused by the novel severe acute respiratory syndrome coronavirus 2, to be a pandemic. Since the declaration, Nigeria economy has been greatly impacted thus resulting in a recession. This paper considers a couple of misconceptions among Nigerian people in the COVID-19 pandemic era thereby causing the spread of the novel virus and hence making the situation difficult for the government to handle. In particular, we discuss the first and second waves of the pandemic as it affects the Nigerian people. The impact of the pandemic on animals and the role of mathematical epidemiologists in combatting the spread is discussed herein. We give some recommendations that could be adopted by the government and the good people of Nigeria to reduce the further spread of the virus.

At present, dialogue is the most effective form of interaction, which allows to form a positive public opinion and achieve the country's foreign policy interests abroad. The paper investigates the concept of public diplomacy, proposed by various authors as a special direction of the country's foreign policy. To determine the effectiveness of public diplomacy, practices of different countries are examined, namely Russia and China, which, through the use of public diplomacy, have created a dialogue with the foreign public, thereby promoting national interests and gaining loyalty of a foreign audience. This paper considers the international initiatives of Kazakhstan as elements of public diplomacy, allowing to position the country and increase its attractiveness in the international arena. Analyzing the experience of developing public diplomacy in other countries and considering the current tasks of Kazakhstan, the author offers recommendations on the effective implementation of public diplomacy as an additional opportunity to promote the foreign policy interests of Kazakhstan abroad. The implementation of the recommendations will allow Kazakhstan to effectively use public diplomacy for successful positioning of the country in the world community, as well as to establish dialogue with the foreign public, ensuring its loyalty to the country's current policy.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.
