Romania's accession to the EU depended largely on the ability of Romanian public authorities to implement reforms among public organizations in the country. Globally, however, a successful public administration has become a key factor in determining a nation's competitive advantage. The purpose of this article is to emphasize the efforts of the Romanian public administration to submit to the process of administrative reform and as a consequence to contribute to the creation of an administrative reform strategy based on which Romanian public organizations can be reformed.

The article is devoted to the study of conceptual foundations of the Agile management, the need and prospects for implementing its methods in the sphere of public authorities. Systemic shortcomings of traditional governance in public authorities hinder the effective, prompt solution of important tasks of local socio-economic development and the country as a whole, and do not respond quickly to changes in the external environment. Now, during the period of active transformation of social, economic, political systems caused by the COVID 19 pandemic, the speed and quality of digitalization of all processes play a significant role. In the future, such changes will only deepen, covering all areas of socio-economic relations. Emphasis is placed on the processes of reforming the sphere of public administration and local self-government, in particular in terms of digitalization of public administration elements. The analysis of preconditions of active use of flexible methods of management in the public sphere is carried out. The introduction of the Agile technologies to project-oriented structures of public authorities is argued. The essence and practical aspects of effective application of Scrum methodology are considered, and the scheme of its introduction to work of bodies of regional management and local government is offered. The article analyzes the experience of practical application of the Agile approach in the public sector in some countries of the world (such as Great Britain, USA, Australia) and defines the basis for further «State Agile» development in Ukraine. The relevance of further the Agile approach popularization in public administration is confirmed by the need for changes in public-management relations, and prospects for the public digitalization in the following areas such as: development and implementation of a strategy for digital transformation of regions; implementations of digital solutions for increasing the public authorities' efficiency; ensuring electronic interaction between national, regional and local registries; digital democracy development, and so on.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

The comparative characteristics of European public administration systems are presented. Particular attention is paid to new models of public administration in EU countries: New Public Management (NPM); New Public Governance (NPG) or New public service (NPS); Good Governance (GG). Both positive and negative characteristics of these government models are listed. Successful reform of public administration is revealed through the creation of appropriate institutions and adherence to the relevant principles, procedures, and standards of public administration and values that should be guided by civil servants. It is proved that the sphere of organization of public administration and civil service in the EU has wide experience through the implementation of so-called «soft» standards. The focus is on highlighting effective tools for reforming public administration in the EU, their main functions. The implications of NPM implementation for European regions, which were adapted by Walter Kicker’s presentation, are outlined. The key features of the new public administration and the cardinal directions of administrative reforms implemented in each EU country are identified, as well as the improvement of the main interconnected components of the public administration system, which include: institutions; rules and procedures, processes and mechanisms for coordination of cooperation; personnel potential. The realization of the reform of the public administration through the reform of administrative procedures, the development of the civil service, the process of decentralization and agencification were clarified. In modern democratic states, managerial innovations are aimed at supporting market mechanisms for democratization of public authorities; market marketing (transformation) of the work of the state with the mass introduction of methods of state managerialism. In these government models, a customer-centric approach is put in place to develop an appropriate strategy based on consumer values, meeting expectations from service providers and implementing information technology.

Public Administration as a field of academic inquiry has faced numerous challenges. Public management scholars focus exclusively on the executive level of management in public organizations. Knowledge possessed by lower-level managers, workers, and/or the public is ignored and deemed to be irrelevant or unimportant in the decision-making process within agencies. In general, technical rationality, or what passes for traditional management practice and the new public management, has had some success for executives and managers in public organizations insofar as motivating individuals for instrumental purposes. (*) The success of public management as a social and political movement makes it difficult to overcome. The concentration of the “public management movement” on the executive level of management has supplanted traditional public administration and public service. It is the ideology of public management that is the primary focus of this paper. Alternatives including the New Public Service and the knowledge analytic will be presented briefly as a counterpoint to address the democratic shortcomings of the public management movement, both new and old.*See Guy B. In the context of the implementation of the policy of democratization in the field of public administration, advertising communicology plays a strategic role. Under advertising communicology it’s necessary to understand “coded in sounds, colors, texts”, addressed message to citizens as potential consumers of public-management services, and the answer to it. Advertising communicology in the sphere of public administration forms certain social stereotypes, standards and values of the implementation of state policy, ensuring appropriate socio-cultural transformation in society. Technologically, it is introduced with one goal - to achieve the desired reaction of the public, which responds to the message, from the part of state authorities. In this respect it is said that advertising communicology, including the design of advertising plans, should be based on the organization of a clearly structured process of convincing of the public in the democratization of the activities of public authorities.

