The main idea behind the Concept of Contemporary Ukrainian Education is to ensure its quality in accordance with the demands of consumers of educational services, the requirements of the state, international standards and society. One of the leading tendencies in the development of today's professional education is to increase the attention to the issues of training of a qualitatively new level, which are capable of professional self-realization, self-development, creative search, and ability to use new pedagogical technologies in future activity. The starting point in the proper preparation of the future teacher is to ensure their own readiness for the didactically conditioned and pedagogically effective use of information and communication technologies in professional pedagogical activity. Today, the leading educational trend is to integrate visualization technologies into educational practice. Accordingly, the purpose of the article is to analyze the state of preparation of future teachers of the disciplines of the natural and mathematical cycle for the introduction of imaging technologies in their own professional activity. According to the purpose, the tasks, which consist in the analysis of curricula, other providing and corresponding documentation on the outlined direction of preparation for preparation of future teachers of natural and mathematical direction in higher pedagogical educational establishments in the course of preparation of the course, are being singled out. , as well as an analysis of the syllabuses of the disciplines that exist in this area, to ensure that students are prepared to create copyright and adaptations of existing digital visual didactic tools. The article used general scientific methods of research, such as, analysis of scientific, pedagogical and psychological works, information sources on the problem of research, systematization of the views and achievements of scientists, synthesis and generalization of theoretical positions. Higher education institutions have been reviewed for such training for future educators. The research conducted by the authors gave grounds to consider it necessary to make certain changes to the process of preparing future teachers of natural and mathematical disciplines for the use of visualization technologies in their professional activity.

The article analyzes the peculiarities of the interaction of special bodies, services and units in the field of cybersecurity. The specificityof information resources in the cybernetic space, which manifests itself in the rapid development of information and information and communication technologies, is singled out. The problem of national security is multifaceted, one of the most important areas of its support is the creation of an effective law enforcement system that can withstand negative trends in the administrative and legal sphere of public relations. Also, noting the importance of the aforementioned problematic issue, a set of tasks related to ensuring cyber security was identified, with the definition of the role and place in this process of administrative and legal means of regulation. The primary task of all branches of state power at the present stage of the development of the information society is formulated, which consists in the introduction and implementation of mechanisms for generating adopted decisions in the field of cyber security. The adoption of the State Target Program for the Cyber security of Ukraine, which will serve as a starting point for the real interaction of the subjects of the cyber security of Ukraine, is proposed. The peculiarities of the State Target Program for Cyber security of Ukraine, which consist in determining the specific areas of the state policy on counteraction to cyber threats, are characterized, the main among which should be a conceptual change in the philosophy of administration in the field of cyber security, from coordination of activities of public authorities and law enforcement agencies to the operational management of them; the development of public-private partnerships, in terms of giving private business and the public real leverage on the state of cyber security. The article focuses on the aforementioned direction, which can be implemented by the inclusion of cybersecurity entities by public institutions and independent experts; implementation of business projects in the direction of modernization of information and information and communication infrastructure to the level of international standards; implementation of measures aimed at increasing the literacy of cyber-citizens at all levels of education.

The article determines the effectiveness of increasing the volume of knowledge, skills and abilities of students in the context of informatization in such regulatory documents as the State Program for the Development of Education of the Republic of Kazakhstan for 2020-2025, the Law of the Republic of Kazakhstan "On Education", the State Program "Digital Kazakhstan", theoretical basics of literacy of information and communication competence of a teacher. The article discusses the need for any future teacher in the information society to master the basics of information knowledge, use information and communication technologies (ICT) for self-education and develop skills to use their potential as a cognitive and didactic tool in professional activity. The needs of future teachers in the country's universities and the main directions of social and pedagogical activities are described. There are also links to the formation of information and communication competencies of future teachers and a review of the work of domestic and foreign scientists.

The comparative characteristic of features of standards description is carried out and the features that characterize and define the ICT training of future teachers best of all are defined.

