In the conditions of modern Russian reality, higher educational institutions are faced with the need to train a highly qualified specialist capable of active independent activity. Speaking about independence, we note that this is one of the main features of a modern student and a future specialist, since the labor market needs employees who are fully prepared to solve professional problems, able to join professional activities immediately after graduation from higher school. Based on this need, higher education institutions try to build a learning process that can form a competent graduate who creatively applies his knowledge in practice. To do this, various innovative methods and tools are introduced into educational process. The purpose of the article is to analyze the experience of implementing the technology of making reference notes in the organization of independent work of students. The article presents an overview of the concept of "reference abstract" and "independent work", reveals the importance of independent work and features of its organization using reference notes. The study shows the possibilities of reference notes in the process of training students of pedagogical universities. The study revealed the performance of control and experimental groups in a professional course, one of the fundamental in the training of students of pedagogical universities. Using the questionnaire, the students ' assessment of the reference abstract technology influence on the independence was revealed. The implementation of the technology of reference notes in the organization of independent work of students allows you to expand the possibilities of training a modern highly qualified specialist.

The article is devoted to the study of the problem of national patriotic education of future coaches in Ukrainian higher educational institutions. This issue is especially acute in our difficult times of military conflict. Sports youth are the future of our state. Considering the fact that professional athletes represent our country in the international and world arena, the problem of national-patriotic education becomes extremely urgent and timely. Most of the time athletes spend in the gym, and therefore it is the coach that occupies an important link in the process of patriotic education. The coach acts as a leader and idol of young athletes in the training and educational process. And therefore, in our opinion, it is very important that the coach himself be a patriot of his country. The task of higher educational institutions specializing in the training of future coaches is to prepare not only highly qualified specialists in the field of physical education and sports, but also worthy citizens of Ukraine. The relevance and presence of the problem is due to the choice of the topic of our research. The article analyzes the essence and content of the national-patriotic education of future coaches, reveals the level of formation of the patriotic qualities of athletes and coaches, and offers methodological recommendations for their improvement.

Social pedagogue – a specialist in the field of educa-tion who carries out professional activities in educa-tional institutions and social protection of the popula-tion. The child development and positive socialization are the targets in the implementation of social peda-gogue job functions, among which is one of the main socio-pedagogical support of students in the process of acquisition and internalization of social norms, behav-ior patterns, values of modern society. The implementa-tion of the principles of the competence approach in the higher education system involves the activation of ef-forts, coordination of the requirements and interests of subjects of educational relations in the context of ongo-ing changes. Among the main subjects of educational relations, we can distinguish the state, which acts as a regulator of the development and modernization of edu-cation, which is a social customer in relation to the re-sults of education and training; the professional com-munity, which expects competitive highly qualified per-sonnel in the labor market; the teaching staff of the University that implements the tasks of training special-ists; students and the parent community as consumers of educational services. The result of interaction between the subjects of the educational process is educational and professional standards that are the basis for de-signing the main professional educational programs of higher education and are designed to ensure the unity of the educational environment in a rapidly changing social environment. The purpose of this article is to present the results of the analysis of educational programs for students – social teachers depending on the requirements of professional and educational standards, as well as factors that char-acterize the instability of the modern social environ-ment, which creates new problems in the socialization of children.

The complex of multi-vector transformations in Ukraine: strengthening defence capabilities, creating conditions for resisting hybrid (military) aggression on the part of the Russian Federation, the country's course of accession to the EU and NATO, which is consolidated in the Constitution, raised the issue of modernisation of education, training and education level of navy sailors for the Naval Forces of the Armed Forces of Ukraine. The purpose of the study is to analyse the military education system of Romania and Bulgaria, in particular the educational standards and curricula for highly qualified naval specialists, in order to implement world practices and experience in the educational activities of higher education institutions in Ukraine. The analysis of scientific literature, components of educational and professional programmes, systematisation and generalisation of information, monitoring of the current system of training of military specialists in the armed forces of Romania and Bulgaria is provided. The analysis of the experience of the content and educational and organisational component of training a naval specialist with higher education is given on the example of specialised higher educational institutions of the Naval Academy “Mircha cel Betryn” and the H.Y. Vаptsаrоv Naval Academy. Using the results of comparing the components of the educational (professional) training programme of a navy sailor, specialist, graduate of higher military educational institutions of Romania and Bulgaria, the study proposed ways to improve the system of higher military education, as well as the introduction of new elements (disciplines) of curricula adapted to NATO standards. The study provides recommendations for further reform of the system of higher military education, including naval education at the Institute of the Naval Forces of the Armed Forces of Ukraine, based on studying the experience of transforming military education systems in leading countries in accordance with modern models of training military specialists adopted in NATO member states

The article considers and theoretically substantiates the necessity and feasibility of the implementation  of  tutor support during the organization of independent work of foreign students in the higher technical educational institution. The basic ways of construction and improvement of elements of independent studying of educational material in the context of self-improvement of professional skills of a personality are determined. The main factors influencing the successful performance of independent work by foreign students in technical universities are analyzed. The specific pedagogical means of organization and management of independent activity of foreign students in higher technical educational institutions are studied. The interpretation of the concept of “tutor” in the domestic and foreign pedagogical practice is considered. The content of the tasks of the tutor-teacher, who works directly with foreign students, is analyzed in detail. It is proved that a tutor at a higher technical educational institution creates an educational sphere that allows a foreign student not only to acquire knowledge and skills, but also to solve real problems in his educational activity, to create a comfortable and convenient mode of work for him, especially during the initial stages of adaptation. The author emphasizes that this new method of successful cooperation between the teacher-tutor and foreign citizens who are students of Ukrainian universities is quite optimal and effective in terms of reforming the educational process in higher education, although it requires improvement and some adaptation to the system of higher education in Ukraine.