The paper’s goal is to advance at understanding of the public management framework after decades of administrative reform under the New Public Management (NPM) hegemony. Based on a broad literature review, the paper maps trends in terms of principles and guidelines and indicates that post-NPM is a process of continuity rather than a disruption with the previous paradigm. The implementation processes of the management trends, as well as in the NPM, are presented in different ways, varying according to the context and institutional framework of each government. The article concludes that the most emblematic characteristic of the contemporary public administration is the prevalence of the governance phenomenon that, in different formats, encompasses most of the post-NPM principles and guidelines discussed in the literature. In this sense, the return of the State and the bureaucracy as protagonists is emphasized, however, far from the traditional hierarchical standard. The current role of the civil service focus on the direction of interdisciplinary skills, collaborative capacities, increasing accountability to society, as well as leadership with interactive components.

Political and administrative reform of the public administration system is the implementation of a setof public administration mechanisms aimed at modernizing and developing the public administrationsystem, optimizing public authorities and local self-government, changing communication between publicauthorities, forming an innovative model of public administration, and professionalizing the system of publicadministration directed on the formation of an efficient and effective system of public administration.The main problems of the implementation of the political and administrative reform of the publicadministration system should include the following:firstly, the absence of a substantiated and systematic Concept for the implementation of political andadministrative reform of the public administration system;secondly, the lack of specially trained personnel in the public administration system that are able to formulate and implement government-management decisions;thirdly, there are no systemic and optimal mechanisms for implementing the political and administrativereform of the public administration system;fourth, the lack of continuity in the implementation of reforms in society and their validity;fifth, the lack of scientifically substantiated models of the optimal system of public administration that canbe implemented in Ukraine;sixthly, the lack of a system for evaluating reforms in the public administration system;seventh, the slow struggle against corruption, affecting the quality of not only socio-economic reforms,but also reforming the system of public administration. Corruption not only impedes the development of theeconomy and civil society but also threatens modern reforms in Ukraine;eighth, the lack of political support for systemic reforms as the basis for the quality of such processes;ninth, lack of rationalization of the activities of state authorities and local self-government through therestructuring of the authorities and their optimization;tenth, the lack of information campaigns on the introduction of certain reforms, which negatively affectstheir perception by the population.

The purpose of the article is to characterize the conditions for the transformation of pub- lic administration in the digital age. The relevance of the research is connected with the actively spreading digital innovations, which increasingly cover the frontiers of public ad- ministration, forming a new framework for institutional changes. These changes need competent reflection and systematization. The theoretical part of the work is devoted to the discussion of the concepts of “open government”, “digital government”, “digital trans- formation”, which have become one of the key elements of public management discourse. The process of digitalization involves the free flow of information from public authorities to the public and third parties, such as civil society organizations and the media, as well as from the public and third parties to the authorities, and is at the heart of well-function- ing open governments that are successfully undergoing the path of digital transformation. Methodologically, the article is based on expert interviews with representatives of public authorities of St. Petersburg, aimed at forming an idea of the institutional framework for the transformation of public administration in the context of digitalization. The author of the article conducted a number of expert interviews with the deputy heads of the districts of St. Petersburg and the deputy chairmen of the committees. As a method of interview analysis, the content analysis of the interview was used using the software ATLAS.ti 9 (http://atlasti.com). The main procedures implemented in this program are coding and grouping by category. As a result of the study, 16 codes were identified, which were com- bined into 3 semantic categories: macro-institutional conditions, micro-institutional condi- tions, and technical conditions for successful transformation of public administration in the context of digitalization. Analyzing the interview data, the author comes to the conclusion that the success of the transformation of public administration in the era of digitalization is directly related to the efforts and resources allocated by public sector bodies to imple- ment the law or policy, both at the time of implementation and over time. In other words, the interweaving of macroinstitutional, microinstitutional, and technical conditions plays a critical role. At the same time, the competencies of civil servants at all levels of govern- ment are a unifying element, a generative factor in the implementation of both macro-in- stitutional, micro-institutional, and technical conditions for the transformation of public administration in the era of digitalization.

