The purpose of the paper is studying the possibility of economic development of Russian regions in modern federal state. The research is based on a system approach using the methods of descriptive statistics and cluster analysis. The article revealed the incomprehension of federalism as a system tool of development of economy of Russian regions. The federation is related to a political keynote – the moment of power. At that, the priority of merism principles in structure of a state is emphasized, with simplification of national economy and strengthening the role of central authority and dependence of Russia on the technologies of economy capitalization, in favor of budget centralization. The paper shows the place of Russian economy in the world economy in the conditions of acceptance of capitalism as the basis of economic formation of society. Following the results of the federative analysis of economic development of Russian regions the attractor of federative framework – the Republic of Crimea and anti-attractor – the Republic of Dagestan were revealed. The Kaluga Region and Tambov Region were defined as the linking entities of the Federation, while the Nenets Autonomous District and Khanty-Mansy Autonomous Region – Yugra were defined as the separating ones. The results of the research expand the field of knowledge regarding federative framework of the state and point at the possibilities of its integrity maintenance in the course of dynamic economic development of the entities, by forming new competencies for managerial decision making regarding maintenance of stability of the balance of regional interests in internal and foreign policy.

Economic diplomacy covers a wide range of issues related to the development of optimal ways to ensure sustainable economic development, the implementation of innovative ideas and initiatives, increasing the effectiveness of partnerships between states. In this regard, it is of interest to consider the issue of the role of the subjects of federal states in the sphere of economic diplomacy. Based on the experience of the Republic of Tatarstan, the article examines the organizational and legal aspects of the participation of Russian regions in the implementation of economic and diplomatic activities of the state.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

Technique for assessment of economic development sustainability of Russia’s regions is provided. Methodologically the technique is based on diagnosing the loss of sustainability in economic growth and assessing the degree of instability. The authors propose to assess the degree of sustainability by such measure, as variance in the economy’s growth rate, while the risks of instable growth — by an index, reflecting relative variance in economic growth rates. Economic growth sustainability and dynamics for several RF administrative territories are assessed, including Belgorod oblast, Bryansk oblast, Volgograd oblast, Pskov oblast, the cities of Moscow and St. Petersburg, the Republic of Dagestan and Krasnodar krai. The estimates are based on statistics for the 2000—2011 years period. As is found out, different territories has different periods of sustainable and unsustainable development as well as different degrees of economic growth instability. In terms of economic development Belgorod oblast, the city of St. Petersburg, Krasnodar krai and the Republic of Dagestan are stable as compared to the growth of the overall Russian economy. Such territories, as Bryansk oblast, Volgograd oblast, Pskov oblast and the city of Moscow show instability of economic development as compared to the Russian economy as a whole. As correlation and regression analysis shows, indices of economic development instability significantly affect investments in the regional economy. Based on a small sample of administrative territories the authors show that instability of economic development is responsible for 40 per cent reduction in investments. Thus the conclusion is made that economic development instability is a rather significant factor of the territory’s investment climate.

The purpose of the work was to assess the timing of the transition of the Russian economy and the economy of individual Russian regions to the dominance of the fifth techno-economic paradigm. By constructing econometric models of economic dynamics, the timing of the beginning of the dominance of the fifth technoeconomic paradigm was estimated. The transition to the domination of the fifth techno-economic paradigm in the economy of the country can expected in 2040. The economy of individual regions has already made the transition to the dominance of the fifth techno-economic paradigm. In the economy of a large part of the regions, the transition to the dominance of the fifth techno-economic paradigm can expected in many years and decades. Estimates of the expected timeframe for the transition to the dominance of the fifth techno-economic paradigm obtained on basis of the assumption that the trends of economic development prevailing in 2001–2015 were preserved.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. Small and private entrepreneurship is becoming increasingly important in the world economy. International experience shows that the impact of small and private entrepreneurship on economic growth through the creation of new jobs is very important. The role of these enterprises is growing, especially as economic development progresses towards services and information technology. Small and private enterprises are becoming economic entities where new techniques and technologies are rapidly introduced, advanced management methods are rapidly applied and effective in the short term. Indeed, the role of employment in economic growth through the development of small and private entrepreneurship is immeasurable.In particular, entrepreneurship plays an important role not only in the socio-economic life of the republic, but also in the regions. Entrepreneurship is a source of endless opportunities for the development of market relations, ensuring the stability of the economy, attracting investment from domestic and foreign sources, as well as meeting the growing employment needs of the population. Indeed, the origin of small and private enterprises is a reflection of a complex set of needs of different composition, primarily due to the need to increase the number of enterprises that can influence and withstand market competition in the country's economy; second, it is characterized by the fact that small and private businesses are the cheapest, preferred, and preferred method of recruiting the population. The article summarizes the laws of emergence and formation of entrepreneurship. In particular, it was found that the emergence of criteria based on the number of employees as well as production indicators has made small and private entrepreneurship an important phenomenon of economic development. Accordingly, it is proposed to improve the characteristics of small and private entrepreneurship using both criteria, and a new, improved definition of the concept of "entrepreneurship" and "entrepreneur" applied to employment. The article consists of an introduction, goals and objectives, methods, results and comments, and a conclusion.

Purpose of the study. The possibilities for the implementation of national and regional strategic objectives depend on the compliance of the measures taken with the chosen development path. The set of measures includes managerial decisions in the field of labor market regulation and concerning the legalization of informal employment. To make managerial decisions on the regulation of the labor market at the regional level, an objective statistical assessment of the relationship between informal employment and indicators of socio-economic development is required.The information basis for the regulation of informal employment should be quantitatively assessed stable regularities of the relationship between the parameters of informal employment and the structural and dynamic characteristics of economic growth and development. To identify and evaluate these statistical patterns, based on data from the Federal State Statistics Service in a regional context, a system of statistical indicators has been developed and significant factors of informal employment and socio-economic development have been identified. Given the heterogeneity of the constituent entities of the Russian Federation in terms of the scale and structure of informal employment, the distribution of regions into homogeneous groups is required. The article describes the approaches to the classification of Russian regions, taking into account the level of socio-economic development and the structure of informal employment.Materials and methods. The article examines an approach to the distribution of regions into homogeneous groups using the methods of cluster analysis based on a group of indicators characterizing those employed in the informal sector, which is based on the assumption that the indicators of informal employment are causally related to indicators of socio-economic development.Results. Five groups of regions are obtained, homogeneous in terms of the structural characteristics of informal employment and generalized factors of socio-economic development. For the purposes of further interpretation, the selected groups are assessed and ranked relative to the average Russian level of socio-economic development: low level (8 regions), below average (26 regions), average (41 regions), above average (8 regions), high level (2 regions) ...Conclusion. The resulting classification of Russian regions is a transitional stage to the construction of an econometric model of the relationship between informal employment and indicators of socio-economic development. Further analysis will allow us to assess which indicators have the greatest multiplier effect on the regional economy and to obtain a quantitative assessment of this impact on its growth.