Today the state is focused on the innovative way of development, on the rapid development of the economy, and rapid creation and distribution of new digital technologies. The education system, as a vital area of socio-economic activity, must be reformed in accordance with the requirements of contemporary society. Numerous organizational innovations in the educational sphere of Rossiya have been made in recent years. Characteristic features of the up-to-date system of higher professional education are: liberalization; optimization of the state and non-state sector of education; the introduction of information and communication technologies as well as changes in demand and the degree of accessibility of higher education. For these purposes there should be no doubt that the basis of all are all the necessary conditions for the further reform of Russian education.The Object of Study. The system of higher education in Rossiya.The Subject of Study. Reforming the system of higher education in Rossiya.The Purpose of the Study. Evaluation of the consequences of the introduction of the Bologna System, identifying the causes of the slow progress of reforms.The Theoretical Aspect is based on the concept of Smart-education - education, aimed at obtaining a qualitatively new educational, scientific, social and commercial results in terms of the collective production of knowledge and their multiple sources.The Empirical Aspect of the subject is based on the results of research on the dynamics of spending on education, the number of state and non-state universities, the number of students and positions of Russian universities in international rankings.The Main Theoretical Provisions of the Article. The process of reforming the national system in accordance with the requirements of the Bologna process does not take into account the specifics and features that led to the loss of the accumulated progressive achievements that existed in Russian education. The transition to a new education model is stuck in an intermediate state. At the present stage of the reform of education, the main goal should be a radical update of the content of education and its resource provision. In the USSR, after graduating from higher educational institutions, graduates were sent to work at pre-determined jobs. At the stage of transition of the country to the market, this mechanism was canceled. The supplement to the Federal Law “On Education in the Russian Federation” Article 71 (August 2018), introducing quotas for the admission of citizens for targeted training, is designed to ensure competitive conditions for the selection of trained applicants who will enroll in competitive conditions, to train professionals who, after graduating from a higher educational institution, will go to work to the region where they are in demand as specialists. If the graduates did not get a job, they or the company that signs the contract with them will have to compensate for budget expenses.The implementation of these requirements of the Federal Law requires the elimination of contradictory management decisions in terms of graduate level training, adherence to the principle of social justice, provision of sufficient budget financing in accordance with institutional changes and higher flexibility of the entire educational system.The authors consider the organizational mechanism of the system of higher professional education as a system of external and internal relations arising in the course of its functioning and changing depending on the changing goals of the educational model (administrative, collegial and market) of the university and the needs of the labour market at the federal and regional levels.

The article is devoted to the problem of readiness forming technology for the use of information and communication technologies by future teachers of English at the professional activity. The aim of this article is to ground and analyze suggested technology. The actuality of the research is caused by the necessity to train competitive specialist under the conditions of modern educational information environment. The essence of technology for readiness forming of mentioned activity is considered in the article, the strategies, aspects and levels are underlined, the functions of feedback are denoted as well as the main characteristics are analyzed. Pedagogic conditions which ensure the effectiveness of readiness forming technology for the use of information and communication technologies by future teachers are denoted.

The problems of professional training of future teachers in a pedagogical university are considered in the article. The relevance of this study in the regulatory documents adopted in the Republic of Kazakhstan, as well as the structure of professional training of teachers as a pedagogical system in scientific and pedagogical research are analyzed. The essence and place of the school course of Informatics among general education disciplines and the importance of professional training of future teachers of computer science in the context of digitalization of education have been substantiated. The components of the professional activity of a teacher of informatics are determined. The terms information and communication technologies and digital technologies are considered and the differences between these terms are described with examples. The stages of studying informatics in general education secondary school according to the updated curriculum and requirements for the professional training of informatics teachers are described. Recommendations for improving the professional training of future teachers of informatics are given.

Modern Federal State Educational Standards of pedagogical specialties for which training is conducted in institutions of secondary and higher professional education, and the Professional Standard of a Teacher require to create conditions in the educational process for forming information and communication competence of future teachers. Main components of information and communication competence of a teacher are described in the article, modern approaches to determining the structure and content of this concept are highlighted, current features of the functioning of information and communication technologies in education system are revealed, the diverse methodological experience of organizing students’ training on information and communication technologies is summarized, principles and conditions for using information and communication technology tools in the process of teaching academic disciplines “Information technologies in professional activities” at university and “Pedagogy” in teacher training college are substantiated.

