Some aspects of business value management are considered. Important attention is paid to the management of the tax burden and its impact on the level of economic security. Taxation is a combination of economic (financial) and legal relations, reflecting the compulsory, irrevocable and gratuitous withdrawal of part of the income of legal entities and individuals to the state budget and local authorities. A company’s expenses are recognized as a reduction in economic benefits resulting from the disposal of assets (cash, other property) and (or) the occurrence of obligations, which leads to a decrease in the capital of this company, with the exception of a decrease in deposits by decision of the participants (property owners), and therefore for an economic entity taxes represent a significant part in the structure of all its expenses. Competent tax planning using legal methods of tax optimization contributes to the successful conduct of business in a modern market. On the example of a large business association, the analysis of indicators of the tax burden on basic taxes in dynamics over a number of years is carried out and conclusions are made about the effectiveness of tax planning.

The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

The article deals with issues related to the assessment of the economic security level taking into account the innovative activity of the enterprise. The relevance of the problem of increasing the degree of economic entities protection in modern conditions with high competition is reflected. The main components that form the economic security of the organization are listed, and their brief characteristics are given. Besides, the article presents the author's step-by-step procedure for assessing the economic security level. Special attention is paid to the impact of effective innovation on the economic security level of the enterprise. The mathematical calculation for determining the economic security level is shown in more detail on the example of the technical and technological direction of the enterprise, which involves active innovation. The resulting calculations prove the high impact of successful innovations on the economic security of an economic entity due to the priority of this area of activity, as well as the possibility of extracting a significant share of profit. Thus, the article proves the statement about the feasibility of evaluating the innovative potential of the enterprise, as well as analyzing the level of its compliance with the requirements of external and internal environments.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

The selection of alcohol safety as a separate element of economic security, is due to the influence of the production and sale of alcohol on the state budget, and the impact of alcohol consumption on health and life expectancy. Effective policies, aimed at optimization of the activities of the alcohol industry contributes to the protection of national interests and implementation of state priorities. The adoption of reasonable measures to maintain the effective operation of monitoring the alcohol industry will allow for continuous process control on the alcohol market in conjunction with the dynamics of socio-economic characteristics of the society.

The article examines the assessment and existing methods of the tax burden, directions of its optimiza-tion. One of the main systemic elements of the country's state policy is the tax system as one of the vectors in the direction of economic and social development. The legal basis of the state determines that an economic entity becomes a taxpayer, paying taxes and fees to the state budget system. For effective conduct of activi-ties, organizations need to assess the amount of taxes paid to the budget and determine how much of their own resources they can donate to the state as payment for using its services. For this, it is advisable to use the estimated indicator "tax burden". In addition to organizations, the tax burden is also calculated by the tax authorities to control the activities of taxpayers. It is important for the state to monitor both the direction of movement of tax flows and the fact of their receipt into the country's budget, taking into account the financial and economic capabilities of taxpayers, since tax revenues form a significant part of the federal and consoli-dated budget revenues.

The article addresses a social and economic phenomenon of shadow economy, which is typical for many countries and may result in a macroeconomic imbalance. The latter hinders the sustainable growth of the economy and leads to state budget losses. Shadow economy is penetrating into almost all sectors of the national economy. As shown in the paper, a high level of shadow economy is a threat to the national economic security of the country and a cause of declining its competitiveness. The findings confirm that measuring the impact of some factors of shadow economy on the economic security of the country is quite difficult. However, there are some factors for which mathematical models can be built to describe a correlation between economic indicators and a certain factor of shadow economy. Since salary expenses constitute a significant portion of enterprise’s basic expenses, it is important to build mathematical models for calculating the correlation between shadow salaries and tax rates. Thus, the purpose of the article is to examine mathematical models of the correlation between official and shadow salaries and tax rates. The developed mathematical models demonstrate that a reduction of tax rates is followed by changes in a shadow part of salaries. The article describes a number of cases when there are no changes in salaries and tax revenues, as well as cases of pay increase. The analysis finally suggests ways to increase salaries and techniques to de-shadow salaries. The authors use general scientific methods of generalization, comparison, analysis, and the method of mathematical modeling.

A special place in the industrial enterprise’s financial relations belongs to the relationship with the State budget and the earmarked budgetary and non-budgetary funds regarding the tax and fees charges and payments. These relationships arise from the moment the enterprise was created and continue throughout the entire period of its operation. Determining the amount of taxes and fees that an enterprise should pay based on the results of its activities, ensuring the timeliness and completeness of tax calculations, forming tax potential, assessing it and optimizing the tax burden (tax planning) are important areas of work for the financial services of an industrial enterprise.

This article summarizes the modern domestic and foreign theoretical and methodological aspects of tax planning. As a result of the study, a systematic approach to tax planning of economic agents at the micro level is presented, the content of the concept of "tax planning" is revealed, the logic and practical content of the method of tax planning based on the presentation of taxes as elements of a unified system of planning of financial and economic activity of an economic entity are substantiated and proposed. The dialectical unity of economic essence and legal form of taxes in tax planning is defined, in which legal norms by virtue of their imperativeness form the conditions of economic activity, but not its orientation. The main integral indicator in the calculation of the tax burden for the purposes of tax planning is revenue, as it is the main economic source of tax payment and is associated with the calculation of tax risks. Defined the regulatory boundaries minimize taxation Institute of control taxation. The implementation of these approaches will effectively manage the economic activities of organizations, optimize the tax burden, reduce tax risks and improve the security of the business as a whole. In addition, a reserve has been created in the development of methodological support for tax planning, which should be based on the sectoral specifics of the economic entity, take into account its scale, organizational and legal forms and their combination, access to world markets, transnational character, etc.
