The article presents the methodological provisions of the research of consumer market state in the context of the assessment of living standards of the population. The assessment of unlocking the consumer market potential is given in terms of three segments: food market, non-food market and paid services market. The article reveals the features of the development of retail turnover viewed as the key indicator of consumer market that characterizes its social and economic effects. Its regional differentiation is assessed in terms of the territories of the Siberian Federal District. The methods of integrated assessment of the level of the consumer market development are offered; the results of implementation of the methods are presented.

The article considers some methodological issues of researching the potential of the regional consumer market, analyzes the indicators characterizing the availability and use of labor potential, infrastructure elements, commodity stocks in Novosibirsk region. Index multiplicative models of the studied indicators allowed us to obtain a quantitative assessment of the influence of factors on the consumer market potential. The development of retail trade turnover is regarded as a social and economic effect of the consumer market functioning. The author came to the conclusion that there is a lack of effective use of the regional consumer market potential and there are problems in the retail regulation system.

The article substantiates the essence of dysfunctions as a key phenomenon that leads to deformation or partial failure to perform functions by the subjects of the internal consumer market. The features of the influence of socio-economic factors investigated within the functioning efficiency of the regional food market. The evaluation of the influence for the food market factors in the region carried out by classifying the factors by the influence sphere and the regulation degree, assessing the influence of the food market factors on the main indicator models. These models contain indicators, despite the existing system of statistical observation in the region, studying the relationships between factors and indicators characterizing food market and identifying the results of dysfunctions. A block of socio-economic determinants of realizing the potential of the consumer (food) market in the region is proposed. Correlation analysis of factors affecting the food market and the volume of products sold (agriculture, food production, beverages) has been carried out. The authors built a system of correlation between the socio-economic factors of the food market and the export of agricultural products and the food industry in the region. A system of interrelation of socio-economic factors and their influence on the wholesale turnover of food products in the region proposed, as well as a system of interrelation of socio-economic factors with the resulting "gross regional product". The nature of the emergence and the essence of dysfunctions in the regulation of the consumer market development are concretized. The consequences of state regulation dysfunctions for the development of the consumer goods internal market are determined and characterized. The main dysfunctional factors of influence on the regulators of the regional market development grouped in the aspect of competitive markets.

Subject. The article investigates and quantifies factors of insurance markets functioning in Russian regions, and reveals possibilities to manage them. Objectives. The purpose of the study is to substantiate regional factors that determine the specifics of regional insurance market development; to quantify them to increase the efficiency of regional insurance. Methods. The study draws on statistical methods, functional analysis, algorithm development, correlation and regression analysis. Results. I calculated coefficients of pair and multiple correlation with the indicators of insurance markets in the context of the subjects of the Russian Federation, and composed regression equations. Based on the analysis, I determined the algorithm for inverse effect of the insurance market on the economic, social, fiscal and environmental performance of the region, offered appropriate measures aimed at developing the economic potential of the region and its social sphere. Conclusions. The paper considers the case of the Republic of Khakassia, one of depressed subjects in the Siberian Federal District. The developed models can be used for other regions of Russia, given the geographical and economic features of development. The findings may help generate regional strategies for socio-economic development at the country level. The scientific contribution and the novelty of the work consist of systematizing and quantifying the factors affecting the insurance mechanisms of regional markets, and assessing the inverse effect of insurance mechanisms on integrated development of the region.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.

Health trends and digital technologies are of great significance for the health and wellness food market and its development in the future. This study examines whether health trends, digital technology, and market concentration influence health and wellness food consumption in the Asian market. Our analysis uses a panel dataset covering 14 Asian economies from the period 2006–2020 and a panel quantile regression technique with non-additive fixed effects. The results reveal that health trends and digital technology have positive and significant impacts on health and wellness food consumption, whereas the concentration of distribution channels has a negative and significant impact. These results also offer insights into each type of health and wellness food consumption, thereby contributing to the health and wellness food market development. Finally, this study suggests the health and wellness food business development through a consumer-driven open innovation strategy.

World economy shows a high level of uncertainty. There are considerable risks of economic slowdown and stock market collapse. For many years, the Russian economy has been dependent on external factors. Recently, when anti-Russian sanctions are imposed, it is particularly important to find internal sources of growth, including domestic demand as the most significant factor. However, environment for the development of the Russian economy remains unfavourable due to high interest rates, volatile exchange rate, increasing tax rates, and ambiguous economic policy. Based on the analysis of regional statistics (including some regions of the Central Federal District), we confirmed the weak relationship between investments and gross regional product (GRP) revealed by other scientists. This may be the result of poor investment efficiency and its low multiplier effect. In this situation, the right choice of sectors with high multipliers and investment efficiency creates the potential for increasing domestic demand. Simultaneously, mechanisms for the expansion of resources ensuring regional economic growth play an important role. In this regard, we developed approaches aimed at the creation of conditions for the expansion of regional financial resources to support economic activity, domestic demand and economy in general, considering a social aspect of these processes. Some of the proposed mechanisms stimulate the participation of banks in financing economic processes, federal or regional bond issuance (the Bank of Russia would be the main buyer), etc. These proposals consider the experience of other countries in stimulating economic growth, including at the regional level. Financial regulators and relevant regional agencies can use the research results for developing economic policies.

To increase labor efficiency, the level of quality of work-life (QWL) of the working population is of particular importance. The limited number of studies dealing with the research of the quality of work at the regional level has confirmed the research interest. The paper presents the results of the assessment of QWL of the working population of the Vologda Region obtained using the subjective approach. The authors studied special aspects of regional differentiation of the assessment of the labor activity quality by the population. The paper draws attention to the fact that in the Vologda Region, the assessments of the working population concerning satisfaction with various aspects of labor activity have a lower level compared to similar data in the subjects of the Northwestern Federal District and Russia. The paper shows the results of the QWL assessment of the Vologda Region population in the context of various socio-demographic groups based on the index system of indicators. The study identified that more than half of the economically active population of the region is satisfied with the quality of labor activity. The authors found that the degree of satisfaction with the QWL varies for different socio-demographic groups of the population. The highest level of assessments is demonstrated by the groups with the increased level of wages, as well as those with higher education, officially registered marriage, and carrying out labor activities following their inclinations, abilities, and avocation. The authors conclude that the quality of labor potential and the level of implementation in labor activity of the qualitative characteristics of the Vologda Region residents significantly correlate with the QWL satisfaction. The paper presents a list of measures promoting the improvement of QWL satisfaction.