В современном мире дистанционное обучение становиться необходимостью, в связи с нестабильной эпидемиологической ситуацией и локальными ограничениями в работе вузов. При этом, процесс дистанционного обучения не должен уступать по качеству классическому, именно в этом и заключается актуальность данной статьи. Цель статьи – рассмотреть новые модели обучения в системе высшего образования в процессе подготовки высококвалифицированных кадров; выявить преимущества и недостатки системы дистанционного обучения студентов. В данной работе использованы общенаучные методы теоретического обучения, что позволило нам рассмотреть новые формы и модели, используемые в современном образовательном процессе. В результате исследования выявлены направления развития методов обучения в высших учебных заведениях и оценен вклад интеллектуального капитала в экономический рост страны, проведен анализ моделей дистанционного обучения. Авторами оценен вклад модели дистанционного обучения в подготовку высококвалифицированных кадров, которая позволит увеличить отдачу инвестиций в образование и положительно скажется на экономическом росте страны. Основные положения статьи могут быть использованы при подготовке «дорожной карты» развития высших учебных заведений. In the modern world distance learning to become a necessity, in connection with an unstable epidemiological situation and local restrictions in work of higher education institutions. At the same time, process of distance learning shouldn't be of a lower quality classical, in it and the relevance of this article consists. The purpose of article is to consider new models of training in the higher education system in the course of training of highly qualified personnel; to reveal advantages and shortcomings of a system of distance learning of students. In this work general scientific methods of theoretical training are used that allowed us to consider the new forms and models used in modern educational process. As a result of a research the directions of development of methods of training in higher educational institutions are revealed and the contribution of the intellectual capital to the economic growth of the country is estimated, the analysis of models of distance learning is carried out. Authors estimated a contribution of model of distance learning to training of highly qualified personnel which will allow to increase return of investments into education and will positively affect the economic growth of the country. Basic provisions of article can be used by preparation of «road map» of development of higher educational institutions.

This article deals with the method of using regional studies in foreign language classes in a non-linguistic university. It speaks about the realization of interdisciplinary relations as one of the effective means of professsionalizing the educational process. The paper also considers some variants of activities at the English lessons. Combinations of such subjects as Geography and English, History and English are presented. The interests of students in the field of their specialty are revealed. The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Special attention is paid to the consideration of the main amendments and additions to the current legislation on local self-government, discussions that accompany the improvement of legislation and law enforcement practice. The article reviews the main reasons for the growth of the role of a «foreign language» discipline within the framework of non-linguistic specialties as part of the process of gradual reformation of the higher education system in Ukraine. The author addresses the search for effective concepts for the integration of professional training and teaching foreign languages for future highly qualified specialists in non-linguistic universities, which are reflected in strategic government documents. The main innovative methods of teaching a foreign language, conditions for their effective application in the educational process of higher educational institutions along with their teaching and educational potential are analyzed. Amongst the innovative methods of teaching students a foreign language, the author highlighted the following: training modules that ensure the development of the fluency of students' speech, as well as their confident communication in a foreign language; case technologies that make it possible to use practical life situations for learning; binary classes allowing the integration of subjects, interest and students` motivation. Educators and students have the opportunity to use the Internet and computer technology to increase the efficiency of the process of learning foreign languages in university courses. A great tool for learning foreign languages are mobile applications and Internet platforms that use authentic materials. Students and teachers have access to audio and video materials created by native speakers who are also teachers. Mobile applications allow you to independently create test tasks, surveys and a variety of games and involve a large number of students.

Teaching a foreign language includes two main components: to impart and to receive information. In practice, the teacher tries his best to convey the knowledge that he has. The main direction of improving the process of professional development of doctors at the stage of postgraduate training is the gradual introduction of modern forms of education. Internship is the first step to independent work of a doctor, so it is important from this stage to direct the efforts of a young specialist to self-improvement. Traditional methods of training interns are primarily aimed at obtaining and deepening knowledge through the transfer of information with subsequent implementation in specific professional activities with recognized algorithms. However, this method of teaching does not contribute to the development of independent cognitive activity of young colleagues, although it is on this postulate the concept of distance learning is based as a new form of postgraduate education. The article characterizes the modern system of training of interns-ophthalmologists. The use of distance learning, clinical analysis of patients’ data, stage test control, situational tasks in the educational process is substantiated. Wishes are expressed to improve the organization of the internship in ophthalmology.
