The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

The modern system of relations between countries is being transformed with the spread of digitalization. Accordingly, there is a need to study the practical aspects of digitalization of trade as a major component of international relations. Therefore, this study aims to determine the impact of digitalization processes on the performance and economic security of trade. The main directions for the development of digitalization in trade were determined and the influence of digital technologies on the economic security of trade entities (enterprises) was investigated. The main components of the economic security of trade enterprises were identified. The main difficulties in the development of the digital economy were highlighted. The main directions for the development of digitalization of trade enterprises were determined. The list of factors that most influence the formation of trade turnover was substantiated: income of the population, number of trade workers, inventories, producer price indices, digital technologies (telecommunications, data processing, etc.). Methods of economic statistics (statistical observation, dynamic and structural analysis) were used to test the hypothesis of the relationship between informatization and economic security of trade enterprises. Methods of correlation and regression analysis were used to study the strength of the relationship between the volume of turnover and the factors that determine it. Based on the modeling, a statistically significant relationship was identified between the indicators of the volume of information and related services and trade volumes, which confirms the dependence of the economic security of trade enterprises on digitalization. The proposal to supplement the already existing methodology for assessing the economic security of the trade enterprise with indicators reflecting the impact of digital technologies was justified. The results of the study can be useful for adapting strategies for the development of trade enterprises in the context of the global digital ecosystem.

Some aspects of business value management are considered. Important attention is paid to the management of the tax burden and its impact on the level of economic security. Taxation is a combination of economic (financial) and legal relations, reflecting the compulsory, irrevocable and gratuitous withdrawal of part of the income of legal entities and individuals to the state budget and local authorities. A company’s expenses are recognized as a reduction in economic benefits resulting from the disposal of assets (cash, other property) and (or) the occurrence of obligations, which leads to a decrease in the capital of this company, with the exception of a decrease in deposits by decision of the participants (property owners), and therefore for an economic entity taxes represent a significant part in the structure of all its expenses. Competent tax planning using legal methods of tax optimization contributes to the successful conduct of business in a modern market. On the example of a large business association, the analysis of indicators of the tax burden on basic taxes in dynamics over a number of years is carried out and conclusions are made about the effectiveness of tax planning.

With the development of globalization processes and sufficient free movement of labor, and skilled personnel, the problem of legal and illegal migration has gradually become part of public policy for many countries. The aim of the article is to determine the priorities of the state migration policy for legal, illegal migrants and refugees and to form recommendations for the development of clear and transparent rules of the state migration policy taking into account the international legal field and in the context of economic security. An analysis of the main trends in the migration processes was conducted and it was found that over the past 30 years there has been a rapid increase in the number of international migrants and refugees, which puts pressure on the economies of host countries. It has been proven that migration affects the main components of national security, and the impact on the country's economic security is particularly pronounced. As a result, national security requirements must be taken into account when formulating state migration policy. The main components of the state migration policy were identified, the analysis of the main theories and approaches to the migration policy in relation to legal migration was carried out. The main problems of the state policy on illegal migration and refugees have been identified. The state migration policy is analyzed on the example of the EU countries and their overcoming of the migration crisis and the refugee crisis. The state determines the main priorities of migration policy based on national and economic security requirements. There are two main aspects of state migration policy: targeted attraction of immigrants and policy on illegal migration and refugees. There are three main approaches to attracting immigrants - encouraging all types of immigration, creating maximum barriers to immigration, and encouraging specific target groups of immigrants. With regard to illegal immigration, the state can take a tough stance or allow it to replenish the workforce. State policy on refugees is determined by the norms of international law. It has been argued that national migration policies need to be adapted to the current world economy, and that the main priorities include transparency, long-term forecasting of labor market needs, clear criteria for migrant admission and combating illegal migration, which is part of international crime.

Given the current integration processes of the world economies, the issue of economic security of the state is extremely acute. The openness of markets facilitates the free flow of resources but also threatens the rapid transfer of crisis phenomena from one economy to another. There is a need to develop an innovative methodological tool for assessing the level of economic security in the country based on the calculation of a generalized indicator that will serve as a benchmark in the formation of state economic policy in the context of ensuring its sustainable growth and countering internal and external threats. The methodological tools of the study are methods of normalization, Fishburn’s rule, multiplicative model. Assessment of economic security level in the article is carried out in the following logical sequence: formation of an extended list of indicators characterizing the economic security of the state; characteristics of indicators in terms of opportunities and risk; determining the priority of indicators in the summarizing indicator; bringing indicators to a single measurement system; calculation of the integral indicator of economic security by constructing a multiplicative model; qualitative interpretation of the integral indicator of economic security. The results of the selection of relevant factors influencing the economic security of the state revealed that the selected determinants confirm the hypothesis of financialization of all economic processes in Ukraine and the need for state regulation of the financial system in order to ensure economic security. Empirical calculations have shown that during 2008–2018, Ukraine's level of economic security can be assessed as medium or low, and its dynamics correlate with crisis processes in the financial and economic sector and exacerbation of political instability in the country. Taking into account the low level of economic security in Ukraine, the authors elaborated a set of measures to improve the state regulation of economic security within the institutional, procedural and functional elements of it, as well as substantiate the impact of the proposed innovations on the economic security of the state. The results of the research can be useful for governments in order to adequately respond to destabilizing factors in the national economy. Keywords: economic security, integral indicator, innovation, money laundering, state regulation
