The goal of this research is to design a framework to develop an information technology (IT) maturity model to guide the planning, design, and implementation of smart city services. The objectives of the proposed model are to define qualitatively and measure quantitatively the maturity levels for the IT dimensions used by smart cities (IT governance, IT services, data management and infrastructure), and to develop an implementation model that is practical and contextualized to the needs of any territory that wants to create or improve smart city services. The proposed framework consists of three components: a conceptual model of smart city services, IT dimensions and indicators, and IT maturity levels. The framework was validated by applying it to a case study for the evaluation of the IT maturity levels for the city of Cereté, Colombia.

This article presents trends in the development of sustainable urbanism, in which innovations and technologies are brought to the fore. It is assumed that at this stage the necessary measures are being introduced to improve the efficiency of services and the use of resources in smaller machines (energy efficiency or efficiency in your enterprises) with information technology. This creates the conditions within the regional development offer to develop a concept of a smart city ("smart city"). In practice, the smart city is growing beyond this initial goal to one that applies to entire cities and urban blocks, not just the transport system or buildings, and covers a large area. This raises the need to study the development of settlements in order to better illustrate the processes of development of geo-spaces through the prism of the introduction of new communication technologies.

Dinas Komunikasi, Informasi, dan Persandian Yogyakarta is a combination of 3 assignments used to be handled by 4 different divisions : (1) Telematics and Information Technology, (2) Promotion, Publication, and Public Relation, (3) Coding, and (4) Sectorial Statistics. The merging of those 4 divisions weren’t followed by addition of resources. All human resources, equipment, and technical rules used are those already available at the time. Based on Yogyakarta’s Mayor’s Rules number 79 year 2016 about Organization Structure, Position, Duties, Function, and Working Procedures of Dinas Komunikasi, Informasi, dan Persandian Yogyakarta, the duty of Dinas Komunikasi, Informasi, dan Persandian is to carry out regional government matters based on the principle of regional autonomy in communication, information, coding, and statistics area. Dinas Komunikasi, Informasi, dan Persandian Yogyakarta must have some strategies in order to carry out its duties and functions, especially to support the acceleration of implementation of smart city for Yogyakarta City Government. Some matters that need to be prepared in order to support the program are (1) Human Resources who are competent in information technology (e-skills) and implementation of electronic based services concepts, (2) Infrastructures of communication and information technology which include infrastructures for network & data centre, information system, and data integration & integrated application development.

Republic of Indonesia The Ministry of Communication and Information Technology in Tuban Regency inmanaging tourism sector is still minimal because it still displays a less attractive website to attract travelers when theywant to vacation in Tuban Regency. The purpose of this program is to develop the Tuban Regency Tourism systemby using website because this can make it easier for people who really need it in finding tourism objects in Tuban.We used an observation as the first instrument by observing Tuban regency from many sides, interviewedsome tourists which visited Tuban more than once, and read some articles from journals and books.The role of Communication and Information Technology Department in Tuban Regency is a key to successin Tuban Smart City in 2021. Tuban as City Smart, making integrated applications in both the tourism sector and other parts, this activity has become increasingly important in order to meet the twenty-first century which is all digital.

This chapter focuses on Gandhi’s vision of governance. The Mahatma envisioned the ideal form of governance as Ramarajya. By Ramarajya, Gandhi meant a form of government which involves the empowerment of people at grassroots, equality of opportunity, decentralization of administration, cooperative participation of people, and democratic self-governance. The chapter discusses various steps taken since Independence by the Congress and governments by other parties to implement Gandhi’s ideas on Panchayat Raj and, more recently, the new initiatives of the government headed by Narendra Modi such as the Swachh Bharat Abhiyan (Clean India Mission), Saansad Adarsh Gram Yojana (Model Village Plans), and the Smart City initiative. However, the author mentions that these initiatives need to be based not on Western application of sophisticated information technology, but on promoting face-to-face relations between people and on developing instrumentalities to breathe rural ethos into urban life.

This paper introduces the new concept to address the influence of information technology on rural economic development by an empirical study from the perspective of smart city. Moreover, this paper makes a quantitative analysis of information's impact on rural economic development from the perspective of demand and analyzes the relationship between information technology and regional economic development in rural areas during the construction of smart city as the starting point.