Problem setting. Public finances, as a particular type of relations in the economic system, are aimed at ensuring the exercise of social interests. Therefore, managerial functions and their efficiency in this sphere are of great importance, as the success of all management activities of the State depends on their effectiveness. The search for strategic horizons able to ensure the success of managerial actions in the public finance sphere, the consolidation of strategic priorities for its development is crucial issues for the progress of the Ukrainian State on the path of progressive transformations.Recent research and publications analysis. Management of state finances is a subject of research of many scientists. In particular, R. Balakin, V. Kudriashov, S. Hasanov, O. Dluhopolskyi, T. Yefymenko, O. Kyrylenko, S. Klimova, H. Kotina, I. Malyi, O. Moldovan, and others dealt with these issues. The analysis of their publications allows us to define future ways for developing and reforming the system of state finances. At the same time, the concept of public finances versus state ones is much broader. Therefore, it requires a deeper and more detailed approach for substantiation of ways and strategies for improving the management of public finances in current conditions.Highlighting previously unsettled parts of the general problem. The article aims to substantiate the development of strategies for improving the management of public finances, taking into account modern challenges and development of the Ukrainian State, based on the research of peculiarities of the existing strategies for public finance management, analysis of the problems related to the distribution and redistribution of state funds. Paper main body. The sphere of public finances is regulated by a number of normative documents that define strategic directions for its development. First of all, we should mention the Public Administration Reform Strategy of Ukraine for the period up to 2021, which aims to improve public administration, including the system of state finance management. The Cabinet of Ministers of Ukraine approved the Public Administration Reform Strategy of Ukraine for 2022-2025 and adopted the Action Plan for its implementation. This normative document accentuates ensuring the construction of a capable service and digital State in Ukraine, which safeguards citizens’ interests on the basis of European standards and experience. The peculiarities of public finance management in the system of public administration, its aim and objectives, were determined in the Public Finance Management Reform Strategy for 2017-2020, approved by the Resolution of the Cabinet of Ministers of Ukraine. However, the goals set in it need further consolidation. It necessitates the adoption of the Public Finance Management Reform Strategy for 2021-2025. The preparation of its final stage was negotiated at the meeting of the Sectoral Working Group on Public Finance Management of the Ministry of Finance of Ukraine in May 2021. A brief overview of the documents that define the strategies for the development of relations in the system of public finances and public administration, in general, gives grounds to assert that there is sufficient normative support in this area in the context of its strategic development. However, a number of problems remained unsolved during the implementation of provisions of the abovementioned strategies. Nowadays, there is a need in Ukraine to improve the management of public finances, especially in the use of budget funds, to perfect functional responsibilities of public authorities, and to search for new strategic approaches to the use of public sector financial resources to ensure the sustainable development of the national economy.One of the crucial directions for solving these problems is the introduction and implementation of the Strategy for the Development of the Public Finance Management System of Ukraine, which should become an effective tool for regulating relations in the public finance sphere and a means of influencing the consistency and effectiveness of reforms in it.It is necessary to adopt a medium-term Fiscal Consolidation Strategy based on the predominance of reducing spending over increasing revenues of the State. The Strategy should be adopted in terms of state budget execution, taking into account fiscal efficiency.In the conditions of growing informatization of the society, automation of all processes, and digitalization of the economy, it is necessary to form a Strategy for automation of the system of public finance management, which should become an effective tool for ensuring the improvement of the investigated sphere.All strategies for improving public finance management should be based on the principles of transparency of public authorities, stability and sustainability of the budget in the long run, budgeting effectiveness, fairness and efficiency of the system of inter-budget relations, consolidation of the budget process. The active use of the latest information technologies leading to the improvement of financial management and coordination of managerial activities of public authorities should accompany the implementation of strategies. Conclusions of the research. In the system of public finances, there is a sufficient number of normative documents that determine strategic directions for its development. However, mostly all of them regulate the peculiarities of the functioning of the sphere of state finances, while public finances is a broader concept than the state ones. Therefore, this shortcoming, along with the objective need to search ways for further development of the sphere of public finances, taking into account current realities, necessitates the development and adoption of a number of strategies that will determine directions for the improvement of public finance management.
