Actualmente las empresas, instituciones gubernamentales organizaciones, profesionales y sociedad en general requieren soluciones efectivas para sus necesidades de información; los Ingenieros en el campo de las Tecnologías de la Información y Comunicación (TIC) están preparados y son capaces de analizar y evaluar esas demandas e implementar las tecnologías de información y comunicación en forma estratégica e impulsar la gobernanza digital. Con base el Plan Nacional de Desarrollo 2013-2018, Estrategia Digital y MAAGTICSI se realizó un análisis para establecer las áreas de oportunidad que tendrá el Ingeniero en TIC dentro del modelo de Gobernanza Digital con base en el Plan de Estudios de la carrera en el Instituto Tecnológico de Tlalnepantla y su especialidad Gobernabilidad en TIC. Currently companies, governmental institutions, professional organizations and society in general require effective solutions to their information needs; Engineers in the field of the information technology and communication (ICT) are prepared and are able to analyze and evaluate those demands and deploy the technologies of information and communication in a strategic way and promote digital governance. Based national development 2013-2018, Digital Strategy and MAAGTICSI was carried out an analysis to establish the areas of opportunity that engineer will have ICT within the Digital governance model based on the curriculum of the race at the Institute Technological of Tlalnepantla and his specialty in ICT governance.

Implementation of Government Regulation Number 71 of 2010 concerning Government Accounting Standards brought changes in the presentation of government financial statements, which previously used cash-based accounting standards, to accrual-based accounting standards. Cash-based recognizes the recording of transactions and recognition occurs only when cash is out and cash in and does not record liabilities and assets at all. Accrual-based recording is believed to be able to produce financial reports that are more accurate and more reliable, comprehensive and relevant for decision making. In order to support the implementation of a good and competent accrual basis, supporting factors are needed such as human resources, organizational commitment, utilization of information and communication technology. The purpose of this study was to analyze the influence of human resources, organizational commitment, information and communication technology on the application of accrual-based accounting standards in the Lhokseumawe regency. The number of respondents in this study were 68 employees from the SKPK in Lhokseumawe regency, the research data was in the form of primary data with data analysis using multiple linear regression. The results showed that human resources, government commitment, information technology, and communication had an effect on the application of accrual-based accounting standards in Lhokseumawe regency. Abstrak: Penelitian ini bertujuan untuk: (1) mengetahui pengaruh penggunaan multimedia pembelajaran interaktif Drill and Practice dibandingkan dengan  Tutorial terhadap tingkat pengetahuan operasional komputer siswa, (2) mengetahui  pengaruh motivasi belajar tinggi dan motivasi belajar rendah terhadap tingkat pengetahuan operasional komputer siswa mata pelajaran Teknologi Informasi dan Komunikasi, dan (3) mengetahui  interaksi antara penggunaan multimedia pembelajaran interaktif Drill and Practice dan Tutorial dan motivasi belajar siswa  dalam mempengaruhi tingkat pengetahuan operasional komputer siswa. Metode penelitian adalah quasi eksperimen. Hasil penelitian menunjukkan: (1) hasil belajar Teknologi Informasi dan Komunikasi siswa yang dibelajarkan dengan menggunakan multimedia pembelajaran latihan dan praktik lebih tinggi daripada hasil belajar Teknologi Informasi dan Komunikasi siswa yang dibelajarkan dengan menggunakan multimedia pembelajaran tutorial, (2) hasil belajar Teknologi Informasi dan Komunikasi siswa yang memiliki motivasi belajar tinggi lebih tinggi daripada hasil belajar Teknologi Informasi dan Komunikasi siswa yang memiliki motivasi belajar rendah, dan  (3) terdapat interaksi antara penggunaan multimedia pembelajaran interaktif Drill and Practice dan Tutorial dan motivasi belajar siswa tingkat pengetahuan operasional komputer mata pelajaran Teknologi Informasi dan Komunikasi. Kata kunci: Multimedia Pembelajaran, Motivasi Belajar, Tingkat Pengetahuan, Operasional Komputer. Abstract: This study aimed to: (1) the effect of the use of multimedia interactive learning Drill and Practice as compared to the tutorial on the level of operational knowledge of computer students, (2) the effect of learning motivation high and low learning motivation on the level of operational knowledge of student computers subjects Technology information and Communication, and (3) the interaction between the use of multimedia interactive learning and a Drill and Practice tutorial and student motivation in influencing the level of operational knowledge of student computers. The research method was quasi-experimental. The results showed: (1) the learning outcomes of Information Technology and Communication students that learned by using learning multimedia exercises and practices are higher than the learning outcomes of Information Technology and Communication students that learned by using learning multimedia tutorial, (2) the learning outcomes of Information Technology and Communication students who have learning motivation high is higher than the learning outcomes of Information Technology and Communication students who have low learning motivation, and (3) there is interaction between the use of multimedia interactive learning Drill and Practice and Tutorial and students' motivation level operational knowledge of computer subjects Information Technology and Communication. In order to enforce the legal state in Indonesia as it is Dicita-citakan, it is necessary to do business so that people know about the rules of law. Where in today's efforts to socialize it is quite a lot done, with the explanation in the form of lectures, counseling, and so forth. The law or regulations do not only need to be known, but are obliged to be enforced and implemented by each citizen with no exceptions. Society either personally or jointly intentionally or because of its negligence can take actions that violate the provisions of the law that harm the other party. The Era of globalization brings changes in the advancement of information technology and communication to modernization. Human beings are faced with the sophistication of various technologies that are tempting and felt more important in the process as a result of the demands of life activities. The development of computer technology, especially in telecommunication system, gave birth to a new term called Internet. Internet is one of the electronic media in terms of information and communication that is able to connect people around the world, so the world feels increasingly narrower and limitless because of the ease of establishing communication. Human needs are increasing with the current  journey  of  globalization. Globalization  that  spawned  information technology and Internet-based communication has formed a pattern of human life with new cultures. With the Internet, people no longer worry about the boundaries of the region, space, and time that hinders the process of information and communication because it has found a more effective and efficient way.

Advances in information technology and communications which we achieve now actually been recognized and felt in the world of education in general. Currently College Prog implement a Tridharma terms Tridharma iDuHelp!. Tridharma is one of the basic responsibilities that students must be developed simultaneously and together. In this Tridharma still there are problems in the system iDuHelp! service. So IRAN (iLearning Prog Ask and News) in collaboration with iDuHelp! in providing answers and information needed by the student. In its application in Tridharma iDuHelp! IRAN There is a related method in it, such as iLearning methods that are currently being developed. With iLearning method can facilitate conduct research in detail, accurately, and clearly by using mindmapping. Besides the method of analysis is also done with three stages  namely the identification of the problem, identifying needs, and identifying system requirements. In this study using 4 literature reviews that can be used as references in preparing this paper. In this article explained about the problems that arise and solving problems in accurately using the flow Flowchart. In the implementation of the prototype shown iDuHelp! As well as the performance of Iran. So the end result of the study is a system performance to information and communication media of Iran can maximize iDuHelp! care system  It is widely integrated in a university.

The financial system is one of the primary users of information technology, which in recent decades has experienced phenomenal progress. This chapter discusses how information and communication technology has changed the financial system, and what policy challenges arise from the interactions of information technology progress and financial innovation. I focus on the asset management and banking industries. In the case of asset management, progress in information technology has partially transformed the industry, and potentially made it more efficient. In the case of banking, the industry has been changed profoundly, has grown significantly, but at the same time it has become more fragile. The chapter discusses the implications of these phenomena for policymaking.
