The purpose of this article is to reveal the urgent state of affairs in the sphere of public administration in Ukraine and the world. The most relevant problematic issues in regard to the functioning of public administration area have been also studied. The current prospects for the development of public administration are characterized. In particular, successful examples of international experience in this field are analyzed. Methods of public administration in a number of developed countries are also compared. The meaning of the terms "public administration", "implementation of public administration" and "development of public administration" is revealed. It is noted that the importance of understanding exactly how to carry out public administration within a particular state or a particular region or municipality is a key factor in the success and effectiveness of a political program of any political force. The importance of active cooperation of state authorities of Ukraine, as well as the public, with Ukraine's international allies and partners is emphasized. After all, it is fruitful interaction with such states that will help Ukraine to develop faster and acquire the useful qualities and properties that it must possess in order to effectively carry out public administration.

Events that took place in Ukraine in 2014 transparently demonstrated the maladjustment of the national legal and administrative system to the challenges of hybrid warfare in times of peace. Although it took into account the possibility of direct military threats, it proved not to be ready for withstanding unconventional pressure. This state of affairs significantly weakened the state’s ability to resist and led to a number of dramatic political miscalculations, organizational failures, and acute social problems. The subsequent update of the national public law and administrative system made it possible to improve the situation, but at the same time it revealed a number of pressing issues related to the need to strike a balance between the state’s commitment to ensure the protection of human rights and the necessity to protect national security. In this sense the experience of Ukraine is instructive for many countries of the world, especially for those that are the target of the geopolitical ambitions of the modern Russia. The paper discusses the public law of Ukraine in recent years with the view of highlighting some key problems of legal regulation, as well as identifying some promising ways to develop public administration so that it is capable of effectively coping with the threats of hybrid warfare.

A purpose of the Master of Public Administration (MPA) program is to translate theory into practical concepts to prepare leaders of the public and nonprofit sectors. The practice continues to employ entrepreneurial activities throughout the world. The academy has researched, written, and published extensively about entrepreneurship to build knowledge. The author pulled together aspects of the research to build an applicable framework for entrepreneurship—presenting, publishing, and designing an MPA course. This paper discusses that journey. The author sought to find the extent of similar courses in other accredited programs. The findings did not reveal widespread dissemination of entrepreneurship courses. An unintended finding shows that core course offerings appeared to be largely unchanged for decades. Is it time to “reinvent” the MPA program?

This paper considers the impact that globalization and the knowledge economy have on the protection and promotion of indigenous knowledge. It is asserted that globalization and the knowledge economy have opened up the world and facilitated the flow of information and knowledge. However, the flow of knowledge has been governed by uneven economic and political power between the developed countries and the devel-oping countries. This has a number of ramifications for IK. The dilemma faced is that whichever method is taken to protect IK (IPR regimes, documenting IK etc) exposes IK to some misappropriation. Protecting it through IPR is also fraught with problems. Documenting IK exposes IK to the public domain and makes it that much easier to be misused. However, not protecting IK runs the danger of having it disappear as the custodians holding it die off, or as communities become swamped by the effects of globalization. The conclu-sion therefore is that governments have to take more interest in protecting, promoting and using IK than they have been doing.

Internet growth makes use feasible by an increased number of people around the world. For this reason, several approaches must be taken in order to get a universal access for all kinds of users, independent of their capabilities. Nowadays, it is difficult for disabledd people to use the Web in the same way as non-disabledd people, even though the use of this technology is a right for everybody and more in the public administration scope in which, a lot of services must be available for users and on a correct way.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.

The 2016 US Presidential Elections brought about one of the fiercest election campaigns so far, ending in a tight victory of Donald Trump, the Republican candidate, over Hillary Clinton, the candidate of the Democrats. The public appearances Trump made at rallies were one of the main tools he used in profiling himself as the new leader of America. In the light of the unstable situation in the world and the frequent terrorist attacks on Western states, Trump’s rhetoric regarding the issue of “Radical Islamic terrorism” was the key factor that propelled him towards victory (Azarian 2016). When he tackled the problem of terrorism, one of the discourse mechanisms that he used in abundance was a set of conceptual metaphors drawn from different spheres of human experience. The aim of this research will be to contribute to the role metaphor plays in discourse by highlighting some of the most salient and frequent metaphors in Trump’s terrorism rhetoric, including the conceptualizations involved and their conceptual implications in discourse.

Romania's accession to the EU depended largely on the ability of Romanian public authorities to implement reforms among public organizations in the country. Globally, however, a successful public administration has become a key factor in determining a nation's competitive advantage. The purpose of this article is to emphasize the efforts of the Romanian public administration to submit to the process of administrative reform and as a consequence to contribute to the creation of an administrative reform strategy based on which Romanian public organizations can be reformed.

The aim of the article is to identify new trends, patterns of corruption in the system of government and develop approaches to improving mechanisms to prevent and combat corruption in Ukraine. In the context of reforming modern Ukrainian society, the study of the development of mechanisms to prevent corruption is very relevant. In addition, given the deepening socio-political and financial-economic crisis in Ukraine, corruption is a serious threat to national security. According to international experience, a mechanism should be clearly established for the selection of specialists to work in the public administration sector. An effective set of tools to combat corruption in the state are, first of all, prohibitions and restrictions. The focus on overcoming the factors of corruption that are inherent in the sphere of state structures is the improvement of mechanisms. One of the effective mechanisms for preventing corruption is preventive measures in public bodies with a number of restrictions and prohibitions.

In the article, a problem is set regarding urgent transformation of the public administration of the social and economic policy of Ukraine under the healthcare reformation. The problem seems to be urgent because the Ukrainian national healthcare management system differs from similar systems in most developed countries due to a unique characteristic. The point is that at the highest legislative level, the state guarantees its citizens free medical care, although in practice, this provision remains partially declarative. And this should be a target of reformation. Today, the Ukrainian healthcare system, based on the centrally controlled principles, is facing a deep crisis, therefore the public administration model should be changed, and the healthcare system be radically reformed. Basing on modeling methods, expert survey, mathematical statistics, the following results have been obtained: a formulated list of problems, an offered model for the healthcare system management in Ukraine considering that the process should be transformed. These results can lay the groundwork for the development of a real strategic plan, when the task of "clearing the problematic area" to be solved in stages, according to the actual urgency of certain problems from the point of view of increasing the efficiency of the healthcare system reformation in Ukraine.