One of the most important tasks of higher educational institutions is the training of specialists to be able to adapt to changes in their professional life. At the end of the twentieth and the beginning of the 21st centuries, some methods for developing foreign language competence, needed for their future professional activity, were created by teachers. However, the effectiveness of these methods has not been studied. This fact has aroused the authors’ interest and generated the idea about the necessity to conduct scientific research in order to identify the most effective methods of teaching foreign languages for special purposes. Methods: The given research paper is based on the analysis of Russian and foreign scholars’ scientific works covering the problem of teaching foreign languages for special purposes to the students of humanitarian professions, as well as on the basis of the results from questioning students of bachelor degree programs who study foreign languages for special purposes in the field of humanitarian professions, and also of the results from questioning teachers specializing in teaching foreign languages for special purposes. Results: In the students’ opinion, the most effective methods of teaching foreign languages for special purposes in the field of humanitarian professions are the following: discussion, ICT (information and communication technologies), and SCRUM (framework that helps teams work together, encourages team to learn through on a problem). According to the interviewed teachers’ opinion, the most effective methods are discussion, ICT, and round table. The “dilemma” method is the least effective according to the students. As for the teachers, the less effective method is CLIL (content and language integrated learning). Conclusions: The study showed some common views among teachers and students concerning the effectiveness of methods of teaching foreign languages for professional purposes, such as discussion and ICT. The effectiveness of the discussion method is explained by the fact that it allows the integration of students’ knowledge from different areas when solving a problem and provides an opportunity to apply language knowledge and skills into practice. This contributes to forming students’ ability to think clearly, to perceive information critically, to highlight the main idea and find the means and arguments to confirm and substantiate it, and, consequently, to improve the understanding of any theoretical material. The use of ICT in the educational process allows the efficiency of the educational process itself to be improved significantly and leads to new approaches and organizational forms of educational work. In fact, while preparing educational programs and creating didactic materials, special attention should be given to the implementation of ICT methods and discussions in educational activities. Nevertheless, the respondents’ subjective opinion should not reduce the scientific value and effectiveness of other methods of teaching a foreign language for professional purposes. The authors of the paper believe that methods that have not found much support from students and teachers should be studied more thoroughly and carefully. To this end, it could be recommended to organize special training seminars that would allow teachers to be informed of new methods of teaching foreign languages for professional purposes, of their particularities, and to help their active implementation in the learning process.

The possibilities of neuropedagogy are analyzed for the development and implementation in educational practice of psychodiagnostic and psychocorrectional technologies that ensure the automation of the professional activity of teachers and psychologists in the modern ICT development environment. The organizational and pedagogical conditions for improving the efficiency of the learning system based on neural networks are determined: the selection and assignment of the main characteristics of the learner model and a clear formalization and construction of the ontology of the subject area. Based on the most important provisions of neuropedagogy, recommendations have been formulated to increase the effectiveness of training, including: 1) attention, 2) active interaction, 3) return by mistake and 4) consolidation (transition from a slow, conscious, effort-intensive thought process to a fast, unconscious, automatic mental work).Innovative trends in the development of modern education are considered, which, first of all, include 1) research and promotion of information and communication technologies with innovative pedagogy, 2) promotion of competencies and skills in the field of ICT for teachers and schools. To increase the effectiveness of the educational process in accordance with the provisions of neuropedagogy, it is proposed to use the capabilities of “techno-social” engineering at three levels of professional development: gaining knowledge, mastering knowledge, creating knowledge.

A strong correlation of the problem of guaranteed information security provision with the human factor and the escalation of threats to information security for professional activity in information society prove the importance of the relevant proper training of highly qualified personnel.The theoretical justification of the integrated approach to modeling students’ information and communication competence (IC competence), including new structure and content of students' preparation under integration of the classical system and e-learning with the development of adequate forms and methods of teaching, promotes the high level of professional competence.The scope of research is represented by the principles of computational modeling of IC competence, formed as a result of continuous staged personnel training in "Professional Education (by Industries)" based on the Federal State Educational Standard of Russia.The research offers an integrated approach to computational modeling of students’ IC competence based on the classification of competencies demonstrating the projection of a professional competency vector on a plane of information and communication technologies (ICT plane) acting as a model of students’ IC competence. Here, any ray of the ICT plane may act as a model of IC competence in a certain specialization of proper training of highly qualified personnel in any industry. Such an approach to IC competence of a graduate of an educational organization is determined by respective aims and fields of professional activity corresponding to IC competencies.The methodology of content design has been developed for educational disciplines in continuous information and academic training of graduates under e-learning, as well as an algorithm based on the competence approach, making it possible to explicitly determine the generation path of IC competence of professional education organization graduates having different basic training, which eliminates the threat of insufficient or excessive content of the intended study materials.
